STATEMENT OF REQUIREMENTS

TITLE: Ion Chromatography System to Couple to an Existing Triple Quadrupole Mass

Spectrometer

LAB REQUESTING SERVICE: Material Measurement Laboratory, Surface and Trace

Chemical Analysis Group

I. SPECIFICATIONS

The Contractor shall provide an ion chromatography system and all necessary parts to connect the system to a ThermoFisher TSQ Quantis. Options to extend the instrument warranty beyond one year must also be provided. The minimum specifications for these requirements are listed below.

Compatibility with Existing Technologies

• Must be fully interoperable with a ThermoFisher TSQ Quantis mass spectrometer

• Must be capable of being operated using the same workstation and same software as the

ThermoFisher TSQ Quantis

• Must be capable of operating on the same software package as the existing mass spectrometer. This system is currently operated by Chromeleon® software (Version

7.2.9). Vendors who propose using other software must demonstrate that other software is capable of running both the liquid chromatography system and the existing mass spectrometer

• Must come with any additional components necessary to integrate with a Thermo TSQ

Quantis aside from external auxiliary pumps

Ion Chromatography System

• Must be designed for the analysis of anionic species

• Must be capable of automated eluent generation of KOH from 0.1 mM to greater than 50 mM

• Must be capable of flow rates from 0.001 mL/min to 10.0 mL/min

• Must be capable of operating at pressures over 5000 psi

• Must be capable of at least 10 µL injections with an injection precision of +/-0.5% or better

• Must be capable of using 2 µm and 4 µm columns

• Must have less than 0.005 % carryover

• Must have an autosampler capable of handling at least 100 2 mL glass vials

• Must have a conductivity detector that is thermostated between at least the range of 20 ºC to 40 ºC with a stability of +/- 0.2 ºC or better

• Must have a column oven compartment that has settable temperatures up to at least 60 ºC with a stability of +/- 0.2 ºC or better

• Has a temperature programmable sample compartment with a temperature range of at least 5 °C to 40 °C

• Must include operations and maintenance manual in hard copy or electronic format.

Warranty

• The Contractor shall include at least a one (1) year warranty on the ion chromatography system which shall begin upon acceptance of the system from the Government.

• The warranty shall include the following:

o One routine and preventative maintenance visit per year to ensure long-term performance and reliability of the instrument.

o Dispatch of a technician for emergency service, within 72 hours, when the instrument becomes inoperable or fails to perform to specifications due to a failure in the instrument.

o Replacement of defective parts with parts approved for use by the Original Equipment

Manufacturer.

Options for Warranty Extension

• The Contractor shall include options for the extended warranty of the system in one-year increments for up to an additional three years.

• The extended warranty should include the following:

o One routine and preventative maintenance visit per year to ensure long-term performance and reliability of the instrument.

o Dispatch of a technician for emergency service, within 72 hours, when the instrument becomes inoperable or fails to perform to specifications due to a failure in the instrument.

o Replacement of defective parts with parts approved for use by the Original Equipment

Manufacturer.

Installation and training

The contractor shall unpack and setup the instrument, establish that the instrument is interoperable with the existing TSQ Quantis mass spectrometer, and remove all packaging.

Additionally, the contractor shall provide training for up to 3 NIST personnel instructing them on proper use, troubleshooting and basic system maintenance.

Service Tickets

The Contractor shall submit a service ticket prior to departure from NIST on any given service call for maintenance or repairs. The service ticket shall include the following:

a. Date and time of arrival to NIST.

b. Description of service performed.

c. Name and quantity of any parts that were repaired.

d. Name and quantity of any parts that were replaced.

e. Date and time of departure from NIST.

f. Diagnostic test results or narrative summary demonstrating that the instrument and/or accessories are meeting the performance standards.

g. Any comments or recommendations.

h. Signature of Contractor’s service person

i. Signature block for NIST personnel accepting the services rendered.

II. DELIVERABLES

All deliveries will be made to the following address:

National Institute of Standards and Technology
