About this file

This document is an Amendment of Solicitation/Modification of Contract for a boiler inspection, maintenance, repair, and stack testing project at the National Institute of Standards and Technology (NIST) Gaithersburg Campus. The amendment includes responses to three contractor questions, clarifying technical details about stack inspection, confirming the proposal submission date as August 29, 2025, at 2:00 PM EST, and addressing concerns about the scope of boiler-related services.

The solicitation (Solicitation #1333ND25QNB190437) covers annual boiler inspection and maintenance activities, with the government indicating that contractors must be prepared to perform or subcontract various specialized tasks such as safety valve recertification and stack emissions testing. The amendment emphasizes that the work can be conducted as originally specified, with any tasks beyond a contractor's capabilities requiring coordination with qualified subcontractors, in alignment with the requirements detailed in the original Request for Bid (RFB).

Amendment 002_Solicitation #: 1333ND25QNB190437 Project: BR 193-4 CUP Annual Boiler Inspection, Maintenance, Repair, and Stack Testing at the Gaithersburg Campus

1. Question: On page 12 it references “stack inspection” please clarify that the stack inspection is not reference to an inspection of the stack proper, but in reference to the stack inspection project manager overseeing the stack testing of boilers?

Answer: This portion of the statement of work (SOW) provides the specific requirements the contractor will need to provide or adhere to in relationship to their selection of a qualified boiler emission stack inspector/company and personnel. So yes, it is specifically referencing the stack inspection project manager overseeing the stack testing of boilers. The follow-on points detail how their relationship will work.

2. Question: Please clarify whether the proposal is due 8/25 or 8/29?

Answer: The Government recognized the discrepancy between the SF1449 and Combined Synopsis.

Therefore, for clarity, submissions are due August 29, 2025, at 2:00 PM EST.

3. Question: Boiler Inspectors cannot rebuild or recertify Safety Relief Valves. You must be a National Board "VR" certified shop to do that. The safety valves would have to be disconnected, removed from the boilers, and sent out for recertification. When the recertification has been completed the safety valves would have to be returned to your facility, reinstalled on the boilers, and reconnected to the discharge piping. Boiler Inspectors do not perform Stack Emissions Testing. Boiler "burner" service companies do this type of activity. When you bundle the various maintenance services along with the inspections it makes it difficult to give you a good inspection quote.

Is there any way you can break the contract opportunity into "inspections" and boiler "maintenance" activities?

Answer: The work can be conducted on Requirement the way it has been requested and has been done prior. Any tasks the awarded contractor cannot perform must then be coordinated with hiring a qualified subcontractor. The same applies with stake emission testing and other tasks. Any proposed personnel/subcontractors’ requirements were specifically detailed in the RFB.
