STATEMENT OF REQUIREMENTS

TITLE: ANAEROBIC CHAMBER

I. SPECIFICATIONS

The Contractor shall provide one (1) Anaerobic Chamber that meets or exceeds the following requirements:

System Requirements

▪ The Anaerobic Chamber shall be a gloveless system.

▪ The Anaerobic Chamber shall have a vacuum-free or internal vacuum pump (there should be no need to provide an external vacuum) to support the airlock and/or airport sleeves.

▪ The Anaerobic Chamber shall have an airlock/pass box with a minimum capacity for 100 plates (minimum dimensions 14” W x 10” D)

▪ The Anaerobic Chamber shall have a 200 plate capacity incubator.

▪ The Anaerobic Chamber shall have an incubator (inside the work area or attached via pass-through to the work area); the rest of the chamber, defined as the work area, should be at room/ambient temperature).

▪ The Anaerobic Chamber shall have a minimum of 1 shelf in the incubator, which should be moveable.

▪ The Anaerobic Chamber shall have touchscreen controls and at least one screen display to serve as a user interface and for monitoring chamber conditions.

▪ The Anaerobic Chamber shall have a minimum of 2x120 V outlets inside the chamber that allow the hook-up of external equipment.

▪ The Anaerobic Chamber shall have a HEPA Filter and means to capture or filter sulfur compounds.

▪ The Anaerobic Chamber shall have a humidity removal/condensation management system with condensation draining

▪ The Anaerobic Chamber shall have an automatic monitoring of oxygen levels, catalyst status, error conditions, and maintenance status.

▪ The Anaerobic Chamber shall not be larger than 65” wide x 33” deep.

Manual

The Contractor shall provide one (1) hardcopy operations and maintenance manual covering proper operation, routine maintenance, and troubleshooting for the instrument.

Options

The Contractor shall provide options as individual line items for up to two (2) additional

Anaerobic Chambers to be exercised within 12 months of award. The specifications for the

Anaerobic Chambers shall be the same as listed under the system requirements above. Options shall include equipment delivery, installation, and first-year warranty as described below.

Installation

The Contractor shall install the instrument in 100 Bureau Drive, Gaithersburg, MD, Building

227. Installation shall include, at a minimum, uncrating/unpacking of all equipment, set-up, and hook-up of all equipment, start-up, demonstration of specifications, and removal of all trash.

The instrument will operate to the manufacturer’s specifications upon installation. Installation shall take place during normal business hours, between 8:30 am and 5:00 pm Eastern Time, Monday through Friday, except for Federal Holidays, and shall be coordinated with the NIST

Contracting Officer Representative (COR) and Technical Subject Matter Expert (SME).

Installation shall occur within 10 calendar days after receipt of the instrument.

Training

The Contractor shall provide onsite training for up to two (2) NIST personnel at 100 Bureau

Drive, Gaithersburg, MD, Building 227. Training shall include normal operation, troubleshooting, and routine maintenance. Training shall be provided during NIST normal business hours, between 8:30 am and 5:00 pm Eastern Time, Monday through Friday, except

Federal Holidays, and shall be coordinated with the NIST COR and Technical SME to ensure maximum availability of NIST personnel. Training shall occur within 3 calendar days of installation. The training may be completed on-site at NIST immediately after installation and demonstration of specifications.

Warranty

The Contractor shall provide, at a minimum, a one (1) year warranty for the equipment. The warranty shall cover all parts, labor, and travel. The warranty shall commence upon Government acceptance.

IV. ACCEPTANCE

The Contractor shall be responsible for demonstrating that all performance requirements are met upon completion of installation and/or training.

V. GENERAL INFORMATION

Safety: The Contractor employee shall be responsible for knowing and complying with commercial installation safety prevention regulations. Such regulations include, but are not limited to, general safety, fire prevention, and waste disposal.

Security: NIST is a restricted campus. An identification badge is required for access for entry into buildings and is also shown to the armed Security Police when entering the campus.

Identification Badges: Contractor employees shall comply with NIST identification and access requirements. The Contractor shall provide the name and citizenship information of employees for on-site visits to the NIST COR prior to arrival. The COR will submit the name(s) and citizenship information to the NIST Office of Security in order for a given Contractor employee to enter the NIST campus. The Contractor employee is responsible for absences due to missing or expired identification and access documents. Each Contractor employee shall wear a visible identification badge provided by the NIST Security Office.

Vehicle Registration: All Contractor employees must register their vehicles with the NIST

Security Office to gain access to the campus. A valid driver’s license, Government-furnished civilian ID (which in most cases can be a valid driver's license), proof of insurance, and current registration must be presented to the NIST Security Office.
