NIST Requirement Document Title: Automatic Compression Testing Machine
I. Background
The National Institute of Standards and Technology (NIST) Engineering Laboratory (EL) Materials and Structural Systems Division (MSSD) studies the durability and service life of infrastructure materials (polymer, concrete, engineered composites) for resilience infrastructure applications. One of the key research focuses is to evaluate mechanical properties of these materials either as a qualification of achieved strengths or the degradation of properties due to some external influence. As such, the Additive Manufacturing with Cement-based Materials project seeks to further develop the measurement science tools and scientific knowledge base for performance-based standards for reinforced 3-D printed concrete structures
As part of MSSD, the Infrastructure Materials Group (IMG) currently owns a seven-axis robot mortar printer (RMP) outfitted with a new 2K print head (2 or more components), located in the Additive Construction Laboratory (ACL), of which is used to construct medium and large-scale specimens which is tested in the newly equipped Structures Laboratory as well as small extracted sections of those specimens. As the project has developed alongside the rapidly improving industry, adaptation to multitude of systems being implemented into this field so that elements manufactured in the laboratory are representative of those being used throughout the industry during the standards and testing criteria are developed.
Purpose: The purpose of this acquisition is to procure an Automatic Compression Testing Machine that can integrate into existing NIST systems while permitting expanded testing capabilities at an increased rate and accuracy.

VIII. Quote Evaluation
I. General
An award shall be made to the offeror whose quotation is deemed technically acceptable and at the lowest priced. The Government will evaluate quotations based on the following evaluation criteria:
Factor 1 - Technical, and Factor 2 - Price.
The Government intends to award a firm fixed price purchase order to the responsible quoter submitting the lowest-priced quotation that is determined to be technically acceptable. Technical acceptability will be evaluated on an acceptable/unacceptable basis. Quotations determined to be technically acceptable will not be ranked or receive additional consideration for exceeding the Government's minimum requirements. Price will become the determining factor for award among all technically acceptable quotations
Upon receipt of Quotations, the Contracting Officer will review them to determine if each Quoter followed all of the Quotation preparation/submission instructions in this solicitation. A Quotation that did not follow the Quotation submission instructions to an extent that the Government cannot properly evaluate the Quotation in accordance with the stated evaluation factors may be deemed unacceptable and may not be further evaluated.
Factor 1 – Technical (Pass/Fail)
Quotations will be evaluated to determine whether the quoter has demonstrated the ability to meet all requirements of the NIST Requirements and as detailed under Section VI. Quote Format and Content.
Factor 2 – Price
The Government will evaluate the total evaluated price for completeness, reasonableness, and mathematical accuracy.
PAGE 13 OF 24 1333ND26QNB730542
The Government may determine that a price is unreasonable if it is materially unbalanced or does not reflect a clear understanding of the solicitation requirements.

NIST LOCAL-53 Contract Performance During Changes in NIST Operating Status
All contractors performing work on active contracts at the U.S. Department of Commerce(DOC), National Institute of Standards and Technology (NIST) campuses and/or working in NIST workspaces should go to the www.nist.gov website and under the "About NIST" tab click on "Visit". This site includes information about campus access and security information; identification requirements; parking information and more.
Contractor personnel are required to check the appropriate campus operating status and personnel requirements at https://www.nist.gov/campus-status daily prior to arriving on site. All personnel must adhere to the requirements set forth in the operating status.
PAGE 22 OF 24 1333ND26QNB730542
Unless otherwise stated in the contract terms and conditions, normal days of business operation are Monday through Friday, excluding Federal Holidays. However, throughout the contract period of performance, there may be circumstances beyond the control of NIST that will impact normal days of business operation such as inclement weather, power outages, etc. In circumstances such as these, the Contractor must call the appropriate NIST campus status line to verify the operating status:
Gaithersburg Campus Operating Status Line:
(301) 975-8000
(800) 437-4385 x8000 (toll free)
Boulder Campus Operating Status Line:
(303) 497-4000
(303) 497-3000 option 2
In the event of a lapse in appropriation, access to Government facilities and resources, including equipment and systems will be limited to excepted personnel for both Federal employees and contractor personnel. If performance of the contract is onsite and/or requires Government interaction, unless the contractor has been, or is notified that it is required to work under an excepted status, the contractor must stop work. The work stoppage shall remain in effect until the lapse is resolved and notification is provided via the NIST website at www.nist.gov (banner on front page) and/or the NIST operating status line(s). Additionally, contractors are encouraged to monitor public broadcasts or the Office of Personnel Management's website at www.opm.gov for the Federal Government operating status.
NIST will provide notification to all contractors that are determined to have excepted status. All excepted contractors are required to continue performance and communicate with the appointed Contracting Officer's Representative (COR) for further guidance, or NIST Contracting Officer if a COR is not appointed.
Contractors with active supply or service contracts that are fully funded at the time of contract award and do not require access to Government facilities, resources, or active administration by Government personnel in a manner that would not cause the Government to incur additional obligations during the lapse in appropriation may continue performance.
Please note that in all circumstances that impact operations on the NIST campuses, contractors are expected to follow all direction and guidance provided by NIST authorities.
