STATEMENT OF WORK
3D digital image correlation (3D-DIC) software package
MML/643.10
I. BACKGROUND INFORMATION
The Security Technologies Group (STG) within the Materials Measurement Science Division is involved in a CHIPS Metrology-funded proposal to advance accurate cure kinetics, stress, mechanical properties, and warpage measurements for next-generation microelectronics packaging under device-relevant conditions. This project is aimed at overcoming key metrological challenges facing the U.S. semiconductor industry, especially in the sphere of advanced packaging. The industry currently confronts significant hurdles due to the dependency on overseas sources for polymeric materials, which are critical in advanced semiconductor manufacturing processes. Our goal is to develop state-of-the-art metrologies, methodologies, and database tools that can comprehensively characterize, test, model, predict, and validate the structure-processing-property relationships of these vital polymeric materials. The acquisition of a 3D digital image correlation (DIC) software package is a strategic necessity for the success of this project. The DIC system is essential for providing precise measurements of cure shrinkage and wafer-level warpage under varied environmental conditions for electronics packaging materials and packages, thereby aiding in predictive model development and validation, and improving the reliability and quality of semiconductor packages. Specifically, the DIC will be used for spatial-varying measurements of epoxy cure shrinkage, thermal expansion coefficient, and large-area warpage in materials and wafers used in advanced packaging under different humidity conditions. This procurement aligns with the CHIPS Mission by bolstering the domestic semiconductor industry's metrology capabilities to support the semiconductor ecosystem and foster innovation and competitiveness within the industry.
II. SCOPE
The Contractor shall provide a digital image correlation software package that includes both 2D (in plane motion and strain) and 3D (surface motion in and out of plane motion and strain) digital image correlation software. The contractor shall provide installation materials for the system under the Windows 10 environment at NIST and provide training. The contractor shall provide appropriate calibration objects for the use of the software.
III. MINIMUM REQUIREMENTS
The Contractor shall provide a system that meets or exceeds all technical specifications identified below. All items must be new. Used or remanufactured equipment will not be considered for award. Experimental, prototype, or custom items will not be considered. The use of “gray market” components that are not authorized for sale in the U.S. by the Contractor is not acceptable. All line items shall be shipped in the original manufacturer’s packaging and include all original documentation, when applicable.

System Requirements:
1. The DIC software shall provide non-contact full-field-of-view displacement vector field and strain tensor field measurements.
2. The DIC software shall be suitable for measuring strains in three spatial directions, for non-planar specimens, and for out-of-plane displacement.
3. The software shall include a built-in method for conducting a virtual strain gauge study on an example image.
4. The DIC software shall be able to measure strains from less than 200 µε. (0.01 % strain) to more than 50 % strain (recognizing that the actual range for a particular setup will be limited by the camera resolution and field of view).
5. The DIC software shall capable of being calibrated with less than 15 views of an appropriate calibration plate.
a. The DIC software shall include functions for calculating calibration metrics (camera focal lengths, lens distortion parameters, etc.) with reported estimated confidence intervals, savable as meta-data in the measurements.
6. The DIC software shall be capable of analyzing more than 4,000,000 data points (pixels).
7. The DIC software shall allow data to be exported for comparison by finite element software including but not limited to Abaqus (www.3ds.com/products/simulia/abaqus).
8. The DIC software shall include modules for material properties identification.
a. The Virtual Fields Method.
b. The Finite Element Model Updating Method
9. Capability to generate virtual image data from Finite Element Modeling outputs to calculate quantitative residuals between DIC and FEM data sets iteratively.
10. The DIC software shall allow displacement, strain, and motion data to be exported in formats including but not limited to .csv.
11. The DIC software shall be capable of working with cameras with 4 Megapixel or higher resolution.
12. The DIC software shall be capable of working with Photron high speed video cameras, including the Photron FASTCAM SA5.
13. The DIC software shall be capable of working with at least two camera inputs, with more preferred.
14. The DIC software shall run under Microsoft Windows 10, 64 bit.
15. The package shall include an instruction manual covering proper configuration, calibration, use, and trouble shooting.
a. The manual shall be supplied in electronic format, and may optionally be supplied in hardcopy in addition.
16. The package shall include two (2) sets of calibration plates appropriate for fields of view ranging from 10 mm square to 500 mm square or software that allows the design of an appropriate calibration plates.
17. The package shall include one (1) set of trigger timing and synchronization hardware with standard analog or digital output for four or more cameras that can be manually triggered or receive a trigger from an external source.
a. Minimum frame rate 0.01 Hz or lower
b. Maximum frame rate 1,000 Hz or higher
c. Camera frame synchronicity 10 µs or better
d. Compatibility with Allied Vision and/or Teledyne cameras
18. The package shall include at least one either perpetual or annual license for the software with the following components:
a. One full license for acquisition and analysis.
b. A second license that may be limited to offline analysis and data export only.
c. One companion floating dongle license and one physical software dongle license compatible with the annual software license
19. The package shall include at least one perpetual (buy once) license for the software with the following component:

