About this file
This document is a Questions and Answers (Q&A) file for Request for Quotation (RFQ) 1333ND25QNB730165, related to a 3D scanning system procurement by the National Institute of Standards and Technology (NIST). The Q&A provides critical technical details about the scanning requirements, including the need for a blue light technology system capable of scanning firebrands with irregular shapes in various colors (mostly black, with potential gray and white ash variations). The document clarifies that vendors will scan 10-30 parts simultaneously, focusing on capturing volume measurements.
Key technical specifications include a requirement for blue light scanning technology, specifically to enhance scanning of black/dark surfaces and maintain continuity with previous work. Demonstration units are considered technically acceptable, and the scanning system must handle diverse, irregular-shaped firebrands. The solicitation emphasizes that internal resolution is not necessary, and vendors should avoid adding unnecessary data handling complexity to the processing phase. Potential vendors are advised that responses are due by June 16, 2025, at 12:00 PM Eastern Time, with submissions to be sent to marvin.jean@nist.gov.

Question and Answers
Question: Vendor 1 is requesting confirmation on whether a demonstration unit would be considered technically acceptable.
Answer: Demonstration units would be considered technically acceptable.
Question: Vendor 2 sales representative claims to have a 3D Scanner that may achieve what the RFQ is looking for, however it doesn’t use Blue Light System. The stated purpose for blue light source mentions enhancing scanning for black/dark surfaces, and the proposed system has no constraints for black or dark surfaces. Therefore they believe this meets the requirement without being specifically blue light.
Answer: We need to stay with a blue light technology for the reason mentioned in the solicitation, but also to stay consistent/ensure continuity with our previous work that was performed with a blue light system. The intended application does not require internal resolution of the scanned objects, which is likely to add unnecessary data handling to our processing phase.
Question: What are the parts to be scanned? Flat, cylindrical, square, all of the above?
Answer: Firebrands, all possible irregular shapes.
Question: What are the speed requirements? 10-30 at a time for all different shapes and sizes?
Answer: Correct
Question: What are we scanning for? Barcode, Volume, etc?
Answer: Volumes
Question: What are all of the colors of the parts?
Answer: Mostly black, possible color include gray and white (ash).
