About this file

This document is an Amendment (A004) to a federal solicitation for developing evaluations and benchmarks for assessing chemical and biological capabilities of AI models. The amendment makes several key changes: (1) updates the Primary Point of Contact from Carol Wood to Billy Wong, (2) modifies the Statement of Work's Additional Personnel requirements to emphasize expertise in biological subdisciplines like synthetic biology, virology, bacteriology, and molecular biology, and (3) revises the Management Plan evaluation criteria to require more detailed discussion of expert recruitment processes, affiliations, and demonstrated knowledge in relevant biological domains.

The amendment extends the quotation due date to Tuesday, June 17, 2025, at 3:30 PM Eastern Time. The solicitation is for multiple Basic Ordering Agreements (BOAs) with a base period of one year and four optional one-year extensions. The requirement is for commercial services under NAICS code 541690, with a small business size standard of $19.0 million. The U.S. AI Safety Institute, housed within the National Institute of Standards and Technology (NIST), seeks contractors to support pre-deployment testing, evaluation, validation, and verification of frontier AI models' chemical and biological capabilities and risks.
