About this file
This is a Requirements Document for the acquisition of a 500-kip automatic compression testing system by the National Institute of Standards and Technology (NIST), Materials and Structural Systems Division. NIST seeks to procure one (1) new 500-kip automatic compression testing machine with fully integrated laser extensometer for concrete materials testing, including compression, flexural, tensile splitting, and modulus of elasticity/Poisson's ratio testing in accordance with ASTM standards. The compression testing machine must feature a VFD control system compatible with standard 115 VAC 15A/20A circuits, include platen fixtures for various specimen sizes (2"x2" cubes through 6"x12" cylinders), have platen hardness of 60 HRC, and meet strict dimensional constraints (width ≤36", depth ≤24", height ≤72", weight <1,750 lbs). The machine requires a minimum 2" piston stroke with displacement control capability, minimum 18" vertical opening and 12" horizontal opening, and a minimum 10"x14" lower platen dimension, with a 12-month warranty from installation.
The laser extensometer must be a non-contact, high-speed laser-based optical system with a 350 mm field of view, minimum 350 mm displacement range, ASTM E83 Class B-1 and ISO 9513 Class 0.5 accuracy compliance, 0.5 micron resolution, approximately 400 mm working distance, and full integration with the compression frame's data acquisition system for synchronized data logging. Delivery, installation, and training must occur within 4 months after receipt of order (ARO) at NIST's Gaithersburg, Maryland facility, with F.O.B. Destination shipping terms (contractor responsible for all shipping costs). The contractor must provide minimum half-day on-site training for up to 6 NIST personnel covering equipment operation, software interface, and maintenance, available Monday-Friday 8:00 AM to 5:00 PM. Payment is 100% upon installation acceptance and successful demonstration that equipment meets all technical specifications, with Net 30-day payment terms following a properly submitted invoice. The Government reserves the right to conduct performance testing and quality assurance verification within 10 working days of equipment receipt, with the contractor responsible for any latent defects discovered after final inspection on a prorated liability basis.

REQUIREMENTS DOCUMENT
Acquisition of a 500-kip Compression Testing Frame
I. BACKGROUND INFORMATION
The Materials and Structural Systems Division (MSSD), part of the Engineering Laboratory at the National Institute of Standards and Technology, serves as the world-class resource for developing and promoting the use of science-based tools – measurements, data, models, protocols, and reference standards – to enhance both the global competitiveness of U.S. industry through innovations in building materials and construction technology; and the safety, security, and sustainability of the nation's buildings and physical infrastructure.
II. PURPOSE/OBJECTIVE
The objective of this acquisition is to procure a 500-kip automatic compression testing machine and relevant accessories for concrete materials testing, including Compression, Flexural, Tensile Splitting, and Modulus of Elasticity/Poisson’s Ratio (MOE/PR) testing in accordance with ASTM standards. This requirement also includes the procurement of a laser extensometer, which must be fully integrated with the system’s data logger. Integration must ensure that frame load, displacement, and extensometer strain data are captured at identical sampling intervals and recorded against a common timestamp within a single, synchronized data file for specialized research applications.
III. SCOPE OF WORK
The Contractor shall furnish and deliver a quantity of one (1) 500-kip automatic compression testing machine and one (1) laser extensometer capable of performing concrete materials testing and fully integrated with the machine’s data acquisition system, respectively, as specified in the Specific Requirements section.
Additionally, the Contractor shall provide a minimum of one half-day of on-site training for NIST personnel, covering the safe operation, software interface, and routine maintenance of the equipment.
IV. SPECIFIC REQUIREMENTS
The contractor shall provide a system that meets all technical specifications identified below. All items must be new. Used or remanufactured equipment will not be considered for award. Experimental, prototype, or custom items will not be considered. The use of “gray market” components are not authorized for sale in the U.S. by the Contractor is not acceptable. All line items shall be shipped in the original manufacturer’s packaging and include all original documentation and software, when applicable.
