About this file
This is Amendment 000014 to Solicitation 1333ND26RNB190035, issued by the National Institute of Standards and Technology (NIST) in Boulder, Colorado on August 7, 2026. The amendment incorporates two substantive changes to the solicitation: (1) questions and answers addressing clarifications on project scope and requirements, and (2) clause 1352.228-70 regarding insurance coverage requirements.
The Questions and Answers section addresses 16 inquiries related to a fire suppression system upgrade project for Room 1318 at NIST. Key scope clarifications include: water delivery calculations are required; trip testing is required; hydraulic calculations are mandatory for piping and sprinkler arrangements; new sprinklers must match existing K-Factor and RTI specifications; flex piping is acceptable for relocating sprinkler heads; and system redesign including pipe size increases is required based on water delivery calculation results. The project is subject to Buy American Act requirements and certified payroll obligations. Performance and payment bonds must be satisfied by the prime contractor within 10 calendar days of award. NIST is the permitting authority. Failure to attend the pre-proposal conference does not affect proposal eligibility. The Insurance Coverage clause (1352.228-70) mandates workers compensation with $100,000 employer's liability coverage, general liability of $500,000 per occurrence, automobile liability of $200,000 per person/$500,000 per occurrence for bodily injury and $20,000 per occurrence for property damage, and aircraft/vessel liability as applicable to performance requirements. The amendment was not extended, indicating the offer receipt deadline remains unchanged from the original solicitation date of July 15, 2026.

Questions and Answers – B4 RM 1318 Fire Suppression
1. From pictures provided and the site visit it appears that there is a non-sprinkled combustible plenum space.
The “as-built” drawings denote that sprinklers are not installed within this combustible concealed space. Are we to address the plenum space for additional sprinkler protection? No – Please only address requirements delineated in the Statement of Work.
2. Existing dry system air compressor is remotely located, and it was mentioned that it had ran often. Do we need to address the compressor to determine if it is sufficiently sized for the existing dry system capacity?
Does the existing dry system have a leak, causing the compressor to run as often as mentioned? Does this need to be addressed in this proposal? Vendor does not need to address the compressor to determine if it is sufficiently sized for the existing dry system capacity. We are unaware of any existing leak(s). It does not need to be addressed in this proposal.
3. It appears that the entire building is served from one single dry system zone. Please confirm. Do we need to provide a water delivery calculation due to the possibility of the existing dry system capacity exceeding 750 gallons? Yes – entire building is served from one single dry zone. Please provide a water delivery calculation.
4. Is trip testing required as a part of this scope? Yes – trip testing is required as part of this scope.
5. Would moving existing lighting be considered for accommodating existing and new sprinkler locations? No – moving lighting will not be considered for accommodating existing and new sprinkler locations. If lighting is in the way, please advise and we will affect the relocation of said lighting.
6. The proposed scope of work, as noted on the bid documents, will create a piping and sprinkler arrangement with than 2 sprinklers from 1” piping and/or one branchline outlet. Will we be required to hydraulically calculate this arrangement of piping and sprinklers? Yes – it is required to hydraulically calculate this arrangement of piping and sprinklers.
7. Is NIST or City of Boulder the permitting Authority Having Jurisdiction for the project? NIST is permitting authority for the project.
8. Are we required to provide new sprinklers for any relocated sprinklers? Yes – new sprinklers are required for any relocated sprinklers.
9. What type/schedule of piping and fittings are required to be utilized? New piping can be “flex piping” as needed to locate / relocate sprinkler heads. New sprinkler heads MUST have same K-Factor and RTI as existing.
PAGE 5 OF 6 1333ND26RNB190035001
10. Is this a buy domestic/buy American Act project? Yes.
11. Is this project a certified payroll project? Yes.
12. Regarding the interstitial space between the grid ceiling and the wood structure, will sprinklers need to be installed in the interstitial space in order to bring the area/building into code compliance? No – Please only address requirements delineated in the Statement of Work.
13. Will the existing fire suppression system need to be redesigned, including increasing pipe sizes, to accommodate additional sprinklers coming off the existing main line? The vendor noted that the existing main line appears to be 1 ½ inches and runs through the interstitial space. Yes, the existing fire suppression system in Room 1318 only should be redesigned, including increasing pipe sizes, to accommodate additional sprinklers coming off the existing main line based off the results of the vendor supplied water delivery calculation.
14. Bonding responsibility. Block 12a of the SF 1442 requires the contractor to furnish performance and payment bonds within 10 calendar days of award. Could you confirm whether this requirement must be satisfied directly by the offeror of record, or whether it can be satisfied through a subcontractor who will be performing the work and can provide bonding on the project? Must be satisfied by the prime contractor.
15. Pre-proposal conference and site visit attendance. We were not able to attend the pre-proposal conference and site visit held on July 29, 2026. Does failure to attend affect eligibility to submit a proposal, and is there any alternative way to satisfy the site familiarization requirement referenced in Section L.9 before the offer due date? Failure to attend the site visit does not affect eligibility to submit a proposal; there will be no further scheduled site visits.
16. Insurance requirements Could you confirm where the specific insurance requirements (general liability, auto, workers compensation limits) for this project are located, whether in Attachment 1 (NIST Boulder General Contractor Requirements) or elsewhere in the solicitation? Insurance requirements are detailed in clause 1352.228-70, Insurance Coverage, in Section I of the SF 1442 solicitation document. This clause was inadvertently left out of the original solicitation and has been added.
