1333ND25QNB610291 Questions and Answers
1. In the file named CSS_1333ND25QNB610291.pdf, on page 3 of 25, the portion of this table on this page showing the CLIN numbers shows CLIN 0002 for the periods 09/22/28-09/21/29 and 09/22/29-09/21/30. Should this be shown as CLIN 0004 and
CLIN 0005?
Yes, that is correct. Those two lines should be CLIN 0004, and CLIN 0005.
2. The file “1d+-+Template+Price+list+for+LLRW+Disposal.docx” (the “cost list”) contains line item 5 which is for “Liquid Waste w/ subsidiary hazard.” In the document named “SOW.pdf” Section III, TASKS, Task 2, “Waste Types and Characteristics,” item 6 states, in part, “Some materials may require special handling and disposal due to their mixed radioactive waste nature.” We have the following questions.
a. Please provide additional information on the specific nature of this waste so we can obtain unit pricing for it.
This contract is an IDIQ contract and being a research facility there is a wide variety of hazards that could be included with the mixed waste.
In past shipments of mixed waste, they have been.
-Container of glass flame sealed ampoules segregated based on their secondary hazard. These hazards in the past have been consistently hydrochloric acid, nitric acid, or basic material (ampoules with either potassium hydroxide or sodium hydroxide). The concentration of these acids and bases have been from
0.1 M to up to 2 M.
- Activated Lithium metal.
-Liquid scintillation fluids containing cocktail solutions that qualify as a hazardous waste.
b. Is the requested pricing in the cost list for liquid scintillation fluids that contain a liquid scintillation fluid that qualifies as a hazardous waste when disposed?
The requested pricing is for liquid scintillation fluid that qualifies as a hazardous waste.
3. The file “1d+-+Template+Price+list+for+LLRW+Disposal.docx” contains line item 7 which is for “Applicable State Taxes and/or Curie Surcharge (List applicable states and amount).” It is not possible to provide a single cost for all applicable taxes as waste shipped into the state of Tennessee is charged a tax on a per pound basis and waste disposal sites charge fees based on the activity (curies) disposed. It is recommended that the table in this file be modified to include a new line to separate taxes assessed on a per pound basis from curies surcharges.
4. In the document titled “SOW.pdf” on page three item 7 reads , “Low-Level Radioactive Sources: Disposal of sources will be discussed between the contractor and the COR to determine the appropriate disposal method.” Providing prices for individual sources depends on the make, model, form (special or normal form), radionuclide(s) present, and activity. We have the following questions.
a. Please provide additional details on the nature of these sources (radionuclide(s), activity, size, make, model).
This contract is an IDIQ contract for the potential future waste so currently I do not have any additional details.
-An example would be the most recent sources that were disposed of where (12) Co-60, solid, normal form sources that had a total activity of 7.55e5 MBq of activity split into (4) separate containers.
b. Are these sealed sources?
c. Are they special or normal form?
d. Is the Contractor to bid on pricing for exempt quantity check sources?
Due to the sources to be disposed are unknow at this time it is not expected for the contractor to bid on exempt quantity check sources.
5. We are asking for an extension of the due date and time for the proposal to 5 pm on September 9, 2025 to allow us time to adjust our proposal based on the responses to these questions and requests for additional information.
6. What are the sizes of the containers, weights or estimated weights for all the containers listed?
This information can be found on tab “Items to be Shipped” of the Mock task order excel file The 90 Cu Ft container is 4’ x 4’ x 6’ container The 55-gal drum are standard 55 gal drums at 7 CuFt each The pallet of lead bricks is a soft sided IP 1 container which is on a 4’ x 4’ pallet and the pile of bricks is ~ 1ft tall.
7. What specifically is the metal and asbestos waste – type of metal, metal parts, scrap, etc. Type of asbestos – understand it’s friable but what exactly is in the drum.
The asbestos waste is asbestos floor tiles along with mastic glue from asbestos tile abatement work. Inside the drum, the tiles are double bagged with some water in the bag to prevent/minimize the asbestos from going airborne in the event the bag should ever rupture.
The metal is basic carbon steel components such as old valves, tools, and piping.
8. The LSC waste – % breakdown of constituents or type/brand of scintillation cocktail.
The LSC waste is a drum full of 20 ml LSC vials. Each of the vials contain 1 ml of sample and 10 ml of Insta gel plus LSC Cocktail solution.
9. The liquid waste that contains HNO3 & HCl – need to know % breakdown of both waste streams if all possible.
For the HNO3 and HCl drums. The drums will contain 20 ml up to 50 ml flame sealed glass ampoules which contain a radionuclide suspended in the acid. The acid will range from .1 M to 2 M of solution. Each drum will be segregated to only contain one type of acid. (e.g. The HCl drum will only contain ampoules will only contain HCl solution with different radionuclides in each of the ampoules) So each drum is 100% of its respective secondary hazardous substance.
1) Please provide attachment 9.1 as per the quote request with individual container weights and volume of each container.
The weights of the containers can be found on the Items Shipped Tab in the mock task order items to be disposed. The volume is ~7 cuft for 55 Gal Drum, and Pallet dimensions are 4’ x 4’ x 1’.
2) Are the resin beads dry, wet, free liquids?
The resin beads may contain small amounts of residual water from draining but effectively dewatered.
3) LSC waste with toluene, are these vials, glass or plastic vials, or are they 55 gallons of liquid LSC w/toluene. Are drums metal or poly drums?
