About this file
This document is a Request for Quote (RFQ) for a Phenom XL G2 Desktop Scanning Electron Microscope (SEM) or Equal with Energy Dispersive Spectroscopy (EDS) system. The National Institute of Standards and Technology (NIST) is seeking to procure this desktop SEM/EDS system to be installed at their Gaithersburg, Maryland campus for analyzing metal powder particle size, shape, distribution, and chemistry.
The RFQ requires a firm fixed price quote for the SEM/EDS system, installation, and training, with a total delivery time of 90 days after award. Quotes are due by 06/14/2024, 10:00 AM EDT. The evaluation will be based on technical approach, schedule, and price, with technical approach being more important than schedule. This is a Women-Owned Small Business (WOSB) set-aside solicitation.

EVALUATION CRITERIA AND BASIS FOR AWARD
The Government will award the contract resulting from this solicitation to the responsible Quoter that provides the best value to the Government, price and other factors considered. The Government intends to evaluate quotes and award a contract without communications with quoters. Therefore, the Quoter's initial quote should contain the Quoter's best terms.
The Government reserves the right to communicate with the Quoter that the Government determines to present the best value to the Government, to address any remaining issues, if necessary and finalize the contract with the contractor. These issues may include technical and price components. If the parties cannot successfully address any remaining issues, as determined pertinent at the sole discretion of the Government, the Government reserves the right to communicate with the next contractor that the Government has determined presents the best value to the Government based on the original analysis and address any remaining issues.
The Government intends to evaluate the quotes and award a contract in accordance with FAR 13.
This contract evaluation will be based on Best Value Trade-off. The evaluation will consist of three factors: Technical Approach, Schedule, and Price. The Technical Approach factor is more important than Schedule, and when the two non-price factors (Technical Approach and Schedule) are combined, they are significantly more important to Price.
PAGE 6 OF 36 1333ND24QNB730295
Based upon the results of the integrated assessment of the technical, past performance and price proposals, the Government may make an award to other than the lowest-priced Quoter or the Quoter with the highest technical rating if the quote evaluation official determines that to do so would result in the best value to the Government.
Quoter’s quotes will be reviewed for page limitations. Pages exceeding the page limitation will be eliminated from evaluation.
Technical Approach:
The Government will evaluate the contractor’s understanding and approach to meeting the specification requirements. The Government will evaluate the technical approach narrative to determine the extent to which the technical approach demonstrates a clear understanding of the performance specifications; the degree to which the technical approach is complete, realistic and technically sound; the risk associated with the technical approach; and the degree to which the technical approach meets the requirements of the Statement of Work. Also, the approach will be evaluated to determine the degree to which the contractor’s approach.
Schedule:
The Government will evaluate the delivery, installation, and training schedule quoted for the degree to which it meets or exceeds the requirements identified in the specifications document.
Price:
The Government will add the total price for each CLIN to establish a total evaluated price (TEP). Pricing will be evaluated but not scored. Price evaluation will determine whether the quoted prices are complete and reasonable in relation to the RFQ requirements and the current marketplace.

Statement of Requirements for Phenom XL G2 Desktop Scanning Electron Microscope (SEM) or Equal with Energy Dispersive Spectroscopy (EDS)
General Statement of Need:
The Production Systems Group (PSG) in the NIST Engineering Laboratory conducts research in metals-based additive manufacturing (AM) to develop and deploy advances in measurement science. Part of this work includes inspecting the metal AM powders and the AM parts.
Currently, this is done by optical methods, which can’t do chemical analysis. However, in the case of the metal AM powders or the AM parts, dimensional measurement of the samples, as well as information regarding chemistry, is desirable. A desktop scanning electron microscope (Desktop SEM) with an energy dispersive spectroscopy (EDS) facility can satisfy this requirement. Desktop SEM/EDS, also known as benchtop or tabletop SEM/EDS, occupies a small space in the lab and can still deliver all the functionalities required. Such a desktop SEM/EDS system doesn’t exist in the Engineering Laboratory at NIST.
The PSG aims to procure the desktop SEM (with the EDS) to be installed at the at NIST Gaithersburg, Maryland campus. A desktop SEM/EDS system would help PSG to work more efficiently for the AM tests and experiments.
Objective:
The objective of this requirement is to obtain a Phenom XL G2 Desktop SEM or Equal system for analyzing the metal-powder particle size, shape, and distribution analysis, as well as understanding its chemistry. The desktop SEM/EDS system will be also used to study the microstructure, the AM surfaces, defects, and chemistry.
Required Specifications:
The Contractor shall provide a system that meets all technical specifications identified below. All items must be new. Used or remanufactured equipment will not be considered for award.
Experimental, prototype, or custom items will not be considered. The use of “gray market” components are not authorized for sale in the U.S. by the Contractor is not acceptable. All line items shall be shipped in the original manufacturer’s packaging and include all original documentation and software, when applicable.
The Contractor shall provide a Firm Fixed Price Quotation for all of the following CLINS and requirements:
Line Item 0001: Desktop Scanning Electron Microscopy/Energy Dispersive Spectroscopy system
The contractor must provide a fully operational desktop SEM/EDS system with the following specifications and capabilities:
