Cadmium Sheet Statement of Work February 14, 2024

NB6100102402583

BACKGROUND

The Department of Commerce and the National Institute of Standards and Technology (NIST) have developed a major national facility for neutron scattering called the NIST Center for Neutron Research (NCNR). This facility hosts over fifteen unique instrument stations for use by national and international researchers for materials research. In addition, instruments are also provided for fundamental physics research, neutron interferometry, and neutron optics.

Radiation shielding is an essential component of this facility to ensure the protection and safety of all personnel working in and around these instruments. In addition, it protects the processes within each experiment from becoming tainted by another instrument's operations or by processes within the experiment itself. Cadmium can provide effective shielding against neutron radiation and is normally used in combination with other materials that block unwanted neutrons. For this reason, cadmium is a desirable material for lining instrument vessels or creating apertures and masks. A thin layer of cadmium is often sufficient to provide the neutron attenuation needed and thin sheets of cadmium of high purity is easily cut and formed to desired configurations.

This procurement is for 1,336 square feet of cadmium sheets. The thickness of the cadmium sheets shall be .020”. The purity of the cadmium shall be no less than 99.9%. The quantity of sheets will vary with the sheet length and width available. The acceptable sheet width and length combinations are listed below in a.iii, PURPOSE

The purpose of this procurement is to acquire 1,336 square feet of .020”-thick cadmium sheet for use in NCNR radiation shielding.

SPECIFICATIONS

a. Cadmium Sheet

i. Purity – greater than 99.9%.

i. A certificate or document shall be included to demonstrate that the minimum purity is met.

ii. Thickness - .020 (+/- .005) inch.

iii. Sheet size, (select only one width and length combination)

i. 12" Wide X 36" Long

ii. 12" Wide X 48" Long

iii. 24" Wide X 24" Long

iv. Sheet quantity – dependent on sheet size – the minimum number of sheets to yield 1,336 square feet of material. All sheet width and length dimensions are required to be the same. Adding a partial sheet to the delivery is acceptable to meet the 1,336 square foot quantity requirement.

b. Packaging, Shipping and Delivery Specifications:

i. Cadmium may be packaged and marked per the vendor’s normal practice but must allow convenient handling and storage by manual or forklift means.

ii. Delivery shall be FOB Destination. FOB Destination means the contractor shall pack and mark the shipment in conformance with carrier requirements, deliver the shipment in good order and condition to the point of delivery specified in the purchase order, be responsible for loss of and/or damage to the goods occurring before receipt and acceptance of the shipment by the consignee at the delivery point specified in the purchase order, and pay all charges to the specified point of delivery. Method of shipping and choice of carrier will be the vendor’s responsibility.

iii. If delivery is performed by other than a common carrier (Fed Ex, UPS, etc.), delivery must be scheduled such that: 1.) Arrival of shipment at NCNR for unloading occurs between the hours of 7:00 a.m. and 2:00 p.m. ET; and 2.) Notification of shipment must be given to the Technical Point of Contact, both by email and by phone, a minimum of 2 working days prior to arrival at the NCNR. Notification of shipment shall include date and approximate time of arrival at NIST, name of carrier, and the name, including the person’s middle name, and citizenship of driver (this information is necessary for registration with NIST Police prior to admittance). The driver of the shipment shall enter NIST through Gate C. At Gate C, the driver must present a valid photo ID (State issued driver’s license, Federal ID or Passport and permanent residents must have their “Green Card” with them as evidence of alien registration) and a vehicle registration card. Cadmium sheet will be delivered to NIST/Building 235 after check-in at Building 301 (Shipping and Receiving).

PERIOD OF PERFORMANCE

Delivery shall be completed in accordance with the following: Complete delivery shall occur no later than 12 weeks following receipt of order.

DELIVERABLES

The deliverable for this requirement is 1,336 square feet of cadmium having a nominal thickness of .020 inches with accompanying documentation/certification demonstrating material purity. The quantity of sheets is dependent on the sheet size provided by the vendor.

INSPECTION AND ACCEPTANCE CRITERIA

The acceptance will be based on verification of quantity received (number and size of sheets, net weight of cadmium – not less than 1,130 pounds), thickness checks at several random locations, and examination of a document certifying material purity.

WARRANTY

N/A not provided.

PAYMENT SCHEDULE

Advance payment is not authorized. The Contractor must invoice in arrears according to the payment schedule. The Contractor shall be paid, in accordance with Net 30-day payment terms, upon receipt and acceptance of a proper invoice, in accordance with the following schedule:

1. 100% after installation and acceptance by the TPOC of fully installed system, AND

1. After the successful completion of the testing requirements set forth in this document under section set forth in this document, AND

1. After successful demonstration by the instrumentation that it performs IAW the technical requirements set forth in this document AND

1. After receiving an invoice submitted properly, IAW the purchase order terms and conditions.

NOTE: Partial shipments and partial invoices will not be accepted, unless otherwise requested and accepted by the Contracting Officer prior to award offer. Proposed payment schedules shall be submitted with vendor’s response to the RFQ for consideration.
