About this file
This document is a Requirements Document for a 2-D X-ray Detector for a Double-Crystal Diffractometer (DCD) issued as part of a federal contract opportunity. The National Institute of Standards and Technology (NIST) is seeking to procure a system that meets specified technical requirements, including a sensitive region greater than 30 mm x 30 mm, a pixel array with a pitch finer than 100 μm, a 400 μm thick substrate, and the ability to detect X-rays from 5 keV to 40 keV. The successful contractor must provide one detector and a user manual within 4 months of award. Delivery shall be FOB Destination, and the system shall be warranted for a minimum of 3 years. The associated federal contract opportunity is a Request for Quotations (RFQ) with a due date of 5/29/2024. The Government intends to award to the responsible quoter with the lowest price, technically acceptable quotation.

REQUIREMENTS DOCUMENT
Title: 2-D Xray Detector for Double-Crystal Diffractometer (DCD)
I. BACKGROUND INFORMATION
The National Institute of Standards and Technology’s Materials Measurement Division’s Nanomechanical Properties Group ‘s objective is the development of Standard Reference Materials (SRMs) and quantitative, reproducible, and accurate measurement methods for characterization of any structure possessing spatial order on the scale of X-ray wavelengths. Such SRMs and measurement methods will aid in the development of new crystalline materials and devices made from them. Therefore, the impact of this project includes pharmaceuticals, ceramics, metals, semiconductors, and polymers.
II. MINIMUM REQUIREMENTS
The Contractor shall provide a system that meets all technical specifications identified below. All items must be new.
Technical Specifications for the 2-D Xray Detector -The detector will have a sensitive region greater than 30 mm x 30 mm, with a pixel array of photon-counting pixels with a pitch finer than 100 µm.
-The substrate shall be at least 400 µm thick.
-The detector shall be monolithic, without defects at boundaries of sub-modules.
-Each pixel shall have a trimmable energy threshold.
-The interface shall be via a 1GB ethernet.
-The device shall be sensitive to xrays from about 5 keV to 40 keV.
-A user manual shall be included (either electronic or hard copy)
III. DELIVERABLES
Description Quantity or Format Due Date
2-D Xray Detector 1 Within 4 months from date of award
User manual 1 Within 4 months from date of award
IV. DELIVERY TERMS
Delivery shall be F.O.B Destination.
Normal duty hours are Monday through Friday, 7:00 a.m. to 3:00 p.m. with the exception of Federal holidays.
FOB Destination means: The contractor shall pack and mark the shipment in conformance with carrier requirements, deliver the shipment in good order and condition to the point of delivery specified in the purchase order, be responsible for any loss of and/or damage to the goods occurring before receipt and acceptance of the shipment by the consignee at the delivery point specified in the purchase order; and pay all charges to the specified point of delivery. The contractor shall deliver all Line Items to:
National Institute of Standards and Technology Shipping and Receiving 100 Bureau Drive, Building 301 Gaithersburg, MD 20899
V. INSPECTION & ACCEPTANCE
The Government Subject Matter Expert will inspect and verify that all minimum specifications have been met for Government acceptance.
VI. WARRANTY
The contractor shall warranty the entire system for a period of a minimum of 3 years. Warranty shall commence upon acceptance of the system by the Government.
