INSTRUCTIONS, CONDITIONS, AND NOTICES TO OFFERORS
L.1 1352.270-71 PRE-BID / PRE-PROPOSAL CONFERENCE AND SITE VISIT (APR 2010)
(a) The Government is planning a pre-proposal conference, during which potential contractors may obtain a better understanding of the work required.
(b) Offerors are encouraged to submit all questions in writing at least 1 days prior to the conference. Questions will be considered at any time prior to, or during, the conference; however, offerors will be asked to confirm verbal questions in writing. Subsequent to the conference, an amendment to the solicitation containing an abstract of the questions and the Government?s answers, and a list of attendees, will be made publicly available.
(c) In order to facilitate conference preparations, contact the person identified in Block 9 on Standard Form 1442 of this solicitation to make arrangements for security processing for entry of attendees into the Government facility.
(d) In no event shall failure to attend the pre-proposal conference constitute grounds supporting a protest or contract claim.
(e) Offerors are cautioned that, notwithstanding any remarks, clarifications, or responses provided at the conference, all terms and conditions of the solicitation remain unchanged unless they are changed by written amendment. It is the responsibility of each offeror, prior to submitting a proposal, to seek clarification of any perceived ambiguity in the solicitation or created by an amendment of the solicitation.
(f) The pre-proposal conference will be held:

(g) During the conference, an opportunity to visit the site of the work, and, if applicable, inspect equipment on which maintenance or repairs are to be performed will be offered to attendees.
(h) Offerors are expected to satisfy themselves regarding all conditions that may affect the work required or the cost of contract performance. In no event shall failure to inspect the site and/or equipment constitute grounds for any protest or contract claim.

Instructions, Conditions, Notices to Offerors
Proposal Submission, Pre-Proposal Site Visit and Questions and Answer Requirements:
a. Factor 1 - Technical Approach:
Submittal Requirement: The offeror shall submit a Plan of Approach (use diagrams, tables, etc., when appropriate) describing the Offeror’s approach to accomplishing the requirements of the solicitation. The technical approach shall include a clear approach to completing aspect of work, means/methods of accomplishing tasks to be performed, material data/information specific to replacement item(s), details specific to support the offeror’s proposed schedules, quality control and safety process(es), Communications diagram, and a complete listing of anticipated subcontractors by discipline.
(a) The plan of approach shall not exceed 20 single-sided pages (8.5” x
11”) in length using no smaller than 11-point font. *Please note, material data / information cut sheets do not count toward the 3-page limit.
(b) The plan of approach shall also include the offeror’s approach to quality control and safety.
One topic that while is not the entire plan is important to include in the safety plan should address how information will be communicated to all contractors and subcontractors on site, as well as a method to account for all personnel on site and contingency for personnel working in areas of the site with poor cell phone coverage. The intent of the communications plan is to ensure appropriate actions are taken in the event of emergency situation, such as weather related events, wildfires, or other shelter-in-place or evacuations type situation may arise.
(c) Technical approach narrative could address:
• Project execution and phasing strategy
• Systems integration and commissioning
• Site Specific Safety
• Deliverables and schedule management

b. Factor 2 – Schedule:
Submittal Requirements: The Offeror shall submit a proposed period of performance and corresponding schedule for all definable features of work to perform the preventative maintenance for portions of the statement of work. See attached statement of work document for additional details. The Offeror shall complete and submit the following:
(a) A project schedule in Gantt chart format, sufficiently detailed to show all the definable features of work, sequence of events pertinent to the attached work statement. The schedule should illustrate the Offeror’s capability and understanding of completing the work requirement for all performance periods. Note that ALL material lead time and shut down coordination shall be included in the period of performance and corresponding schedule. Schedule is not required to be cost loaded.
(b) For the purpose of building the schedule please make use of the estimated date of October 1, 2026.
c. Factor 3 – Past Performance The past performance evaluation will assess the relative risks associated with an Offeror’s likelihood of success in fulfilling the solicitation’s requirements as indicated by the Offeror’s record of past performance. In this context, “offeror” refers to the prime contractor. Present and past performance shall be evaluated as a measure of the Government’s confidence in the Offeror’s ability to successfully perform based on previous and current contract efforts.
The Offeror shall submit a complete Past Performance Questionnaire (PPQ) for a minimum of one (1) and up to three (3) recent and relevant projects.
d. Factor 4 - Price:
Submittal Requirements: The Offeror shall submit a complete price proposal. Price proposals shall include the information identified below:
(a) Offer shall complete and submit Pages 1 through 4 of the
Solicitation, Standard Form (SF) 1442. Complete Blocks 14, 15, 17, 18, 19, and 20A through 20C of the SF 1442. An official having the authority to contractually bind the Offeror's company must sign the
SF 1442.
(b) Return a completed, Representations and Certifications included in the solicitation.
(c) Complete and submit Price Proposal identifying lump sum price provided on Page 4 of the Solicitation.
(d) In addition to the lump sum pricing, a detailed cost breakdown for
CLINs 0001 is required. Details should be sufficient to identify each offeror’s major disciplines of work, labor, materials, bonding/insurance, profit, overhead, and include the relevant divisions listed in Section X, Submittals, of the statement of work. Profit and overhead details must be listed separately.

1. The Government shall not be liable for any costs incurred by the offeror attending the site visit or submitting a proposal in response to this solicitation.
2. In the event there are any inconsistencies between the base contract requirements and the Task Order SOW(s), the contractor shall bring these to the attention of the contracting officer not later than the site visit.
3. List of individuals attending the site visit is due to the POC listed in Block 9 of the SF 1442 no later than 10:30 AM (MT) / July 21, 2026. Submitted names shall be first, middle, and last name.
The site visit is scheduled for 10:30 AM (MT) / July 22, 2026. Meet at the entrance of building number 3.
