STATEMENT OF WORK

Title: X-ray computed tomography reconstruction software

Lab: Engineering laboratory

I. BACKGROUND INFORMATION

NIST CHIPS Metrology R&D program has nondestructive defect detection metrology (NDDM) for the semiconductor advanced packaging project. The NDDM project aims at developing reference defect artifacts and characterizing defective semiconductor samples to help improve X-ray computed tomography (XCT) defect detection metrology and accuracy of detection. This is critical for improving the efficiency and productivity of the semiconductor failure analysis process. The XCT defect artifacts and defective semiconductor samples will be measured at statistically designed acquisition settings and reconstructed using different algorithms. An XCT reconstruction software is acquired to allow the generation of data sets reconstructed with different algorithms.

II. PURPOSE

The XCT reconstruction software allows for the reconstruction of data sets acquired with unconventional scanning trajectories and different reconstruction algorithms in addition to those available from the XCT acquisition system.

III. MINIMUM REQUIREMENTS

A. Technical Specifications

a. Hardware system requirements a.i. The software shall be installed and operable on a Windows 11 system for both the graphical user interface (GUI) and application programming interfaces (APIs).

e.iv. The software shall be able to correct for stochastic non-linear drift (i.e., jitter).

e.v. The software shall be able to correct for motion based on a phantom or marker.

f. Image artifact correction f.i. The software shall have beam hardening correction modules that correct the following artifacts:

f.i.1. Cupping.

f.i.2. Streaks between highly absorbing materials (e.g., metals).

f.i.3. Artifacts around highly absorbing materials (e.g., metals) due to photon starvation.

f.ii. The software shall have a module that corrects for X-ray scattering f.iii. The software shall have a module that corrects for ring artifacts

g. Reconstruction algorithms g.i. The software shall provide a filtered backprojection reconstruction algorithm (e.g., Feldkamp-Davis-Kress (FDK)) for the supported beam types and trajectories.

g.ii. (Higher confidence will be given to the software providing options to change filter types and sizes.)

g.iii. The software shall provide an algebraic or statistical iterative reconstruction algorithm.

g.iv. (Higher confidence will be given to the software that provides both algebraic iterative reconstruction techniques and statistical iterative reconstruction techniques.)

h. User interface h.i. The software shall provide a GUI with documentation.

h.ii. (Higher confidence will be given to the software with GUI that allows users to visually check and adjust parameters from quick reconstruction) h.iii. The software shall provide an API with documentation and examples.

API.)

i. Data import and export i.i. The software shall allow importing radiographs in standard .tif/.tiff or

.raw formats. The software shall allow importing radiographs from various sources (experiment and simulation) prepared in these formats.

i.ii. (Higher confidence will be given to a software allowing direct import of XCT instrument native formats (e.g., .txrm/.xrm of Zeiss and .xtek of Nikon) for data and/or relevant metadata) i.iii. The software shall allow exporting reconstructed data in standard .tif/.tiff or .raw formats.

i.iv. The software shall allow rescaling the reconstructed data intensity to 16 or 8-bit images based on the minimum and maximum attenuation values selected.

j. License management j.i. The software shall provide a USB dongle for the license management. If the USB dongle option is not available, a node-locked license and mechanism shall be provided.

j.ii. A perpetual license shall be offered with the software delivery.

j.iii. The software shall allow operation through Windows Remote

Desktop.

IV. SCHEDULE OF DELIVERABLES

Standards of Acceptance: The NIST POC or COR shall review all the above deliverables and respond with an acceptance or request for revision email to the Contractor Point of Contact (POC) within 7 days of receipt of deliverable. This section applies to deliverables which must be reviewed and approved for acceptances (e.g., draft plans, drawings, etc.)

V. DELIVERY TERMS

Delivery shall be F.O.B Destination (or equivalent incoterms, such as DDP) and shall occur in accordance with the delivery due dates provided in the below table.

FOB Destination means: The contractor shall pack and mark the shipment in conformance with carrier requirements, deliver the shipment in good order and condition to the point of delivery specified in the purchase order, be responsible for any loss of and/or damage to the goods occurring before receipt and acceptance of the shipment by the consignee at the delivery point specified in the purchase order; and pay all charges to the specified point of delivery.

