Q&/!ts
Ql: Is this a new requirement, or is there an incumbent currently performing these services? If there is an incumbent, could you provide any relevant details about the current contract?
Al: A company named Sharpnet Corp., a woman-owned small business (WOSB) and a Small
Disadvantaged Business (SDB), located at 12101 Citrus Grove Rd. Gaithersburg, Maryland currently provides operations for the NAIS help-desk, providing training to NAIS users, and developing testing scenarios under another agency contract 1333ND23PNB400266. The tasks under this procurement will supplement the work already being accomplished by Sharpnet under the other contract.
Q2: Could you please provide any additional information regarding the expected budget range for this contract?
A2: The Government will not share a budget range for this requirement, but in question QS, the
Government has provided an estimate of the hours expected for this scope of work. The Government is expecting for an offeror to provide a firm fixed price quote for these services.
Q3: Do we need to submit the resume of the Subject Matter Expert who will be performing this work along with our proposal?
A3: Yes, please submit the resume of the SME proposed for the project with your Technical Proposal.
Q4: Is it required to email the final proposal document to gina.lee@nist.gov?
A4: Yes.
QS: For pricing, should we base our calculations on 1,920 or 2,080 hours per year?
AS: Pricing should be based on roughly 250 hours of service per year as this is supplemental work to work already being performed by Sharpnet Corp. under another agency contract, 1333ND23PNB400266.
Q6: We have team of onshore staff (available to work in the United States) as well as offshore staff
(outside the United States) that can be deployed to work on this project if awarded. Will the agency allow us to utilize our offshore resources for this effort?
A6: Since the NAIS application uses proprietary information including PII, the contractor staff would need to be a US citizen located in the United States and pass appropriate background checks.

Q7: I own a staffing agency and have highly skilled full-stack developers with expertise in HTMLS, JavaScript, Java, and Oracle, but without direct NAIS experience. Would they be considered for the SME role in the recent NAIS support solicitation, given their strong background with similar federal systems?
A7: The Government does not discourage you from providing a proposal, however, the award is based on best value to the Government and as part of Technical Factor 1: Technical Capability, offeror shall describe their understanding of the NIST Associates Information System (NAIS).
