About this file
This is an Amendment to a federal solicitation that provides responses to three inquiries submitted by interested parties regarding procurement clarifications.
Procurement Type and Competition: The amendment clarifies that the acquisition will be solicited as unrestricted using full and open competition, resolving a discrepancy where SF1449 Block 10 had indicated a 100% Small Business Set-Aside. Battery Configuration: The government confirmed that a standard dual-battery configuration meets the minimum battery-power requirement. Rough Terrain Requirements and Testing: The government provided detailed clarification on the rough terrain capability requirement in Section III.C of the solicitation. Rough terrain is defined as passable terrain that is not a flat continuous surface and includes asymmetric slopes, steps, and terrain of varying heights. The government will evaluate rough terrain capability through acceptance testing using two specific ASTM standards: E2804-11(2020) Standard Test Method for Evaluating Emergency Response Robot Capabilities (Stairs/Landings) and ASTM E2827/E2827M-20 Standard Test Method for Evaluating Response Robot Mobility Using Crossing Pitch/Roll Ramp Terrains. "Asymmetrical gait" is defined as the ability to walk over terrain where consecutive footfalls may occur on non-symmetric slopes, steps, or terrain of varying heights.

Amendment 0001
The purpose of this amendment is to:
1. Provide responses to inquiries posed by interested parties.
Question 1: SF1449 Block 10 indicates this acquisition is a 100% Small Business Set-Aside however, Page 5 Addendum / SAM.gov states the acquisition is being solicited as unrestricted using full and open competition. Please confirm whether this procurement is 100% Small Business Set-Aside or Unrestricted?
Response 1: The government intends to solicit this requirement unrestricted.
Question 2: Please confirm that a standard dual-battery configuration would be considered compliant with the minimum battery-power requirement?
Response 2: Confirmed
Question 3: Section III.C of the solicitation states:
“Rough Terrain: Capable of identifying areas of rough or uneven terrain, planning a pathway over it, and achieving this with an asymmetrical gait.”
Could you please provide some additional clarification regarding what the Government considers “rough or uneven terrain” for purposes of this solicitation? In particular, it would be helpful to understand the types of terrain or conditions envisioned, such as slopes, steps, loose surfaces, obstacles, or variations in ground height, as well as any expected dimensions or performance thresholds. Also, please clarify on what is meant by “asymmetrical gait” in this context, and whether the rough-terrain capability is expected to be evaluated through any specific demonstration or acceptance test.
Response 3: The government considers rough terrain to be passable terrain that is not a flat continuous surface. This includes, at minimum, asymmetric slopes, steps, and terrain of varying heights. Acceptance testing for slopes and stairs may be performed via the test methods described in the following standards:
• E2804-11(2020) Standard Test Method for Evaluating Emergency Response Robot Capabilities: Mobility: Confined Area Obstacles: Stairs/Landings
• ASTM E2827/E2827M-20 Standard Test Method for Evaluating Response Robot Mobility Using Crossing Pitch/Roll Ramp Terrains
To clarify, we refer to “asymmetrical gait” as the ability to walk over terrain in which consecutive footfalls may be on non-symmetric slopes, steps, or terrain of varying heights.