LSC drum would be a metal 55-gal drum containing 20 ml plastic LSC vials containing ~10 ml of solution (10 ml Cocktail, 1 ml sample).
4) DAW 55 gal drums, are this metal, poly, fiber drums?
The 55-gal drums are UN 1A2 drums. Steel open top drums.
5) Liquid waste nitric acid, please supply the strength of nitric and percentage.
The nitric acid has a molarity of 0.1 M to 2 M.
6) If a drum shield is provided, is NIST responsible for placing the drum inside the shield and securing it.
Yes, NIST will be responsible for placing the drum inside the shield and securing it.
7) Will NIST be responsible for loading the truck for shipment, and is a forklift available.
For the mock task order, and normal shipments yes NIST will be responsible for loading the truck and provide a forklift. In past shipments, there have been unique item (large active shield walls) in those cases moving and loading will be requested in the individual task order.
8) One section states shipment within 6 months and another within 90 days of contract awarded. Please clarify.
The 90 days is under the base contract for the issuance of the first task order. The 6 months is the time frame the shipment should occur the issuance of the individual task order.
Note: the 90 days is in error and the first task order under this IDIQ contract should be issued within the first 6 months of the contract.
9) Is the inventory provided, 27 total containers, currently onsite and ready to ship, and will any more be added?
This is a mock task order of a typical shipment for the purposes of bidding an IDIQ contract. The actual inventory of items to be shipped will be issued with the first task order.
10) What is the frequency of shipments, per quarter, per year etc.
It is anticipated that there should be one shipment per year.
11) Are the weights for a whole year or per shipment? If for the year, please provide per shipment weights.
The weights are per shipment. Individual container details (weight, dose rate, contents, nuclide inventory, etc) will be provided as part of the individual task orders.
12) I did not see any mention as to package surveys. Will NIST be performing the package surveys?
For shipping, the contractor will be performing all required surveys.
13) Does NIST have an approved disposal site list.
At this time NIST odes not have an approved disposal site list.
14) States NIST COR reserves the right to refuse the proposed disposal method. Do they have a preference for disposal methods?
Most disposal methods are acceptable to NIST: near-surface disposal, bulk survey for release, incineration, etc. An example in the past where this was used was there were items that qualified for disposal as “Bulk Survey for Release” in TN, however, NIST preferred the item to go to a Near-surface radiological disposal sight.
15) Under Task 2 #6. More specifics needed in terms of mixed radioactive waste nature, liquids/solids, flammable, corrosive, oxidizer etc.
Task 2 #6 – Containers 3 mixed waste drum. 1 – contains LSC cocktail solution (InstaGel). 1 – Contains 20 ml flame sealed ampoules of nuclides suspended in 1M HCl. 1 – Contains 20 ml flame sealed ampoules of nuclides suspended in 1M HNO3.
16) Section V, Delivery. Please clarify as to what the statement other required documentation prior to shipment departure means? What other documentation is required?
This is an IDIQ contract for future unknown material. If any additional documentation would be needed to support shipment, a copy of this documentation should be provided to NIST.
17) Is pricing requested for procurement of containers (90 cuft and 55 gal drums)? What DOT specifications should they meet (UN, IP-1, IP-2, Type A, etc)?
The 90CuFt containers should be IP-1. 55-gal drums should be strong tight steel drums.
18) What are the specifications of the drum shields for shielding hot containers to comply with DOT regulations? Please provide manufacturer/model and thickness information. What is the timing required for NIST NCNR to receive these back after shipment off-site?
This is an IDIQ contract for future waste, so the specifications would be dependent on that waste. If the contractor has access to container for purpose, please provide that information. This cost will not be included in the contract evaluation.
19) Does the Metal Waste on lines 2a and 2b contain any RCRA hazardous constituents or is it universal waste?
This metal waste will not contain any RCRA hazardous constituents.
20) What is the frequency of shipments required? What is the frequency of shipment of wastes > 100 mR/hr?
It is anticipated that there should be one shipment per year. It is anticipated that there will be at least one or two shipments under the life of the contract.
21) Is the Liquid Waste on line 3 non-RCRA hazardous? What are the chemical constituents? Is the waste drum quantities or smaller containers (e.g. lab pack)?
Liquid waste on line 3 is non-hazardous waste. This waste will consist of contaminated water, and or neutralized liquid.
22) Please provide an SDS for the Resin on line 4. Are there any free liquids or moisture/wetness that will become free liquid during transportation?
This is an IDIQ contract for future waste, and NIST uses different types of resin. The SDS for the resin will be provided to the contractor with the individual task order. The resin will be dewater prior to shipment, however there might be slight residual moisture in the resin.
23) Is the Liquid Waste w/ subsidiary hazard on line 5 mixed waste? Describe the subsidiary hazards with chemical constituents and percentages. If the waste drum quantities or smaller containers (e.g. lab pack)?
This is an IDIQ contract for future waste, and NIST uses different types of resin. The SDS for the resin will be provided to the contractor with the individual task order. For the mock task order the waste to be disposed is LSC cocktail containing Instalgel, drum containing 1M HCl solution, and drum containing 1M HNO3 solution. Each of these drums are packed in a lab pack style (smaller containers in the 55-gal drum).
24) Describe the Bulk Reactor Waste on line 6. How is this material packaged?
The items in Bulk reactor waste will be open items placed inside a 90 CuFt container.
25) Is friable asbestos waste double bagged and wetted inside the container?
The asbestos waste would be double bagged and wetted inside the bags.
