I. BACKGROUND

The National Institute of Standards and Technology (NIST), Material Measurement Laboratory (MML), Applied Chemicals & Materials Division (ACMD) requires American Iron and Steel Institute- Society of Automotive Engineers (AISI-SAE) 4340 steel bars from heats J5803-2, J4906-1, and J4943-3. They will be used to continue research testing to produce high quality Standard Reference Materials (SRMs) that are precisely machined, and heat treated for use as American Society for Testing and Materials (ASTM) Charpy V-notch reference specimens [ASTM E23, “Standard Test Methods for Notched Bar Impact Testing of Metallic Materials”].

II. SPECIFICATIONS

The Contractor shall provide 5/8” (15.9 mm) diameter bars of AISI 4340 steel bars from the following heats: J5803-2 (up to 1,300 lbs.), J4906-1 (up to 400 lbs.), and J4943-3 (up to 600 lbs.). The total amount is up to 2,300 lbs.

The AISI-SAE 4340 steel bars from heats J5803-2, J4906-1, and J4943-3 have been tested, and meet the NIST specifications.

There are no requirements concerning annealing, quenching, tempering, or normalizing as the steel provider will have chosen the heat requirement.

The bar hardness shall not exceed HRB= 100, HV=252, HRC=24, or HB=245, depending on the hardness scale used.

The ingots shall be either hot-rolled to bar or annealed and cold-drawn/cold-finished.

See attached specification sheet for additional information.

Only bars from the listed specified heats are acceptable.

OPTIONAL QUANTITIES

Shall adhere to the minimum specifications identified in Section II

III. DELIVERY

Delivery shall be FOB Destination to NIST, 325 Broadway, 80305-3328 Boulder, Colorado within 60 days from the date of the award. Delivery can be received Mon-Fri from 9am-5pm (MST) except holidays.

The bars shall be packaged in bundles identified with reference to the ingot/billet position from which they were processed. The individual shipped boxes/packages shall weigh less than 2000 lbs.

(900 kg) each (forklift capacity).

IV. ACCEPTANCE CRITERIA

Upon receipt, the bars will be visually inspected, and vendor will be notified within 14 days by the Designated Government official by email of receipt and acceptance.

SPECIFICATIONS SHEET

PAGE 6 OF 28 1333ND25QNB640027

NIST Charpy Program Steel Specifications 4340 steel

The Contractor shall provide AISI-SAE 4340 steel bars from a single heat, in order to minimize compositional and microstructural variations.

The steel shall be produced using either a double-vacuum-melting procedure (vacuum-induction-melt vacuum-arc-remelt, VIM-VAR) or (electric) arc furnace melting, followed by argon-oxygen-decarburization refining to produce electrodes which are vacuum arc re-melted (EAF/ARC-AOD-VAR). Other processes may be considered, provided they are deemed suitable for the aims of the NIST Charpy program.

The steel shall meet the compositional requirements of AISI-SAE alloy 4340 (https://www.azom.com/article.aspx?ArticleID=6772), as well as the stricter requirements of AMS6414 (https://www.sae.org/standards/content/ams6414n/), which describes steel production by a vacuum-melting procedure, and the maximum limits required by NIST for specific elements, if reported (P, S, V, Nb, Ti, Cu, O, N). The overall chemical composition requirements are summarized in Table 1 below.

Table 1 - Chemical composition requirements (mass %) for 4340 steel.

C Cr Mn Mo Ni P Si S Cu V1 Nb1 O1 N1

0.38-0.43 0.70-0.90 0.65-0.80 0.20-0.30 1.65-2.00 ≤ 0.010 0.15-0.35 ≤ 0.04 ≤ 0.35 ≤0.030 ≤0.005 ≤0.0025 ≤0.0025

If the chemical compositions at the top and bottom of the re-melted ingot are available, the differences between the two measurements (in mass percent) shall not exceed 0.030 for C, Si, and Mo; 0.10 for Mn; 0.030 for Cr; 0.050 for Ni; 0.003 for P; and 0.001 for S. Preference will be given to heats where the compositions at the top and bottom of the ingot are available.

The ingots shall be either hot-rolled to bar, or (preferably) annealed and cold-drawn/cold-finished.

The round bars shall be finished to a diameter between 0.625 in. (15.9 mm) and 0.875 in. (22.2 mm), with preference given to lower diameters.

The microstructure shall be uniform through the thickness, with an ASTM grain size No. 7 or finer, determined in accordance with ASTM E112.

The bar hardness shall not exceed HRB = 100, HV = 252, HRC = 24, or HB = 245 (depending on the hardness scale used).

In order to avoid twist and bow, the bars shall be either vertically hung during the heat treatment (vertical heat treatment - preferred method), or machine straightened.

The amount ordered shall be between 1,200 lbs. – 10,000 lbs., with preference given to quantities of 3,500 lbs. and above.

The bars shall be shipped in lengths of no more than 6 feet, and shall be securely packaged in boxes weighing no more than 2,500 lbs. each.

1 If reported.

NIST LOCAL-53 CONTRACT PERFORMANCE DURING CHANGES IN NIST OPERATING STATUS

All contractors performing work on active contracts at the U.S. Department of Commerce(DOC), National Institute of Standards and Technology (NIST) campuses and/or working in NIST workspaces should go to the www.nist.gov website and under the "About NIST" tab click on "Visit". This site includes information about campus access and security information; identification requirements; parking information and more.

Contractor personnel are required to check the appropriate campus operating status and personnel requirements at https://www.nist.gov/campus-status daily prior to arriving on site. All personnel must adhere to the requirements set forth in the operating status.

Unless otherwise stated in the contract terms and conditions, normal days of business operation are Monday through Friday, excluding Federal Holidays. However, throughout the contract period of performance, there may be circumstances beyond the control of NIST that will impact normal days of business operation such as inclement weather, power outages, etc. In circumstances such as these, the Contractor must call the appropriate NIST campus status line to verify the operating status:

Gaithersburg Campus Operating Status Line:

(301) 975-8000

(800) 437-4385 x8000 (toll free)

Boulder Campus Operating Status Line:

(303) 497-4000

(303) 497-3000 option 2

In the event of a lapse in appropriation, access to Government facilities and resources, including equipment and systems will be limited to excepted personnel for both Federal employees and contractor personnel. If performance of the contract is onsite and/or requires Government interaction, unless the contractor has been, or is notified that it is required to work under an excepted status, the contractor must stop work. The work stoppage shall remain in effect until the lapse is resolved and notification is provided via the NIST website at www.nist.gov (banner on front page) and/or the NIST operating status line(s). Additionally, contractors are encouraged to monitor public broadcasts or the Office of Personnel Management's website at www.opm.gov for the Federal Government operating status.

NIST will provide notification to all contractors that are determined to have excepted status.

All excepted contractors are required to continue performance and communicate with the appointed Contracting Officer's Representative (COR) for further guidance, or NIST Contracting Officer if a COR is not appointed.

Contractors with active supply or service contracts that are fully funded at the time of contract award and do not require access to Government facilities, resources, or active administration by Government personnel in a manner that would not cause the Government to incur additional obligations during the lapse in appropriation may continue performance.

Please note that in all circumstances that impact operations on the NIST campuses, contractors are expected to follow all direction and guidance provided by NIST authorities.
