Background:

This is a new service to the State of Iowa. While historically below national averages for opioid use, Iowa has experienced a significant increase in opioid related deaths, driven primarily by the rise of synthetic opioids like fentanyl. From 2015 to 2024, fentanyl overdose deaths have increased by 313% in the state of Iowa, and now account for nearly 90% of opioid overdose deaths. The largest share of opioid-related deaths occurs in individuals aged 25-49 and are more concentrated in urban areas of the state. In response to the crisis, Iowa has implemented strategies focusing on prevention, treatment, and law enforcement. These services will assist in the identification of trends and program effectiveness in disease exposure and drug use in the areas that are tested.

Contract Term:

The term of the contract will begin 11/3/2025 and end on 11/2/2026.

The Agency shall have the sole option to renew the contract upon the same or more favorable terms and conditions for up to five (5) annual extensions. The resulting contract will be available to all State Agencies.

Description of Goods or Services:

The State of Iowa seeks proposals from qualified vendors to provide comprehensive wastewater epidemiology and drug testing services to monitor community health indicators and drug consumption patterns through wastewater testing and analysis. These services will support the State of Iowa's public health monitoring initiatives and provide early warning systems for disease outbreaks within our service area. It will also monitor and report on community wide drug consumption patterns to help identify emerging substances of concern and evaluate the effectiveness of public health interventions.
