Combined Synopsis/Solicitation

THIS IS A COMBINED SYNOPSIS/SOLICITATION FOR COMMERCIAL ITEMS PREPARED IN

ACCORDANCE WITH THE FORMAT IN FAR SUBPART 12.6-STREAMLINED PROCEDURES

FOR EVALUATION AND SOLICITATION FOR COMMERCIAL ITEMS-AS SUPPLEMENTED

WITH ADDITIONAL INFORMATION INCLUDED IN THIS NOTICE. THIS ANNOUNCEMENT

CONSTITUTES THE ONLY SOLICITATION; QUOTATIONS ARE BEING REQUESTED; AND A

WRITTEN SOLICITATION DOCUMENT (I.E. STANDARD FORM) WILL NOT BE ISSUED.

This solicitation is a Request for Quotation (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2022-06.

The associated North American Industry Classification System (NAICS) code for the requirement is 334516 – Analytical Laboratory Instrument Manufacturing. The small business size standard is 1,000 employees.

This is a full and open competition open market RFQ. Simplified acquisition procedures will be utilized.

BACKGROUND INFORMATION

In the Information Technology Laboratory (ITL) at the National Institute of Standards and Technology (NIST), research is performed in quantum communications and networking. The NIST ITL Applied and Computational Mathematics division seeks to understand the potential for quantum-based technology to transform computing and communications, and to develop the measurement and standards infrastructure necessary to exploit this potential. As part of this work, ITL requires time tagging electronics to perform time-correlated single-photon counting (TCSPC).

Offerors must submit all questions concerning this solicitation in writing electronically to Adam Powell at adam.powell@nist.gov. Questions must be received no later than August 19, 2022 1:00 p.m. Eastern Standard Time (EST). Any responses to questions will be made in writing, without identification of the questioner, and will be included in an amendment to the solicitation. Even if provided in other form, only the question responses included in the amendment to the solicitation will govern performance of the contract. (End of Provision).

CONTRACT LINE ITEM STRUCTURE

Offerors shall provide pricing for the following contract line item numbers (CLINs):

Note: All proposed equipment shall be new. Used or refurbished equipment will not be considered.

Experimental, prototype, or custom items will not be considered. The use of “gray market” components not authorized for sale in the U.S. by the Offeror is not acceptable. All line items shall be shipped in the original manufacturer’s packaging and include all original documentation and software, when applicable.

Time Tagging Electronics Module capable of meeting the following minimum requirements:

a) 4 input channels, with SMA connectors

b) Timing jitter not to exceed 42 ps (root-mean-square, RMS) per channel

c) 1 ps minimum bin size or smaller

d) Dead time 2.5 ns or shorter

e) Ability to accept an external clock input

f) Input signal range between -3 V and 3 V, with trigger level range between -2.5 V and 2.5 V

g) Maximum data throughput of 70 million events per second or higher

h) USB 3.0 computer interface

i) Software to automatically collect histograms and coincidences events between the channels, as well as to define virtual channels

0002 Warranty

In accordance with Federal Acquisition Regulation (FAR) 52.212-4(o), the Contractor shall provide, at a minimum, a three (3) year warranty for all items. The warranty shall cover all parts, labor, and travel.

The warranty shall commence upon successful completion of delivery and the Government’s acceptance.

Three (3) Years (YR)

DELIVERY

Delivery shall be coordinated with the NIST Designated Government Official (DGO) and Technical Point of Contact (TPOC) and shall occur no later than thirty (30) days after award.

INSPECTION & ACCEPTANCE

The Government will complete inspection and acceptance in accordance with Federal Acquisition Regulation (FAR) 52.212-4(a) no later than 10-days upon the Contractor’s completion of delivery.

A visual inspection of the items will be performed by the NIST TPOC to identify surface defects or any form of indication that the items were damaged during transport to NIST.

The Government will have sole discretion to require repair or replacement of damaged and/or nonconforming supplies at no cost to the Government. The Government, at any time prior to acceptance, will reject the items due to defects and/or nonconformance.

PAYMENT TERMS

One lump sum payment will be authorized upon completion of delivery and the Government’s acceptance.

ADDENDUM TO FAR 52.212-1 – INSTRUCTIONS TO OFFERORS

1. For the purpose of evaluation of Technical Capability:

Documentation and product literature, which clearly demonstrates that the items and services being quoted conform to the requirements identified herein.

2. For the purpose of evaluation of Price:

A firm-fixed price, F.O.B. Destination price quotation for the line items identified herein.

3. This is a open market unrestricted RFQ for a Time Tagging Electronics Module as defined herein. The Government intends to award a purchase order as a result of this solicitation that will include the terms and conditions that are set forth herein. In order to facilitate the award process, ALL quotations shall include a statement regarding the terms and condition herein as follows:

a. The offeror shall state “The terms and conditions in the solicitation are acceptable to be included in the award document without modification, deletion, or addition.”

OR

b. The offeror shall state “The terms and conditions in the solicitation are acceptable to be included in the award document with the exception, deletion, or addition of the following:…”

4. The Unique Entity ID # for the offeror’s active System for Award Management (SAM) registration. Quoters must have an active registration at www.sam.gov to be considered for award.

DUE DATE FOR QUOTATIONS

All quotations must be submitted via e-mail to adam.powell@nist.gov.

Quotations must be received no later than 5:00 p.m. Eastern Time August 22, 2022.

ADDENDUM TO FAR 52.212-2 – EVALUATION – COMMERCIAL ITEMS

The Government intends to award a firm-fixed price purchase order from this solicitation to the responsible offeror whose quotation, conforming to the solicitation, is the lowest price technically acceptable quotation.
