About this file

This Request for Quote (RFQ) No. 1333ND25QNB640337 solicits a UV-Vis Spectrometer with In Situ Catalysis Equipment for the National Institute of Standards and Technology (NIST). The primary contract line item (CLIN 0001) requires a double-beam spectrometer with specific technical specifications, including multiple lamp sources covering 185-1800 nm wavelength, PMT and InGaAs detectors, precise wavelength accuracy, and a diffuse reflectance accessory. The equipment must include a reaction chamber capable of operating up to 800°C and supporting various pressures, along with a desktop PC running Windows 11 for control and data analysis.

CLIN 0002 covers installation and on-site training for the equipment, with the contractor required to schedule training within 30 days after NIST acceptance of the spectrometer. General requirements specify that all instrumentation must operate on USA voltage standards, function between 10-35°C, and weigh less than 100 kg. The solicitation emphasizes detailed technical requirements for a sophisticated scientific instrument designed for advanced spectroscopic and catalysis research, with precise performance metrics for wavelength range, accuracy, detection, and operational capabilities.

RFQ NO. 1333ND25QNB640337 MINIMUM SPECIFICATIONS

Contract Line Item Number (CLIN) 0001 shall meet the following minimum requirements:

1. UV-Vis Spectrometer:

a. Shall have multiple lamp sources (such as a halogen lamp and deuterium lamp) covering a wavelength range of at least 185 nm to 1800 nm.

b. Shall be a double-beam instrument, double monochromator system.

c. Shall have a PMT and a InGaAs detector.

d. Shall have a resolution of 0.1 nm or better.

e. Shall have a wavelength accuracy of at least 0.2 nm at UV-Vis and at least 0.8 nm in the near-IR (NIR).

f. Shall have a wavelength reproducibility of at least 0.08 nm in the UV-Vis and

0.32 nm in the NIR.

g. Shall have a photometric range of at least 6 Abs.

h. Shall achieve stray light rejection of at least 0.0001 % in the UV.

i. Shall be designed to facilitate N2 purging around the sample compartment and optics.

j. Shall have a sample compartment facilitating transmission measurements, including of standard 10 mm quartz cuvettes.

k. Shall have a tunable spectral bandwidth ranging from at least 0.5 nm to 5 nm.

l. Shall have two gratings, one with at least 1200 lines/mm blazed for the UV-Vis and one with at 300 lines/mm blazed for the NIR.

m. Shall have a sample compartment for front access.

n. The spectrometer’s manufacturer must also support a product line of accessories enabling other common configurations, including, integrating spheres for diffuse reflectance measurements, variable angle reflectance and transmission measurements, and polarizers.

2. In Situ Catalysis Equipment

a. Shall include a diffuse reflectance accessory. This accessory shall couple directly to the spectrometer via an entrance and exit port on opposite sides.

b. The diffuse reflectance accessory shall use mirrors appropriate for the UV-Vis to redirect the beam so that it can measure the powder sample from above.

c. The diffuse reflectance accessory shall also use a mirror configuration that permits efficient collection of the diffusely reflected signal (collection up to at least 15 %) of signal. These mirrors shall also be in a geometry that facilitates rejection of the specularly reflected beam.

d. The diffuse reflectance accessory shall be housed in its own container with a port for purging.

e. Shall also include an accessory with appropriate mirrors for aligning the incoming beam with the powder samples and the diffuse reflectance accessory shall be capable of fine height adjustments to facilitate this alignment. Shall also include two sampling cups for powder samples of approximately 0.25 mL and 0.03 mL.

f. Shall include a reaction chamber which can operate up to at least 800 ° C and pressures from 200 µPa to 1 MPa. Furthermore, the reaction chamber shall have a fixed bed reactor in which the catalyst is probed from above. The chamber shall also have gas inlets and outlets to enable reactive environments. The chamber shall also have two windows of materials appropriate for UV-Vis measurements and a third viewing port.

g. The reaction chamber shall be made of a chemically resistant material such as 316 stainless steel and the inlet/outlet ports shall use VCO fittings.

h. The reaction chamber shall include cartridge heaters and a K-type thermocouple for temperature control.

i. Shall include a temperature controller with 24VAC output and an RS-485 port.

3. Desktop PC to control spectrophotometer.

a. Shall include Windows 11 with trusted execution technology.

b. Shall include the necessary software to operate the spectrophotometer.

c. Shall include the necessary software to analyze data collected using the spectrophotometer.

d. Shall include monitor, mouse, and keyboard.

4. General Requirements:

a. Any instrumentation requiring power must operate at a voltage compatible with USA standards.

b. Instrumentation shall be compatible with operation between 10 °C and 35 °C.

c. The instrument shall weigh less than 100 kg.

CLIN 0002 shall meet the following minimum requirements:

Installation and On-Site Training Regarding Operation & Maintenance of CLIN 0001; the Contractor shall schedule, with the TPOC, training to occur within 30 days after NIST acceptance of CLIN 0001