VII. CYBERSECURITY PRIVACY REQUIREMENTS

NIST seeks a solution that provides security and privacy protection consistent with requirements defined by applicable federal laws, regulations, policies, and standards (e.g., the Federal Information Security Management Act (FISMA), OMB Circular A-130, and FIPS Publication 200). The solution provider (including subcontractors) may meet these requirements through various means, including but not limited to FedRAMP authorization, current third-party assessments (e.g., SSAE, PCI), and/or responses to NIST special publication control set SP 800-171.

Minimally Acceptable Controls

System security plan describing physical, technical, and administrative controls implemented to protect systems and sensitive personally identifiable information

(SPII).

IT management processes to establish and manage secure configuration baselines including routine patching for all operating systems and applications.

Access to SPII is restricted to those with a need to know. Personnel with access to SPII have background investigations performed (e.g. criminal, financial etc.), and are trained on secure handling of SPII.

Access Controls for SPII meet or exceed industry best practices for access and identification control including, but not limited to, connectivity to servers and databases, multi-factor authentication for remote accesses for administration, secure configurations for any devices accessing the system, and strong physical security for any place where the data is accessed.

The solution supports multifactor authentication for users and/or supports integration with customer federation services for Single-Sign capability.

Processes for scanning on a continual basis for vulnerabilities and proper configurations for all aspects of the system, as well as processes for timely mitigation of findings.

Auditing and Incident Response processes including customer notification of suspected or actual incidents and logging with sufficient information to perform forensics on any incident. Processes for notifying and providing appropriate mitigations, including but not limited to credit monitoring services, for subsidy applicants in the event of suspected or actual incidents.

SPII is encrypted in transit using TLS 1.2 or better and encrypted at rest in all places the SPII is stored. All encryption algorithms and modules are FIPS 140- 2/140-3 validated.

If unable to meet any of the requirements listed above, the solution provider may provide details of mitigations or alternative protections in place to ensure the appropriate handling and protection of SPII.

If the solution provider provides services to other Federal agencies, provide a general description of the security risk management approach and client point of contact.

(VIII) The provision at FAR 52.212-1, Instructions to Offerors—Commercial Products and Commercial Services, applies to this acquisition. Addenda to this provision is as follows:

DUE DATE FOR QUOTATIONS

Offerors shall submit their electronic quotations, via email, so that NIST receives them not later than the date listed on the first page of the solicaition. E-mail quotations shall be submitted directly to the Contract Specialist at tracy.retterer@nist.gov and Contracting Officer at Donald.collie@nist.gov

Please reference the RFQ number in the subject line of email communications. Offerors quotations shall not be deemed received by the Government until the quotation is entered in the e-mail inbox set forth above.

Software Attestation:

Software producers should complete the Secure Development Software Attestation form, attached, in accordance with the Secure Development Software Attestation Instructions.

PRE-QUOTE INQUIRIES (CAR 1352.215-72):

Offerors must submit all questions concerning this solicitation in writing to both the Contract Specialist Tracy Retterer at tracy.retterer@nist.gov and the Contracting Officer Forest Crumpler at donald.collie@nist.gov. Questions should be received no later than 3 calendar days after the issuance date of this solicitation. All responses to the questions will be made in writing, without identification of the questioner, and will be included in an amendment to the solicitation. Even if provided in other form, only the responses included in the amendment to the solicitation will govern performance of the contract.

QUOTATION PREPARATION INSTRUCTIONS:

All quotations shall conform to solicitation provisions/clauses and be prepared in accordance with this section. The quotation shall be clearly and concisely written as well as be neat, indexed (cross-indexed as appropriate) and logically assembled. Note: The term “indexed” refers to a table of contents that lists sections and page numbers. In the event that the Offeror is unable to create an indexed quotation, an alternative approach such as a Table of Contents shall suffice. All pages of the quotation shall be appropriately numbered.

In preparing the quotation, each volume shall stand on its own. For each given evaluation factor the Government will only evaluate the information provided in the corresponding section of the quotation.

