NIST Requirements Document Vector Network Analyzer

Background/Purpose:

The Photonics and Optomechanics Group studies a compact on-chip spectrometer based on photonic integrated circuit with thin-film lithium niobate platform. Current focus areas include high speed electro-optic dual drive phase modulator; electro-optic intensity modulator; traveling wave optical isolator. The group develops electro-optic frequency comb readout system for measuring a temperature, displacement and length with sensors such as photonic micro-ring resonator, chip-scale optomechanical accelerometer, and atomic vapor cell.

As part of our research on the on-chip spectrometer systems, we are seeking a vector network analyzer for characterizing electro-optic modulator.

Minimum Requirements

The Contractor shall provide a Vector Network Analyzer that shall meet or exceed the minimum requirements below, inclusive of warranty and delivery.

All items must be new. Used or remanufactured equipment will not be considered for award. Experimental, prototype, or custom items will not be considered. The use of “gray market” components not authorized for sale in the U.S. by the proposer is not acceptable. All line items shall be shipped in the original manufacturer’s packaging and include all original documentation and software, when applicable.

Line Item 0001:

Description: Vector Network Analyzer Quantity: 1

Technical Specifications:

The vector network analyzer (VNA) must have the following functionalities:

1. A minimum of two (2) ports for standard 2-port measurements. The ports must have bias tees for supplying both radio frequency (RF) and direct current (DC) signals to the device under test (DUT) simultaneously. The ports must be 2.92 mm female or include suitable adaptors to connect 2.92 mm male cables.

2. The instrument must be able to be controlled remotely from a PC.

3. The VNA must be able to measure the S21 and S11 s-parameters of a microwave coplanar waveguide probed by two microwave probes or a similar two-port DUT by varying the input frequency to the DUT and measuring the output of the DUT.

4. The VNA must have USB ports for data communications and instrument control.

5. The VNA must be calibrated

6. Minimum measurement frequency range: 10 MHz to 43 GHz.

7. Impedance: 50 Ohm

8. Dynamic range: 115 dB or greater in the frequency range of 10 MHz to 43 GHz

9. Noise floor for input port: -130 dBm/Hz or lower in the frequency range of 10 MHz to 43 GHz.

10. Capable of measuring transmission with measurement error at -10 dB level of no more than +/-0.1 dB and +/- 1 degree between 10 MHz and 43 GHz.

11. Capable of measuring reflection with measurement error at -10 dB level of no more than +/-0.6 dB and +/-6 degrees between 10 MHz and 43 GHz.

12. Trace noise magnitude (RMS): < 0.004 dB or less with IF bandwidth 3 kHz.

13. Full frequency accuracy: +-2 ppm of better

14. Frequency resolution: 1 Hz or better

15. Maximum output power: -5 dBm or greater in the frequency range of 10 MHz to 43 GHz.

16. Harmonic distortion: -10 dBc or less.

17. The VNA must operate on 110 – 120 VAC at 60 Hz and the power cable must be included.

Deliverables:

Delivery shall be FOB destination and shall occur within 90 days. FOB Destination means: The contractor shall pack and mark the shipment in conformance with carrier requirements, deliver the shipment in good order and condition to the point of delivery specified in the purchase order, be responsible for any loss of and/or damage to the goods occurring before receipt and acceptance of the shipment by the consignee at the delivery point specified in the purchase order; and pay all charges to the specified point of delivery. The contractor shall deliver all Line Items to:

Inspection and Acceptance

In addition to the inspection and acceptance terms articulated in 52.212-4, the Government reserves the right to perform such performance tests and evaluations as defined below to verify specified system performance. Such tests and evaluations, if performed, shall be conducted within the environment that the system is to be operated. The Contractor has the right to be present during the tests and evaluations, if performed, at the Contractor’s expense.

Warranty

The contractor shall warrant the hardware and software and provide support for a minimum of one year after receipt of the instrument and shall be in accordance with terms in FAR 52.212-4

Payment Schedule

The Contractor shall be paid, in accordance with Net 30-day payment terms, upon receipt and acceptance of a proper invoice, in accordance with the following schedule:

1. 100% after receipt and acceptance by the TPOC of fully compliant equipment
