About this file
This document is a Statement of Requirements (SOR) for a Blackbody Calibration Source and the associated Federal Contract Opportunity.
The SOR outlines the requirements for a portable blackbody calibration source to be used by the Material Measurement Laboratory at the National Institute of Standards and Technology (NIST) for elevated-temperature mechanical testing experiments. The source must have a temperature range of room temperature to 450°C, an aperture size of 75mm or larger, an effective emissivity of 0.95 or higher, 115V AC input power, and weigh 10kg or less. It must include a certificate of calibration traceable to NIST and a one-year warranty.
The related Federal Contract Opportunity is a combined synopsis/solicitation for the Blackbody Calibration Source, with a NAICS code of 334516 - Analytical Laboratory Instrument Manufacturing. Quotes are due by 10:00am ET on August 29, 2024, and must include a technical description, pricing, and completed provisions/clauses. The Government intends to award a firm-fixed-price purchase order to the responsible contractor submitting the lowest-priced, technically acceptable quote that meets the SOR requirements.

STATEMENT OF REQUIREMENTS
TITLE: Blackbody Calibration Source
LAB REQUESTING SERVICE: Material Measurement Laboratory, Materials Science and Engineering Division
I. BACKGROUND INFORMATION
The Mechanical Performance Group’s (MPG’s) mission is to develop and advance measurement techniques to study the mechanical behavior of structural materials of interest to US Industry. An essential component of this mission is to understand the behavior of structural materials under elevated temperature conditions to predict material response for advanced manufacturing applications, including additive manufacturing. In response to this measurement need, the MPG developed several elevated-temperature mechanical testing experiments to perform the needed measurements. Elevated temperatures are achieved in some cases using direct-current electrical heating with temperature measurement and control provided through the use of thermal radiation detectors (e.g., pyrometers or thermal imaging devices). Such detectors require calibration using sources of thermal radiation with well-defined, stable temperatures and emissivities, such as blackbody calibration sources. A blackbody calibration source provides thermal radiation with an emissivity close to 1.0 (definition of a blackbody radiator) over a range of controllable temperatures.
II. SPECIFICATIONS
The Contractor shall provide one (1) portable blackbody calibration source with the following requirements:
Blackbody Calibration Source Requirements
• Temperature range: Room Temperature to 450 °C
• Aperture size: 75 mm diameter or larger
• An effective emissivity of 0.95 or higher over the entire temperature range, using the values specified in the technical manual supplied with the instrument (see Deliverables below).
• 115 V AC input power
• Weight: 10 kg or less
• Certificate of calibration traceable to NIST
• One set of technical manuals, either printed or electronic
Warranty:
The Contractor shall provide a minimum one-year warranty for the equipment. The warranty shall cover all parts, labor, and travel and commence upon successful acceptance by the NIST
Subject Matter Expert (SME).
