Amendment 0001:

The purpose of this amendment is as follows:

1. Extend the solicitation response date to July 7, 2022 @11:59pm

2. Provide an Amended Combined Synopsis Solicitation.

3. Answer the following questions from industry:

Industry Question #1 Can companies from Outside USA apply for this and perform tasks outside the USA?

NIST Response: Companies based outside the USA can apply for this acquisition as long as they can comply with requirements and are registered in the System for Management System for receipt of Government contracts.

Industry Question #2 Do companies need to be physically present for meetings?

NIST Response: No companies can meet virtually for required meetings.

Industry Question #3 Can companies submit proposals via email?

NIST Response: Yes, per the Combined Synopsis Solicitation attachment and general posting information for update email response is the suggested method for providing proposals/ quotations.

Industry Question #4 Is it likely that one or more CLINs will be purchased in the same year?

NIST Response: No, the Government intends to only award the base year at this time and if it is decided to exercise options it would occur before the end of the base year.

Industry Question #5 Would NIST like to work directly with the artists or through a project manager?

NIST Response: There is no specific preference. However, it is suggested to take a close look at the Statement of Work requirements and Combined Synopsis Solicitation document to decide the best management approach.

Industry Question #6 Is there in incumbent for this work?

NIST Response: Yes, there is an incumbent. NIST contract 1333ND21PNB680142 was awarded on March 23, 2021 to Sean Kelley to perform these services.

Industry Question #7 Will you award additional evaluation points for small businesses with socioeconomic certifications?

NIST Response: No, in accordance with the Combined Synopsis Solicitation posting, no preferences have been included for this procurement.

NIST Response: No, in accordance with the Combined Synopsis Solicitation posting, no preferences have been included for this procurement.

Industry Question #9 In the statement of work, there are five Contract Line Item Numbers, which I understand as options for renewal in subsequent years. Does this mean one should provide a firm-fixed-price quotation for each CLIN? If that’s the case, is it possible to include cost-of-living increases per CLIN?

NIST Response: Yes, please provide a firm-fixed price quotation for each CLIN. It is expected that each subsequent year will have cost-of-living increases built into the firm-fixed price for each CLIN.
