This is a Request for Quote (RFQ) for two cleanroom bench hoods at the National Institute of Standards and Technology (NIST) in Gaithersburg, Maryland. The solicitation (1333ND25QNB640263) seeks to replace four existing 6-foot clean bench hoods with two new 8-foot units in Buildings 202's Rooms 153 and 157. The new hoods must have a vertical operating height of 47 inches, functional lights, exhaust, and electrical outlets, and must meet ASHRAE 110 requirements. The contract is a firm-fixed-price acquisition with a six-month performance period, set aside for Women-Owned Small Business (WOSB).

Key dates include a site visit on July 8, 2025, at 12:30 PM ET, with offer submissions due by July 22, 2025. The contract requires the contractor to manufacture, deliver, and install the bench hoods, safely disconnect and remove existing units, connect new hoods to existing exhaust ducts, replace ceiling tiles, and provide a final air flow report. Evaluation will be based on price, technical approach, and past performance, with non-price factors being more important than price. The solicitation includes detailed guidelines for site access, security, safety, and historical preservation requirements specific to the NIST Gaithersburg campus.

STATEMENT OF WORK

Cleanroom Bench Hoods, NIST, Gaithersburg, Md.

I. BACKGROUND INFORMATION

The mission of the Office of Reference Material (ORM) at the National Institute of Standards and Technology (NIST) is to provide customers with the means to obtain NIST Standard Reference Materials (SRMs)®. NIST supports accurate and compatible measurements by certifying and providing over 1,100 of the highest quality and metrological value Standard Reference Materials to industry, academia, and government. These materials are used to perform instrument calibrations in units as part of overall quality assurance programs, to verify the accuracy of specific measurements, and to support the development of new measurement methods.

Some of the Reference Materials that ORM sells are in a powder form and need to be bottled inside a clean bench hood that exhausts the dust away from the technicians and into filters and then exhausted to the outside. ORM has 4 clean bench hoods that are over 30 years old, and do not function efficiently. ORM is seeking to replace the four existing clean bench hoods with two larger units.

II. PURPOSE

Currently, ORM has four clean bench hoods located within two lab rooms. Rooms 153 and 157 located in building 202 each contain two 6 feet wide clean bench hoods that are no longer functional. ORM requires that the four clean bench hoods be removed and replaced with two larger clean bench hoods, one in each of the two labs. The two new clean bench hoods must be 8 feet in width and must have a working open space of at least 47 inches.

ORM went through an OFPM review of the proposed removal and replacement of the clean bench hoods. It was determined that OFPM did not need to be involved in the process since it was a like kind replacement. The contractor upon completion of the project will certify the air flow to meet the standards of the clean bench hoods.

Place of Performance Government site. Rooms 153 and 157 located in building 202

Regular Business Hours Regular Business Hours. Monday through Friday, 8:00 am to 5:00 pm Mountain Time.

Period of Performance Six (6) months from award of contract. NEGOTIABLE

III. SPECIFIC REQUIREMENTS

Task 1, Manufacture Bench Hoods The contractor shall: manufacture or contract to a clean bench hood manufacturer and deliver two new bench hoods that meet all of the following specifications

1.1 8-foot-long clean bench hoods that connect to our existing exhaust in building 202

1.2 Functional lights, exhaust, and electrical outlet inside the hood

1.3 Vertical operating height of 47 inches

1.4 Hoods must meet ASHRAE 110 requirements upon completion

PAGE 7 OF 100 1333ND25QNB640263

Task 2, Installation of Bench Hoods The contractor shall: replace the existing clean bench hoods with the new units.

2.1 The Contractor shall safety disconnect the electrical connections to each of the existing four clean bench hoods and remove the hoods from Building 202 and the NIST campus. It is the responsibility of the Contractor to properly dispose of the units.

2.2 The Contractor shall hook the electrical connections to each hood and accurately hook the hoods up to the existing exhaust ducts located in the ceiling of each room.

The contractor is responsible for connecting the new hoods to the existing exhaust ducts that are in each rooms ceiling. This connection must allow for air flow that meets the requirements of the hoods manufacturer.

2.3 The Contractor shall replace the ceiling tile grid and tiles as necessary to keep a clean and sealed ceiling. The contractor will match the existing ceiling tiles with new tiles of the same size and shape.

2.4 The Contractor shall test the new hoods to verify they meet specifications for air flow. The new clean bench hoods will have an air flow spec that meets ASHRAE 110 requirements. A final air flow report will be provided by the contractor. A copy of a similar report is attached.

