Scope

This contract is to purchase 52 steam traps matching the manufacture, size and other factors listed in Basis of Design.

While other traps may be similar, NIST requires exact replacement traps to ensure one-for-one replacement thereby eliminating re-piping, additional labor, and other factors. Traps are universally available.

A. Evaluation Criteria: Acceptable/Unacceptable

1. Technical Capability:

a) Offeror shall submit no more than ONE (1) single page demonstrating their understanding of the requirement which shall include all aspects of the purchase as described in the Statement of Work.

b) On a separate page, offeror will submit a cost proposal for the listed steam traps agreeing with the basis of design and salient factors as shown on the statement of work (SOW).

c) Proposal will utilize SOW trap line item adding cost per trap and quantity total for each line item.

d) Offeror will clearly highlight and enlarge a notation for any substituted steam trap different than listed basis of design steam traps.

a. Offerors are again advised; traps are to be one for one replacement for those shown on basis of design.

e) Proposal will provide lead-time from point of order to delivery.

f) Cost proposal will not include tax.

So no, alternate steam traps than those proposed are unacceptable. All traps listed are readily available, no need for any alternate trap.

Background

The NIST Gaithersburg Campus conducts site-wide steam trap testing between January and March every year. This testing is conducted by a contracted vender. The testing produces a report of failed steam traps requiring replacement. The report identified the steam traps by location, individual tag number, type, pressure rating, and pipe size.

Steam trap replacement is an integral part of steam production efficiency and the NIST/ Department of Commerce Energy Savings Program.

The results for FY24 revealed 52 steam traps require replacement. The Pipe Shop will be replacing these steam traps. This purchase request seeks to purchase the required steam traps.

Inspection and Acceptance Criteria

The Government will inspect the steam traps upon arrival and notify the supplier if there are any discrepancies in the shipment. Final acceptance of the equipment will be done once received and inspected for damage and operation.

Security

Vendor or private courier delivering to NIST shall access the site through Gate "C" on Quince Orchard Boulevard then to building 301 Truck Inspection Station.

Follow NIST Security direction.

Period of Performance

The period of performance is stated vendor lead time listed on proposal plus 7 shipping / workdays from Notice to Proceed.

Warranty

Manufacturer’s warranty will be provided.

Travel

This contract contains no travel requirements.
