About this file
This document provides questions and answers regarding a federal contract opportunity for maintenance and repair services for a Vilter chiller and air handler unit located at the National Institute of Standards and Technology. The services include periodic maintenance for the Vilter chiller on a monthly basis or every 30-60 days, as well as any needed repairs. Questions addressed include details about the air handler unit such as filter sizes and quantities, as well as clarification that the chiller is serviced by campus chilled water rather than a cooling tower. The document indicates that work exceeding the initial not-to-exceed limit of $20,000 would require additional approval but that the limit could be increased if contractors provide an estimate for a reasonable increased amount.

1333ND24QNB770072 Vilter Chiller, AHU-15 Questions and Answers:
1. Can you provide AHU belt size and quanty?
Answer: The NIST facilies staff handle this service item, and the contract does not include it.
But, FYI, for the blower there are 3 belts of size B128 or BX128.
2. Can you provide the AHU air filter sizes and quanty?
Answer: The NIST facilies staff handle this service item, and the contract does not include it.
But, FYI, there are 8 filters approximately 24 in. x 24 in., and they are a washable style. The le picture below shows the filters installed in the air handler. The right picture shows the model and serial #s for the air handler.
3. Is the chiller on a cooling tower or dry coolers?
Answer: The chiller is serviced by the campus 42 °F chilled water.
4. If on a cooling tower will the chiller be maintained by building personnel or the contractor?
Answer: Not applicable.
5. What are intervals that chiller is operated such as daily or during tesng?
Answer: Chiller is operated only during tesng, and once a month as a systems check. The tests are periodic, typically 30-60 days throughout the year.
6. Will there be a site visit available?
Answer: To generate a quote, a site visit shouldn't be necessary given that the Statement of Work (SOW) comprehensively outlines all tasks to be completed during each scheduled visit.
Furthermore, it's expected that all contractors possess sufficient experience working on systems comparable to those specified in the SOW. Nevertheless, a post-award site visit can be arranged before the successful offeror commences the specified tasks.
7. A number of catastrophic failures including but not limited to a compressor failure could lead to charges over $20,000.00 in a single visit or totaled up annually, could there be greater consideration to increase the NTE limitation?
Answer: Work that exceeds the current NTE limit can be performed, it just needs further approval to release the funds. NIST can consider increasing the NTE if the contractors can provide an esmate of what a reasonable NTE should be.