IV. GENERAL REQUIREMENTS

Inspection & Acceptance In addition to the inspection and acceptance terms articulated in the specific FAR clause that allows the Government reserves the right to perform such performance tests and evaluations as defined below to verify specified system performance. Such tests and evaluations, if performed, shall be conducted within the environment that the system is to be operated. The Contractor has the right to be present during the tests and evaluations, if performed, at the Contractor’s expense.

A visual inspection of the equipment will be performed by the NIST POC to identify surface defects or any form of indication that any equipment was damaged during transport to NIST. The Government shall have sole discretion to require repair or replacement of damaged and/or nonconforming supplies at no cost to the Government. The Government at any time prior to acceptance shall reject the equipment due to defects and/or nonconformance. The vendor is responsible for latent defects discovered any time after final inspection. However, the extent of its liability shall be prorated over the useful life of the equipment.

Ownership of the equipment shall transfer to NIST upon acceptance by the Government.

The Government will test, inspect, and accept or reject the equipment within 10 working days of the receipt of the equipment unless otherwise indicated above. The Government reserves the right to conduct quality assurance testing to confirm that a given instrument(s) meets the manufacturer’s and/or the Government’s performance specifications. It is anticipated that the equipment will meet all manufacturer’s specifications and/or the Government’s performance specifications identified in the most recent operations and maintenance manual for each piece of equipment and/or in this document.

ADDENDUM TO 52.212-2 EVALUATION – COMMERCIAL ITEMS

1. GENERAL

1. The Government anticipates awarding a firm-fixed-price task order to the contractor whose offer is found to be the best value and most advantageous to the Government in terms of price and other factors considered. The Government will evaluate offers based on a comparative analysis of the offers received, considering the factors and requirements outlined in this

RFQ.

2. The Government intends to evaluate the offers and award/issue a contract/task order based on the initial offers received. Therefore, the initial offer should contain the best terms from a technical and price standpoint. The Government reserves the right to conduct discussions if the Contracting Officer later determines them to be necessary. This statement is not to be construed to mean that the Government is obligated to conduct discussions or exchanges.

3. Failure to provide a reasonable and complete offer may reflect a lack of understanding of the requirements and may result in the elimination of further consideration.

4. Offers that merely restate the requirement or state that the requirement will be met without providing a supporting rationale are not sufficient.

5. The Contractor shall submit a firm-fixed-price offer according to the Addendum to 52.212-1 Instructions to Offerors. The factors identified below shall be used to evaluate the offer.

6. This acquisition is being conducted in accordance with FAR Part 12 Acquisition of Commercial Products and Commercial Services. The principles and procedures of FAR Part 15 do not apply. A contractor may be eliminated from consideration without further exchanges if its offer is not among those considered most advantageous to the Government based on the requirements of this solicitation.

7. The award/task order resulting from this solicitation will be awarded to the responsible Offeror whose offer conforms to the solicitation and is determined to be the best value to the Government considering Price (Factor A), Technical Approach (Factor B), and Past Performance (Factor C). The non-priced factors consist of Technical Approach (Factor B), and Past Performance (Factor C). Factor B is more important than Factor C. When non-priced factors (B, and C) are combined they are more important than priced factor (A).

8. By submission of its offer, the contractor is required to meet all solicitation requirements, such as terms and conditions, representations and certifications, and technical requirements, in addition to those identified as evaluation factors. Failure to meet a requirement may result in an offer being ineligible for award. Contractors must clearly identify any exception to the solicitation terms and conditions and provide a complete accompanying rationale. The evaluation process shall proceed as follows:

2. FACTOR A – PRICE:

2.1 Price submittals will be subjectively evaluated to determine the reasonableness of the offer for the overall price and individual CLIN pricing. The Government will not conduct price realism analysis as part of its price evaluation. The Government will evaluate the offer using price analysis techniques to determine fairness and reasonableness in relation to the SOW requirements. One or more of the following techniques will be used to ensure a fair and reasonable price:

2.1.1 Comparison of submitted prices received in response to the solicitation.

2.1.2 Comparison of submitted prices with the IGE.

2.1.3 Comparison of submitted prices with available historical information.

2.1.4 A total contract price or individual CLIN price that is found to be either unreasonably high or low in relation to the proposed work may indicate an inherent lack of understanding of the solicitation requirements and may result in the overall offer being removed from further consideration.

