Statement of Work BMF Garment Laundry Service
1. Background Information
NIST-Boulder has a state-of-the-art research laboratory (the Katharine Blodgett Gebbie Building) to support the most sensitive research done at NIST. Included in this building is a Class 100 microelectronics fabrication facility, called the Boulder Micro-Fabrication Facility (BMF). Special cleanroom garments are required in order to enter the facility. The BMF requires a service to clean the cleanroom garments to semiconductor industry standards.
2. Scope of Work
Objectives The goal of this contract is to provide the BMF a service to launder and repair ISO class 5 cleanroom garments according to semiconductor industry standards for ISO class 5 cleanrooms.
General
a. The contractor shall:
i. Be ISO 9001:2015 certified for Providing Cleanroom Apparel and Other
Contamination Control Products and Laundering Services for Garments Used in Controlled Environments and Industrial. Apparel and other Ancillary Products for use in Industrial Applications.
ii. Provide a bid proposal which details all planned materials, consumables, travel, labor, equipment, and expenses.
iii. Provide evidence of experience of suppling a service to launder and repair ISO class 5 cleanroom garments according to semiconductor industry standards for ISO class 5 cleanrooms to at least 3 similar facilities with similar requirements to those in the statement of work. Evidence of this criterion shall be demonstrated with appropriate documentation.
b. Specific Requirements
i. On a date coordinated after award of contract, the contractor shall provide the BMF a service of cleaning and repairing cleanroom garments.
ii. The contractor shall provide the Government with reusable containers in which the cleanroom garments can be shipped between the Government and the contractor.
The contractor shall be responsible for providing new containers if ones become unusable or the Government requires additional containers due to an increase of suits that required to be laundered. These containers shall be sized such that they are able to be shipped using standard carriers’ services and shall not require a freight service.
iii. The contractor shall provide a cleaning service that shall consists of:
1. Receive cleanroom garments that the Government will ship on a weekly to monthly based on usage.
2. Deliver the garments to an ISO 9001:2015 certified facility for Providing
Cleanroom Apparel and Other Contamination Control Products and Laundering Services for Garments Used in Controlled Environments and Industrial. Apparel and other Ancillary Products for use in Industrial Applications.
3. Maintain a clean room-only facility to store, launder, and package the garments.
4. Provide a system where garments can be tracked. An example could be including a bar code on every piece of a cleanroom garment that can be scanned. The contractor shall add new items to the system, such as by adding a new barcode, to new items. This system shall include parts that are compatible for use in an ISO class 5 cleanroom.
5. Scan every garment upon receipt of merchandise at vendor location and provide NIST with a weekly scan report.
6. Launder and disinfect the garments to ISO 9001:2015 specifications for use in an ISO class 5 cleanroom. The contractor shall use deionized (DI) water with a resistivity of 16 ohm-cm or greater for this process. Examples of cleanroom garments to be laundered include, but are not limited to:
a. ISO class 5 cleanroom hoods
b. ISO class 5 cleanroom suits
c. ISO class 5 cleanroom boots
d. ISO class 5 cleanroom garment hangar organizers
e. ISO class 7 cleanroom smocks
7. Once laundered, the cleanroom garments shall be able to be used in an ISO class 5 cleanroom without contaminating the ISO class 5 cleanroom, as per semiconductor industry standards.
8. After the garments are cleaned, the contractor shall individually package each piece of the garments in double bags such that they can be transferred to an ISO class 5 cleanroom as per semiconductor industry standards.
a. The contractor shall sort garments by type, size, and color, and include them packaged together in a larger bag.
b. The contractor shall pair boots together with the same type, size, and color.
c. The contractor shall individually package any individual, unpaired boots.
9. Ship the laundered and packaged garments back to the Government so they are received within 10 days of receipt. The returned garments must be the same Government owned suits that were picked up.
iv. The contractor shall provide a garment repair service that shall consist of:
1. The contractor shall be able to repair damaged garments such that they are suitable for use in an ISO class 5 cleanroom.
2. During each garment delivery, The Government may provide the contractor with suits that are requested to be repaired.
3. The Government will sperate these garments and provide information about the repairs to be completed as appropriate.
4. The contractor shall provide an estimate for the repairs of each garment.
5. If the Government decides to proceed with the repair, the contractor shall repair the suit such that it can be used in an ISO class 5 cleanroom.
6. The contractor shall then launder, package, and deliver the suit as described in section 2.c.ii.
7. Garment repairs shall be changed to a separate repair line item.
v. The contractor shall provide a report detailing all the services that were performed to the garments upon garment delivery.
3. Period of Performance:

The government has its own inventory of cleanroom suits that will require servicing. No rental will be required under this contract.

The contractor shall provide a report detailing all the services that were performed to the garments upon garment delivery.

The BMF’s cleanroom garments are laundered and repaired in accordance with the guidelines in section 2b.
The technical requirements defined in the statement of work section 2 are performed in a timely manner as defined in section 2b.
The BMF’s cleanroom garments are laundered and repaired in a manner such that they are suitable for use in an ISO class 5 cleanroom.
Visual verification of the completed work and the BMF’s cleanroom garments are laundered and repaired in a manner such that they are suitable for use in an ISO class 5 cleanroom.
9. Travel The contractor shall cover all travel expenses.
10. Contractor Supplied Materials The contractor shall supply everything that is required for this service including but not limited to materials, consumables, travel, labor, equipment, and expenses.
11. Contractor’s Minimum Qualifications The contractor shall be ISO 9001:2015 certified for Providing Cleanroom Apparel and Other Contamination Control Products and Laundering Services for Garments Used in Controlled Environments and Industrial. Apparel and other Ancillary Products for use in Industrial Applications.
