About this file
This is a Request for Quotation (RFQ) for Municipal Solid Waste (MSW) and Recycling Collection and Disposal Services at the National Institute of Standards and Technology (NIST) Boulder campus located at 325 Broadway, Boulder, Colorado. The solicitation is designated as EDWOSB (Economically Disadvantaged Women-Owned Small Business) eligible and is a commercial items acquisition. The base contract period runs from July 1, 2026 through June 30, 2027, with four one-year option periods extending through December 31, 2031. The quotation due date is June 4, 2026 at 10:00 AM Mountain Time, with a scheduled site visit on May 19, 2026 at 9:00 AM MST at the Visitor Center.
The contractor must provide regularly scheduled trash and recycling container collection and disposal services, including specific container sizes (3, 6, 8, 20, and 30 cubic yards) with both standard and bear-proof options. Collections are to occur during a two-hour window from 6:30 to 8:30 AM, Tuesday through Saturday, excluding federal holidays, entering the site via the Broadway Gate. The contractor shall furnish containers, establish collection routes and schedules, transport materials to permitted off-site disposal facilities, and maintain containers in good working condition. Additional services include handling unauthorized materials, container relocations, inclement weather collections, and on-demand services priced separately. The contractor must submit detailed quarterly reports documenting total weights of waste and recyclables by category, all requested services performed, and unauthorized material notifications. Contracting Officer Julie Morris (julie.morris@nist.gov, 303-497-6504) handles inquiries; questions must be received by May 22, 2026 at 10:00 AM MDT. Offerors must provide technical capability narratives, relevant past performance references from work within the last three years, and pricing for each contract line item number, with past performance and technical capability weighted equally and more important than price.

DOC Agencies serviced by OFPM include, but may not be limited to, the National Oceanic and Atmospheric Administration (NOAA), the National Telecommunications and Information Administration (NTIA) and National Institute of Standards and Technology (NIST).
II. PURPOSE
The OFPM requires a contractor to provide regularly scheduled trash and recycling collection and disposal to the DOC, NIST facilities located in Boulder, Colorado to maintain a consistent level of cleanliness, safety and sanitary working conditions.
PLACE OF PERFORMANCE
Work will be performed at the NIST Boulder campus located at 325 Broadway, Boulder, CO 80305. With specific locations for containers provided in attachment A.
Regular Business Hours Regular business hours are Monday through Friday, 6:30 AM to 5:00 PM Mountain Time, excluding Federal holidays and NIST closures. PERIOD OF PERFORMANCE
The period of performance consists of a base period from 1 July 2026 to 30 June 2027 plus four one-year option periods.
III. SPECIFIC REQUIREMENTS
1.1 COLLECTION REQUIREMENTS.
The Contractor shall establish initial vehicle routes, bin sizes and locations, and collection schedules for both trash and recyclables upon contract award. At a minimum, provide a map with routes, collection locations and bin sizes clearly annotated, with collection dates provided separately or on the map. They are to be submitted to the Contracting Officer (CO) 14 calendar days prior to start of contract performance. The Contractor may propose adjustments to the route or locations or schedule at any time to the Contracting Officer’s Representative (COR) or CO for coordination and approval.
Adjustments must be justified by actual container fill data collected over a 30-day period minimum. Historical pickup frequency is in Attachment 02b, for each location and bin.

PAGE 11 OF 132 1333ND26QNB190200
The Contractor shall furnish a sufficient number and size of trash collection containers to meet trash collection requirements for the site. The Contractor may propose adjustments to the locations, container sizes or collection schedule to ensure that all site trash is collected and disposed of, while avoiding dumpster/bin overflow and utilizing the minimum amount of required pickups and trash containers. No trash compacting shall be conducted within 200 yards of any residential structure. The Contractor shall transport and dispose of all trash at a permitted off-site disposal site. The Contractor is responsible for disposal being in accordance with existing local, state and federal regulations. The Contractor shall be responsible for any permit or fees associated with the use of off-site disposal facilities.
1.1.1.1 Unauthorized Materials in Trash Containers.
If there is a noticeable amount of recyclables or other known unauthorized material (hazardous waste, tires, batteries, etc.) in a trash container, the Contractor shall not empty it. The Contractor shall immediately notify the COR verbally, giving the location, building number, the potentially recyclable commodity (cardboard, metal, etc.) found, or the description of the unauthorized material. Photographic evidence may also be provided electronically. The COR will contact the facility manager or responsible party and have the materials removed and properly dispositioned. The Contractor, at their discretion, may remove recyclables and dispose of them properly but shall not remove possible hazardous waste from containers. Depending on collection schedule, the contractor may be required to return to the container the same day at no additional cost or if capacity of the container allows, collection can be performed on the next scheduled day. 52.212-2 Evaluation—Commercial Products and Commercial Services.
(DEVIATION January 2026)
(a) Evaluation factors. The Government will award a purchase order resulting from this solicitation to the responsible quoter whose quotation conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors will be used to evaluate offers:
Demonstrated technical capability of the quoter to meet the agency’s needs outlined in the statement of work (SOW). Evaluation of this factor is a subjective evaluation of the Quoter’s understanding of the contract requirements and demonstrated ability to meet the SOW tasks based on its proposed technical capability.
Past performance information, which may be based upon wide variety of sources. The
Government will evaluate the Quoter’s and, if appropriate, its proposed subcontractors’ past performance information to determine its relevance to the current requirements and the extent to which it demonstrates that the quoter has successfully completed relevant contracts in the past three years. In assessing the quoter’s past performance, NIST will evaluate the quality, timeliness and ability to control cost and schedule of past work to determine the quality of service, and the extent to which the quoter has successfully performed work of a similar type, magnitude and complexity.
NIST’s evaluation of the quoter’s past performance will include a subjective assessment of: The quoter’s past performance will be evaluated to determine the nature and s, inspection, testing, maintenance, repair and impairment coordinator services in comparable facilities.
Quoters lacking relevant past performance history will not be evaluated favorably or unfavorably in past performance and will receive an Unknown/Neutral rating.
Price
Price submittals will be subjectively evaluated to determine the reasonableness of the quotations for overall price and individual CLIN pricing. The Government will not conduct price realism analysis as part of its price evaluation. The Government will evaluate the quotation using price analysis techniques to determine fairness and reasonableness in relation to the SOW requirements. One or more of the following techniques will be used to ensure a fair and reasonable price:
o Comparison of quoted competitive prices received in response to the
Solicitation.
o Comparison of quoted prices with the IGE.
o Comparison of quoted prices with available historical information.
The non-price factors are equal in importance. When combined, the non-price factors are more important than price.
PAGE 20 OF 132 1333ND26QNB190200
(b) Options. The Government will evaluate offers for award purposes by adding the total price for all options to the total price for the basic requirement. The Government may determine that an offer is unacceptable if the option prices are significantly unbalanced. The evaluation of options does not obligate the Government to exercise the option(s).
(c) Notice of award. A written notice of award or acceptance of an offer furnished to the successful Offeror within the time for acceptance specified in the offer, shall result in a binding contract without further action by either party. Before the offer’s specified expiration time, the Government may accept an offer (or part of an offer), whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award.