Contractor shall provide pricing options for both two (2) perpetual licenses OR one perpetual and one annual license, including all necessary modulus.

NIST will choose either OPTION 1 or OPTION 2 with pricing according to the IGCE.
For the annual license option, two (2) additional annual license years shall be options. For the perpetual license option, two (2) additional service level agreement (SLA) years shall be options.

VII. DELIVERY TERMS
Delivery shall be F.O.B Destination and shall occur in accordance with the delivery due dates provided in the above table.
FOB Destination means: The contractor shall pack and mark the shipment in conformance with carrier requirements, deliver the shipment in good order and condition to the point of delivery specified in the purchase order, be responsible for any loss of and/or damage to the goods occurring before receipt and acceptance of the shipment by the consignee at the delivery point specified in the purchase order; and pay all charges to the specified point of delivery. The contractor shall deliver all Line Items to:

VIII. TRAINING
The contractor shall conduct training session for up to 3 users at NIST. The training shall provide a thorough demonstration of all system/solution functions, maintenance, data administration, and basic troubleshooting. The training may be completed at NIST Monday – Friday during the operating hours of 9:30 am to 6:00 pm Eastern time and may be conducted virtually.
IX. INSPECTION & ACCEPTANCE
In addition to the inspection and acceptance terms articulated in 52.212-4, the Government reserves the right to perform such performance tests and evaluations as defined below to verify specified system performance. Such tests and evaluations, if performed, shall be conducted within the environment that the system is to be operated. The Contractor has the right to be present during the tests and evaluations, if performed, at the Contractor’s expense.
NIST may choose at its discretion to forego this part of acceptance testing.
A visual inspection of the equipment will be performed by the NIST COR to identify surface defects or any form of indication that any equipment was damaged during transport to NIST. The Government shall have sole discretion to require repair or replacement of damaged and/or nonconforming supplies at no cost to the Government. The Government at any time prior to acceptance shall reject the equipment due to defects and/or nonconformance. The vendor is responsible for latent defects discovered any time after final inspection. However, the extent of its liability shall be prorated over the useful life of the equipment.
Ownership of the equipment shall transfer to NIST upon acceptance by the Government.
The Government will test, inspect, and accept or reject the equipment within 30 days of the installation of the equipment unless otherwise indicated above. The Government reserves the right to conduct quality assurance testing to confirm that a given instrument(s) meets the manufacturer’s and/or the Government’s performance specifications. It is anticipated that the equipment will meet all manufacturer’s specifications and/or the Government’s performance specifications identified in the most recent operations and maintenance manual for each piece of equipment and/or in this document.
X. WARRANTY
The contractor shall warranty the entire system for a period of a minimum of 1 year after receipt of the equipment and shall be in accordance with terms in FAR 52.212-4. Warranty shall commence upon acceptance of the system by the Government. The Contractor guarantees the full system performance of the system, including third-party accessories, if these components have been purchased through them and are covered under the Contractor’s Warranty or Service Contract. All costs including parts, labor, travel, and other expenses necessary to repair the system will be borne solely by the Contractor at no additional cost to the U.S. Government. The warranty must include unlimited telephone/e-mail support, during normal business hours, for questions regarding operation. All costs including parts, labor, travel, and other expenses necessary to repair the system will be provided solely by the contractor at no additional cost to the U.S. Government.
XI. PAYMENT SCHEDULE
Advance payment is not authorized. The Contractor must invoice in arrears according to the payment schedule. The Contractor shall be paid, in accordance with Net 30-day payment terms, upon receipt and acceptance of a proper invoice, in accordance with the following schedule:
1. 100% upon inspection and acceptance of fully delivered system.
NOTE: Partial shipments and partial invoices will not be accepted, unless otherwise requested and accepted by the Contracting Officer prior to award offer. Proposed payment schedules shall be submitted with vendor’s response to the RFQ for consideration.
