Amendment 0001:
The purpose of this amendment is as follows:
1. Extend the solicitation response date to August 4, 2022 @11:59pm
1. Amended NIST Requirements.
1. Provide an Amended Combined Synopsis Solicitation.
1. Answer the following questions from industry:
Industry Question #1 Can the response date be extended?
NIST Response: Yes, an extension has been set for requirement to respond by August 4, 2022 @ 11:59pm.
Industry Question #2 The optical requirements and the Field Of Regard make this a custom design. Section III says "custom items will not be considered". Please clarify.
NIST Response: This was written in error and per the Amended NIST Requirements has been removed.
Industry Question #3 A.20 discusses the bend radius of a data fiber run through the mount. We are familiar with this concern. With a small telescope of this size, the minimum, internal to the mount, bend radius may be fairly small.
NIST Response: This does not appear to be a question but we concur with the statement.
Industry Question #4 CLIN 0004 Will NIST be responsible for any damage including dust, moisture, etc. on the optics occurring at Gaithersburg? Repacking at Gaithersburg? Shipping damage from Gaithersburg to Cerro Paranal? During this 12 weeks, how will the telescope be protected? How will cleanliness be assured? As a minimum, this delay will require washing the primary mirror of the telescope. Who performs this task? Who provides the tools and equipment needed to wash the optics? The cleanliness of the optics could be a major cause of scattered light.
NIST Response: NIST will be responsible for damage that may occur to the optics when the telescope is at NIST/Gaithersburg. While at NIST the telescope optics will be covered and in a clean room. NIST will be responsible for having the primary mirror cleaned. NIST will be responsible for repacking and shipping to Paranal.
Industry Question #5 A.29 specifies rigging to be supplied by the contractor. Does the Government supply the crane?
NIST Response: The Government shall supply the crane. The contractor is responsible for the secure lifting and placement of the telescope with the crane.
