About this file

This document is a Special Notice from the National Institute of Standards and Technology (NIST) announcing their intent to negotiate a sole source contract with Picoquant Photonics North America, Inc. for the procurement of one Pulsed-Diode Laser System with Sepia II Software.

NIST currently owns a Picoquant laser system with Sepia software and requires a second compatible system for ongoing research projects. Picoquant is the only manufacturer and distributor capable of providing a laser system that can seamlessly integrate with NIST's existing equipment and software. The North American Industry Classification System (NAICS) code is 334516 - Analytical Laboratory Instrument Manufacturing, with a small business size standard of 1,000 employees. NIST is accepting capability statements from interested parties until April 6, 2024 at 12:00 p.m. EST. A competitive procurement may be considered based on the responses received, but no solicitation package will be issued.

DESCRIPTION: The National Institute of Standards and Technology (NIST), Acquisition Management Division (AMD) intends to negotiate, on a sole source basis, under authority of FAR Part 13.106-1(b) with Picoquant Photonics North America, Inc., for the acquisition of one Pulsed-Diode Laser System with Sepia II Software. The supplies will be utilized by the NIST Information Technology Laboratory (ITL), in Gaithersburg, MD.

***** Sole source determination is based on NIST currently owning and using a Picoquant Photonics North America, Inc. laser with Picoquant Sepia Software. NIST requires a second laser system with software for further entanglement distribution research. The existing laser and software are proprietary to their original equipment manufacturer, Picoquant. To ensure continuity of science, the new laser system must be fully compatible with the existing Picoquant laser and Picoquant Sepia software. No other product is able to provide seamless interoperability with existing Picoquant equipment and software.

Seamless interoperability is essential for NIST to accurately time and measure data for ongoing and upcoming research projects.

No other products have been identified in the marketplace that meets the minimum specification of Picoquant Photonics North America, Inc’s equipment or can perform the required functions. Picoquant Photonics North America, Inc. has been identified as the only manufacturer and sole distributor capable of meeting NIST’s requirements.

***** The North American Industry Classification System (NAICS) code for this acquisition is 334516 - Analytical Laboratory Instrument Manufacturing, with a small business size standard of 1,000 employees.

****** A determination by the Government whether to compete the proposed acquisition based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement.

*****No solicitation package will be issued. This notice of intent is not a request for quotations.
