About this file

This document is a Statement of Requirements for an External Cavity Diode Laser (ECDL) at 2000 nm to support precision molecular spectroscopy research at the National Institute of Standards and Technology (NIST). The government requires one ECDL system with specifications including a tuning range of 1980-2070 nm, linewidth less than 200 kHz, output power greater than 1 mW, fast current modulation up to 1 MHz, and wavelength stability within 2 pm over 1 hour. The contractor shall provide a 1-year warranty covering parts, labor, and travel. Delivery is required within 24 weeks of contract award to NIST in Gaithersburg, Maryland.

The related federal contract opportunity is a Request for Quotations (RFQ) solicitation for the ECDL system, issued by NIST under simplified acquisition procedures. The solicitation has a due date of April 23, 2024 and will be awarded to the responsible vendor submitting the lowest priced, technically acceptable quotation. Vendors must provide documentation demonstrating their quoted product meets or exceeds the stated requirements and include a firm-fixed price quote.

Statement of Requirements External Cavity Diode Laser (ECDL) at 2000 nm

Background:

NIST requires an external cavity diode laser (ECDL) at 2000 nm to perform precision molecular spectroscopy on pure and dilute gas-phase samples of carbon dioxide (CO2). The work will support the Isotopic Composition and Precision Molecular Spectroscopy project within the Optical Measurements Group (Chemical Science Division, Material Measurement Laboratory). The purpose of the project is to link spectroscopic measurements of isotopic composition for greenhouse gases and other constituents of planetary atmospheres to the international system of units (SI) through benchmarked quantum chemistry calculations of transition intensities.

The Contractor shall provide one (1) External Cavity Diode Laser (ECDL) at 2000 nm that meets or exceeds the following requirements:

Specifications:

The Contractor shall meet or exceed the following minimum specifications for quantity one (1) external cavity diode laser (ECDL) at 2000 nm:

1. Free space, collimated laser output.

2. Nominal wavelength tuning range inclusive of 1980 nm to 2070 nm.

3. Mode-hop free motored tuning over the range from 1980 nm to 2070 nm.

4. Laser linewidth of less than or equal to 200 kHz at 50 ms.

5. Optical output power of greater than or equal to 1 mW at 2030 nm.

6. Fast current modulation directly to diode, DC and AC coupled.

7. Fast current modulation input bandwidth from DC to greater than or equal to 1 MHz.

8. Ability to tune laser and operate from front control panel.

9. Wavelength stability of less than or equal to 2 pm over 1 hour.

10. Controller USB or serial interface to PC.

11. Continuous wave (CW) laser optical output.

12. A manual must be included (either hard copy or electronic).

Warranty:

The Contractor shall provide, at a minimum, a one-year warranty for the laser. The warranty shall cover all parts, labor, and travel. The warranty shall commence upon successful Government acceptance. Repair work may be performed at the Contractor’s location.

Delivery

Delivery shall occur within 24-week FBO to the following address:

National Institute of Standards and Technology

100 Bureau Dr., Mailstop 8320 Building 221, Room A117 Gaithersburg, Maryland 20899

Normal duty hours are Monday through Friday, 7:00 a.m. to 3:00 p.m. with the exception of Federal holidays.

Deliverables

The following items, and quantities, shall be delivered. The portable external cavity diode laser shall be shipped directly to NIST at the address provided above. The operations and maintenance manual shall be delivered along with the system or be delivered electronically prior to delivery of the system.

Description Method of Delivery Quantity Due Date