PAGE 17 OF 100 1333ND25QNB640263

2.2 Any inconsistency, whether real or apparent, between submitted performance and price/cost must be clearly explained in the price submission. For example, if unique and innovative approaches are the basis for an apparently unbalanced/inconsistently priced submission, the nature of these approaches and their impact on price must be completely documented.

2.3 An offer whose price is determined to be unbalanced across CLINs (i.e., unreasonably high for one CLIN and unreasonably low for one CLIN) may not be considered for award and may be rejected if the contracting officer determines that the lack of balance poses an unacceptable risk to the Government.

2.4 The Government reserves the right to request any additional price-related information to determine a fair and reasonable price.

3. NON-PRICE / TECHNICAL EVALUATION

3.1 The Government shall evaluate the non-price / technical portion of the offer. This evaluation shall be conducted by comparison of submitted technical details for Factor B. Factor C shall be evaluated by comparison of information available to the CO (provided references, CPARS, FAPIIS, SAM, etc.) Any aspect evaluated that does not meet the requirements of the RFQ may render the entire offer unawardable. Only those offers determined, either initially or because of discussions, as meeting the RFQ requirements will be considered for award. However, contractors are reminded that the Government reserves the right to award this effort based on the initial offers, as received, without discussions.

3.2 The offers shall be evaluated against the following technical factors:

3.2.1 FACTOR (B) - TECHNICAL EXPERIENCE

3.2.1.1 Evaluation of this factor is a subjective evaluation of the Offeror’s understanding of the contract requirements (clauses, provisions, and the SOW) and demonstrated ability to meet contract requirements and SOW tasks based on its proposed technical details.

3.2.1.2 Technical details that do not adequately address how the Offeror proposes to meet the requirements may not be deemed as the best value to the Government. A technical approach, which is primarily a copy-and-paste version of the SOW requirements and performance standards, will not be considered for award.

3.2.1.3 Basis of evaluation: The Government will evaluate the Offeror’s understanding of the solicitation requirements (clauses, provisions, and the SOW) and demonstrated ability to meet contract requirements and performance standards based on its proposed technical approach.

Factor B – Technical Approach will be assessed holistically with a rating scale of "high confidence," "some confidence," and "low confidence," representing the Government’s confidence that the Quoter is technically capable.

Confidence Ratings:

High Confidence

The Government has high confidence that the Quoter understands the requirement, proposes a sound approach, and will be successful in performing with little or no Government intervention.

Some Confidence The Government has some confidence that the Quoter understands the requirement, proposes a sound approach, and will be successful in performing with some Government intervention.

Low Confidence The Government has low confidence that the Quoter understands the requirement, proposes a sound approach or will be successful in performing even with Government intervention.

3.2.2 FACTOR (C) – PAST PERFORMANCE

3.2.2.1 Evaluation of this factor shall be accomplished by the Government, including but not limited to the resources identified in FAR Part 12. The past performance evaluation will assess the relative risks associated with an offeror's likelihood of success in fulfilling the solicitation's requirements as indicated by the offeror's record of past performance. In this context, "offeror" refers to the prime contractor. Present and past performance shall be evaluated as a measure of the Government's confidence in the offeror's ability to successfully perform based on previous and current contract efforts.

PAGE 18 OF 100 1333ND25QNB640263

3.2.2.2 If an offeror has no record of recent or relevant past performance, the Offeror will be rated as “NEUTRAL.” A subfactor rating of “NEUTRAL” will not be evaluated favorably or unfavorably. During comparative evaluation, Offerors who can demonstrate recent and relevant past performance will be evaluated more favorably.

Confidence Rating:

Neutral Offeror has no record of recent or relevant past performance, The Offeror will be rated as “NEUTRAL.”

3.2.2.3 Offerors are reminded that the Government will review any or all a combination of past performance information submitted by the Offeror as required per the solicitation and past performance data available in the Contractor Performance Assessment Reporting System (CPARS) at https://www.cpars.gov/ and in the Federal Awardee Performance and Integrity Information System (FAPIIS) located at http://www.sam.gov. The Government reserves the right to obtain past performance information from any available source besides those specified and may contact customers other than those identified by the Offeror when evaluating past performance. Offerors are reminded that the burden of proving low-performance risk rests upon the Offeror.

3.2.2.4 The Offeror shall provide up to three (3) references which shall be for recent work performed and shall be relevant to the complexity, size, and scope of this solicitation’s requirements (if previous work of this nature has been performed). Each reference shall be limited to three (3) single-sided pages.