The Offeror’s quotation shall be clearly divided into the following distinct volumes:

Volume I – Technical Quotation Volume II – Demonstrated Experience Quotation Volume III – Price Quotation Volume IV – Terms and Conditions

Volume I - Technical Quotation:

No pricing information shall be included in this volume. The offeror shall submit an electronic copy of the technical quotation. It shall consist of a technical description or product literature for the proposed product, which clearly identifies each requirement listed in the Statement of Work (SOW). The offeror must demonstrate that its proposed product meets or exceeds each minimum requirement described within the attached Statement of Work (SOW) by providing a citation to the relevant section of its technical description or product literature. The offeror must not simply state they will meet or exceed

the requirement; evidence must be provided. If applicable, evidence that the offeror is authorized by the original provider to provide the item(s) in the quotation should be included. A higher confidence rating will be given to products that provide the following:

1. A higher confidence rating will be given to the software if another operating system, such as Linux or Mac, is also supported.

2. Higher confidence will be given to the software providing a phase retrieval algorithm.

3. Higher confidence will be given to the software providing options to change filter types and sizes.

4. Higher confidence will be given to the software that provides both algebraic iterative reconstruction techniques and statistical iterative reconstruction techniques

5. Higher confidence will be given to the software with GUI that allows users to visually check and adjust parameters from quick reconstruction.

6. Higher confidence will be given to the software with a Python API

7. Higher confidence will be given to a software allowing direct import of XCT instrument native formats (e.g., .txrm/.xrm of Zeiss and .xtek of Nikon) for data and/or relevant metadata

Volume II – Demonstrated Experience:

The offeror shall describe up to three (3) relevant contracts/projects over the past five (5) years with Federal, state, or local governments, and/or commercial customers demonstrating experience that aligns to the requirements of this solicitation.

The description of each contract/project described in this volume shall not exceed one page in length and shall include the following information:

a.i.2. Product and/or service provided and relevance to solicitation requirements;

EVALUATION CRITERIA

Provision 52.212-2, Evaluation-Commercial Products and Commercial Services applies to this procurement. The evaluation criteria included in paragraph (a) of the provision are as follows:

EVALUATION CRITERIA

The Government intends to award a single purchase order (PO) from this solicitation utilizing simplified acquisitions procedures in accordance with FAR part 13.5. The Government reserves the right not to award a PO and to make an award without discussions based solely upon initial quotes. Contractors are strongly encouraged to submit their best technical solutions and price in response to this RFQ.

Basis for Award:

The government will make an award, based on best value, to the vendor with the proposed solution that is most advantageous, price and other factors considered. When combined, non-price factors 1 and 2 are more important than factor 3.

Evaluation Factors The Government intends to award a single firm fixed price purchase order (PO) from this solicitation using simplified acquisitions procedures for Certain Commercial Products and Commercial Services in accordance with FAR subpart 13.5.

Factor 1: Technical Capability: The Government will evaluate the extent to which the proposed instrument and solution meets all SOW requirements to determine the level of confidence the Government has in the quoters ability to successfully deliver and perform SOW requirements. A higher confidence rating will be given to products that provide the following:

1. A higher confidence rating will be given to the software if another operating system, such as Linux or Mac, is also supported.

2. Higher confidence will be given to the software providing a phase retrieval algorithm.

3. Higher confidence will be given to the software providing options to change filter types and sizes.

4. Higher confidence will be given to the software that provides both algebraic iterative reconstruction techniques and statistical iterative reconstruction techniques

5. Higher confidence will be given to the software with GUI that allows users to visually check and adjust parameters from quick reconstruction.

6. Higher confidence will be given to the software with a Python API

7. Higher confidence will be given to a software allowing direct import of XCT instrument native formats (e.g., .txrm/.xrm of Zeiss and .xtek of Nikon) for data and/or relevant metadata

Factor 2: Prior Demonstrated Experience: The Government will evaluate the Offeror’s prior demonstrated experience delivering, installing, and providing warranty and service contracts for instruments similar to the those in the SOW to determine the level of confidence the Government has in the quoters experience and ability to successfully deliver and perform SOW requirements.

Factor 3: Price: Price will be evaluated on all quotations that receive ratings above low confidence in both non-price factors. The evaluation will determine whether the proposed prices are fair and reasonable in relation to the solicitation requirements. A price realism analysis will not be conducted. Prices must be proportionate with the technical portion of the quotation.

The evaluation of each non-price factor (factors 1 and 2) may be done holistically with a rating scale of "high confidence," "some confidence," and "low confidence," representing the Government’s confidence that the vendor understands the requirement and will be successful in performing the work per factor.

