NIST Requirements Document Microwave phase noise analyzer

I. Background/Purpose:

The Photonics and Optomechanics Group develops cutting-edge nanophotonic and optomechanical devices for metrology, microscopy, and sensing. As part of our research exploring precision timekeeping and navigation with nanophotonics, including nonlinear light sources such as frequency combs, we require an electronic instrument that measures the phase noise and frequency stability of microwave signals. We will use this phase noise analyzer (PNA) to characterize nanophotonic light sources, through microwave beats with stable reference lasers and direct analysis of optical pulse train repetition rates.

II. Minimum Requirements

The PNA shall meet or exceed the technical specifications listed below. All items must be new. Used or remanufactured equipment will not be considered for award. Experimental, prototype, or custom items will not be considered. The use of “gray market” components not authorized for sale in the U.S. by the proposer is not acceptable. All line items shall be shipped in the original manufacturer’s packaging and include all original documentation and software, when applicable.

Line Item 0001: Phase Noise Analyzer Description: Phase Noise Analyzer Quantity: One (1) The PNA must meet or exceed the following specifications/capabilities:

1. Accepts input signals from 1 MHz to at least 100 MHz (1 GHz preferred)

2. Accepts input signal power levels down to -5 dBm

3. Measure phase noise up to at least 1 MHz offset frequency

4. Measure phase noise down to at least 1 Hz offset frequency

5. Perform long-term measurements of frequency stability as determined by the following Allan deviation floors:

a. < 1E-14 @ 1s

b. < 1E-15 @ 100s

c. < 5E-16 @ 1000s

6. Perform phase noise analysis with the following measurement floors (100 MHz carrier):

a. <-110 dBc/Hz @ 1 Hz offset

b. <-140 dBc/Hz @ 100 Hz offset

c. <-170 dBc/Hz @ 100 kHz offset

7. Include software to record data and plot graphs for measurements described above

8. Include software to calculate modified Allan deviation, Hadamard deviation, time deviation, time interval error, and timing jitter.

9. Include at least two input signal channels to enable correlation measurements

10. Instrument volume no more than 0.01 cubic meters III. Deliverables

Standards of Acceptance: The NIST TPOC or COR shall review each deliverable and respond with an acceptance or request for revision email to the Contractor Point of Contact (POC) within twenty (20) days of receipt of deliverable. This section applies to deliverables which must be reviewed and approved for acceptances (draft plans, drawings, etc.)

V. PLACE OF PERFORMANCE

All deliverables shall be delivered to NIST in Gaithersburg, Maryland in accordance with Section VIII. Delivery Terms.

VI. PERIOD OF PERFORMANCE/LEAD TIME

Delivery shall be within 150 Days after receipt of award (ARO).

VII. Delivery Delivery shall be FOB DESTINATION and shall occur not later than (NLT) 150 Days ARO.

FOB Destination means: The contractor shall pack and mark the shipment in conformance with carrier requirements, deliver the shipment in good order and condition to the point of delivery specified in the purchase order, be responsible for any loss of and/or damage to the goods occurring before receipt and acceptance of the shipment by the consignee at the delivery point specified in the purchase order; and pay all charges to the specified point of delivery. The contractor shall deliver all Line Items to:

VIII. Inspection and Acceptance In addition to the inspection and acceptance terms articulated in 52.212-4, the Government reserves the right to perform such performance tests and evaluations as defined below to verify specified system performance. Such tests and evaluations, if performed, shall be conducted within the environment that the system is to be operated. The Contractor has the right to be present during the tests and evaluations, if performed, at the Contractor’s expense.

The PNA will be tested by measuring the phase noise and frequency of calibrated microwave sources. We will perform a basic noise floor measurement by splitting a reference signal to be input to the reference and DUT ports of the PNA. Measurements will be compared against calibrated or datasheet records.

The Government will test, inspect, and accept the equipment onsite within five (5) business days of the receipt of the PNA. A visual inspection will be performed by the NIST TPOC to identify surface defects or any indication that the PNA was damaged during transport to NIST. The Government shall have sole discretion to require repair or replacement of damaged and/or nonconforming supplies at no cost to the Government. The Government at any time prior to acceptance shall reject the PNA due to defects and/or nonconformance.

IX. Warranty The contractor shall warrant the entire system for a period of a minimum of 1 year after receipt of the equipment and shall be in accordance with terms in FAR 52.212-4

X. Payment Schedule The Contractor shall be paid, in accordance with Net 30-day payment terms, upon receipt and acceptance of a proper invoice, in accordance with the following schedule:

1. 100% after installation and acceptance by the TPOC of fully installed system.

NOTE: Partial shipments/installation and partial invoices will not be accepted, unless otherwise requested and accepted by the Contracting Officer prior to award offer.
