MasterCam Computer-Aided Manufacturing (CAM) Software

Background The Intelligent Systems Division (ISD) at the National Institute of Standards and Technology (NIST) Engineering Laboratory (EL) Production Systems Group (PSG) owns a Computer Numerical Controlled (CNC) Vertical Milling Machine used to post-process additively manufactured parts and machine research instruments, devices, and experimental apparatus. PSG is also purchasing a Hybrid-Additive Manufacturing (AM) Machine combining both subtractive machining with metal additive 3D printing in one machine to expand its research capabilities. The new Hybrid AM machine will require the use of MasterCam software for the programming of the additive and subtractive tool paths and the standardizing of CAM software for both of PSG’s machine tools will benefit the group.

Objective The objective of this requirement is to procure MasterCam software with 3-axis, 5-axis, multi-axis, wire Electrical Discharge Machining (EDM) and Probing capabilities for the programming and tool path creation of the groups Computer Numerical Control (CNC) milling and additive machines.

Requirement The contractor shall provide MasterCam software with the following:

• A modern (new) CAM programming software including the following capabilities:

o Shall accept the A-Plus add-on plug-in from CAMufacturing Solutions INC. for

Directed Energy Deposition (DED) AM part programming.

o Shall include 3-axis 3D Mill programming.

o Shall include 5-axis 3+2 programming.

o Shall include 5-axis multi-axis (simultaneous) programming.

o Shall include Blade Expert programming.

o Shall include Wire EDM (Electrical Discharge Machining) programming.

o Shall include Advanced Probing capabilities that can be programmed at a minimum in the CAM software.

o Shall include Machine Simulation and Verification capabilities for proving out tool paths before running on machine.

o Shall include Post Processors to allow posting tool path code to specific machines. Machines include Haas TM-1P with TRT160 5-axis rotary, Haas DM-1 3-axis mill, and an AMSTech AW-5 Wire EDM o Shall include (2) licensed seats of software.

o Shall be capable of importing from Solidworks, Inventor, Initial Graphics

Exchange Specification (IGES), Standard for the Exchange of Product Data (STEP), Standard Triangle Language (STL), ParaSolid, And other Computer Aided Design (CAD) file formats.

• Must provide Hard Copy or On-line User Manual and associated documentation.

Delivery Requirements Delivery: Within 30 days after notification of award.

Training shall be scheduled within 60 days after delivery of the equipment.

Delivery shall be F.O.B Destination and shall occur in accordance with the delivery due dates provided in the above table.

FOB Destination means: The contractor shall pack and mark the shipment in conformance with carrier requirements, deliver the shipment in good order and condition to the point of delivery specified in the purchase order, be responsible for any loss of and/or damage to the goods occurring before receipt and acceptance of the shipment by the consignee at the delivery point specified in the purchase order; and pay all charges to the specified point of delivery. The contractor shall deliver all Line Items to:

The final placement of the system and the location of installation shall occur at the following location on the NIST campus:

National Institute of Standards and Technology Engineering Laboratory Intelligent Systems Division 100 Bureau Drive, Building 304 Gaithersburg, MD 20899

Installation & Training Requirements Installation

The contractor shall ensure all functions work as intended and meet contract specifications on computers and machines within the NIST facility (Gaithersburg, MD- Building 304).

Training

• Contractor shall provide certification training for Mill essentials, Mill 3d, Mill 5-axis (multiaxis), Wire EDM, and Probing (Productivity+ / Cimco Probing) at a MasterCam authorized training facility.

• Contractor shall provide Hard Copies of training manuals and associated documentation.

Inspection & Acceptance In addition to the inspection and acceptance terms articulated in 52.212-4, the Government reserves the right to perform such performance tests and evaluations as defined below to verify specified system performance. Such tests and evaluations, if performed, shall be conducted within the environment that the system is to be operated. The Contractor has the right to be present during the tests and evaluations, if performed, at the Contractor’s expense.

A visual inspection of the equipment will be performed by the NIST Contracting Officer’s Representative (COR) to identify surface defects or any form of indication that any equipment was damaged during transport to NIST. The Government shall have sole discretion to require repair or replacement of damaged and/or nonconforming supplies at no cost to the Government. The Government at any time prior to acceptance shall reject the equipment due to defects and/or nonconformance.

Ownership of the equipment shall transfer to NIST upon acceptance by the Government.

The Government reserves the right to conduct quality assurance testing to confirm that a given instrument(s) meets the government’s performance specifications.

Note: The government may choose at its discretion to forego this part of acceptance testing.