Confidence Ratings:

High Confidence The Government has high confidence that the Quoter understands the requirement, proposes a sound approach, and will be successful in performing the requirements with little or no Government intervention.

Some Confidence The Government has some confidence that the Quoter understands the requirement, proposes a sound approach, and will be successful in performing the requirements with some Government intervention.

Low Confidence The Government has low confidence that the Quoter understands the requirement, proposes a sound approach, or will be successful in performing the requirements even with Government intervention.

Upon evaluation, if a quotation is deemed Low Confidence on any given non-price factor, that quotation may not be evaluated further by the Government.

Once the Government determines the quoter that is the best-suited (i.e., the apparent successful quoter), the Government reserves the right to communicate with only that quoter to address anyremaining issues, if necessary, and finalize a contract with that quoter. These issues may include technical and price. If the parties cannot successfully address any remaining issues, as determined pertinent at the sole discretion of the Government, the Government reserves the right to communicate with the next best-suited quoter based on the original analysis and address any remaining issues. Once the Government has begun communications with the next best-suited quoter, no further communications with the previous quoter will be entertained until after the purchase order has been awarded. This process shall continue until an agreement is successfully reached and a contract is awarded.

(b) Prohibition. (1) Section 889(a)(1)(A) of the John S. McCain National Defense Authorization Act for Fiscal Year 2019 (Pub. L. 115-232) prohibits the head of an executive agency on or after August 13, 2019, from procuring or obtaining, or extending or renewing a contract to procure or obtain, any equipment, system, or service that uses covered telecommunications equipment or services as a substantial or essential component of any system, or as critical technology as part of any system.

Nothing in the prohibition shall be construed to--

(i) Prohibit the head of an executive agency from procuring with an entity to provide a service that connects to the facilities of a third-party, such as backhaul, roaming, or interconnection arrangements; or

(ii) Cover telecommunications equipment that cannot route or redirect user data traffic or cannot permit visibility into any user data or packets that such equipment transmits or otherwise handles.

(2) Section 889(a)(1)(B) of the John S. McCain National Defense Authorization Act for Fiscal Year 2019 (Pub. L. 115-232) prohibits the head of an executive agency on or after August 13, 2020, from entering into a contract or extending or renewing a contract with an entity that uses any equipment, system, or service that uses covered telecommunications equipment or services as a substantial or essential component of any system, or as critical technology as part of any system. This prohibition applies to the use of covered telecommunications equipment or services, regardless of whether that use is in performance of work under a Federal contract. Nothing in the prohibition shall be construed to--

(i) Prohibit the head of an executive agency from procuring with an entity to provide a service that connects to the facilities of a third-party, such as backhaul, roaming, or interconnection arrangements; or

(ii) Cover telecommunications equipment that cannot route or redirect user data traffic or cannot permit visibility into any user data or packets that such equipment transmits or otherwise handles.

(c) Procedures. The Offeror shall review the list of excluded parties in the System for Award Management (SAM) (https://www.sam.gov) for entities excluded from receiving federal awards for "covered telecommunications equipment or services."

(d) Representations. The Offeror represents that--

52.204-25 PROHIBITION ON CONTRACTING FOR CERTAIN TELECOMMUNICATIONS AND VIDEO SURVEILLANCE SERVICES OR

EQUIPMENT (NOV 2021)

(a) Definitions. As used in this clause-- Backhaul means intermediate links between the core network, or backbone network, and the small subnetworks at the edge of the network (e.g., connecting cell phones/towers to the core telephone network). Backhaul can be wireless (e.g., microwave) or wired (e.g., fiber optic, coaxial cable, Ethernet).

Covered foreign country means The People's Republic of China.

Covered telecommunications equipment or services means--

(1) Telecommunications equipment produced by Huawei Technologies Company or ZTE Corporation (or any subsidiary or affiliate of such entities);

(2) For the purpose of public safety, security of Government facilities, physical security surveillance of critical infrastructure, and other national security purposes, video surveillance and telecommunications equipment produced by Hytera Communications Corporation, Hangzhou Hikvision Digital Technology Company, or Dahua Technology Company (or any subsidiary or affiliate of such entities);

(3) Telecommunications or video surveillance services provided by such entities or using such equipment; or

(4) Telecommunications or video surveillance equipment or services produced or provided by an entity that the Secretary of Defense, in consultation with the Director of National Intelligence or the Director of the Federal Bureau of Investigation, reasonably believes to be an entity owned or controlled by, or otherwise connected to, the government of a covered foreign country.

