About this file

This document is a Statement of Work (SOW) for a federal contract opportunity related to Semiconductor Market Research and Industry Reports. The CHIPS Program Office (CPO) within the Department of Commerce requires detailed industry analysis on a range of semiconductor topics, including microcontrollers, MEMS, silicon photonics, power semiconductors, non-volatile memory, and advanced packaging. The contractor shall provide a series of 15 commercial off-the-shelf reports with industry expertise and analysis on these semiconductor technology and market trends. The reports must include supply chain analyses, material and equipment supplier information, industry forecasts, technology trends, and industry developments. The contractor shall provide access to the report database, deliver the 15 reports annually, and offer customer support and training services during the 12-month base and option period contract. The related federal contract opportunity, Solicitation Number 1333ND24QNB130154, is being issued by the Department of Commerce National Institute of Standards and Technology.

STATEMENT OF WORK

Semiconductor Market Research and Industry Reports

I. BACKGROUND INFORMATION

In 2022, President Joe Biden signed into law the CHIPS and Science Act of 2022, which provides the Department of Commerce (DOC) with $50 billion for programs to support semiconductor research, development, and manufacturing—while also investing in American workers. These programs seek to restore U.S. leadership in semiconductor manufacturing by providing incentives and encouraging investment to expand the domestic manufacturing capacity necessary to produce the most advanced semiconductors needed for applications in artificial intelligence and high-performance computing, as well as less advanced semiconductors that remain critical components of everything from automobiles to microwave ovens. In addition to major manufacturing investments, these programs will also create a dynamic new center for innovation and research, laying the groundwork for the creation of the next generation industries.

II. OBJECTIVE

CHIPS Program Office (CPO) requires detailed industry analysis on semiconductor technology and market trends on a range of semiconductor topics—such as microcontrollers, micro electromechanical systems, silicon photonics systems, silicon carbide semiconductors for power management integrated circuits, gallium nitride semiconductors for power management integrated circuits, non-volatile memory industry, power electronics industry, substrates industry, and advanced packaging.

III. Requirements/Scope of Work

The contractor shall provide a series of commercial off the shelf reports and monitors (reports) with industry expertise and analysis on a range of semiconductor technological trends, including but not limited to back-end manufacturing developments and compound semiconductor market trends. The commercial off the shelf reports shall have information on market participants, market shares, manufacturing location, capacity, capital expenditures, inventory, and utilization. Commercial off the shelf reports shall be provided with an accompanying data file containing quantitative information.

Access to the database identifying the list of reports shall be available to CPO, NIST and DoC staff. The reports shall be available to CPO, NIST and DoC staff.

The contractor shall provide commercial off the shelf reports on primary sources—such as key semiconductor industry participants—to delve into market trends and supply chains. A primary source refers to firsthand information collected by the contractor directly from industry participants or experts. The report shall have an accompanying narrative analysis explain the insights gleaned from the data. The reports shall include underlying data points in aggregated time-series format within accompanying files. To provide a comprehensive picture, reports shall incorporate a range of proprietary forecasts and supply chain models.

Specifically, CPO requires in-depth industry reports covering a range of specialized topics related to semiconductor manufacturing and end-costumer demand. For example, CPO is looking for reports on substrates and micro electromechanical systems (MEMS). These commercial off the shelf reports will assist CPO in evaluating the technical feasibility and commercial viability of potential applications.

CPO requires 15 commercial off the shelf reports on the following topics:

• microcontrollers,

• micro electromechanical systems (MEMS),

• silicon photonics,

• power silicon carbide semiconductors,

• radio frequency gallium nitride (GaN) semiconductors,

• power GaN semiconductors,

• the non-volatile memory industry,

• power electronics industry,

• processors,

• advanced substrates

• and other non-previously listed compound semiconductors.

Each report shall include the following information:

• Supply Chain analyses on key players

• Material and equipment suppliers

• Contextual information about the industry

• Industry forecasts

• Technology trends

• Industry developments (e.g., mergers, new entrants)

The contractor shall provide ongoing customer support and training services for user during the duration of the contract.