Critical technology means--

(1) Defense articles or defense services included on the United States Munitions List set forth in the International Traffic in Arms Regulations under subchapter M of chapter I of title 22, Code of Federal Regulations;

(2) Items included on the Commerce Control List set forth in Supplement No. 1 to part 774 of the Export Administration Regulations under subchapter C of chapter VII of title 15, Code of Federal Regulations, and controlled--

(i) Pursuant to multilateral regimes, including for reasons relating to national security, chemical and biological weapons proliferation, nuclear nonproliferation, or missile technology; or

(ii) For reasons relating to regional stability or surreptitious listening;

(3) Specially designed and prepared nuclear equipment, parts and components, materials, software, and technology covered by part 810 of title 10, Code of Federal Regulations (relating to assistance to foreign atomic energy activities);

(4) Nuclear facilities, equipment, and material covered by part 110 of title 10, Code of Federal Regulations (relating to export and import of nuclear equipment and material);

(5) Select agents and toxins covered by part 331 of title 7, Code of Federal Regulations, part 121 of title 9 of such Code, or part 73 of title 42 of such Code; or

(6) Emerging and foundational technologies controlled pursuant to section 1758 of the Export Control Reform Act of 2018 (50 U.S.C. 4817).

Interconnection arrangements means arrangements governing the physical connection of two or more networks to allow the use of another's network to hand off traffic where it is ultimately delivered (e.g., connection of a customer of telephone provider A to a customer of telephone company B) or sharing data and other information resources.

Reasonable inquiry means an inquiry designed to uncover any information in the entity's possession about the identity of the producer or provider of covered telecommunications equipment or services used by the entity that excludes the need to include an internal or third-party audit.

Roaming means cellular communications services (e.g., voice, video, data) received from a visited network when unable to connect to the facilities of the home network either because signal coverage is too weak or because traffic is too high.

Substantial or essential component means any component necessary for the proper function or performance of a piece of equipment, system, or service.

(b) Prohibition.

(1) Section 889(a)(1)(A) of the John S. McCain National Defense Authorization Act for Fiscal Year 2019 (Pub. L. 115-232) prohibits the head of an executive agency on or after August 13, 2019, from procuring or obtaining, or extending or renewing a contract to procure or obtain, any equipment, system, or service that uses covered telecommunications equipment or services as a substantial or essential component of any system, or as critical technology as part of any system. The Contractor is prohibited from providing to the Government any equipment, system, or service that uses covered telecommunications equipment or services as a substantial or essential component of any system, or as critical technology as part of any system, unless an exception at paragraph (c) of this clause applies or the covered telecommunication equipment or services are covered by a waiver described in

FAR 4.2104.

(2) Section 889(a)(1)(B) of the John S. McCain National Defense Authorization Act for Fiscal Year 2019 (Pub. L. 115-232) prohibits the head of an executive agency on or after August 13, 2020, from entering into a contract, or extending or renewing a contract, with an entity that uses any equipment, system, or service that uses covered telecommunications equipment or services as a substantial or essential component of any system, or as critical technology as part of any system, unless an exception at paragraph (c) of this clause applies or the covered telecommunication equipment or services are covered by a waiver described in FAR 4.2104. This prohibition applies to the use of covered telecommunications equipment or services, regardless of whether that use is in performance of work under a Federal contract.

(c) Exceptions. This clause does not prohibit contractors from providing--

(1) A service that connects to the facilities of a third-party, such as backhaul, roaming, or interconnection arrangements; or

(2) Telecommunications equipment that cannot route or redirect user data traffic or permit visibility into any user data or packets that such equipment transmits or otherwise handles.

(d) Reporting requirement.

(1) In the event the Contractor identifies covered telecommunications equipment or services used as a substantial or essential component of any system, or as critical technology as part of any system, during contract performance, or the Contractor is notified of such by a subcontractor at any tier or by any other source, the Contractor shall report the information in paragraph (d)(2) of this clause to the Contracting Officer, unless elsewhere in this contract are established procedures for reporting the information; in the case of the Department of Defense, the Contractor shall report to the website at https://dibnet.dod.mil.
