Specifications

Custom Optical Components

Background

The National Institute of Standards and Technology (NIST), Thermodynamic Metrology Group (TMG) requires a new high performance optical cavity to perform pressure measurements based on the refractive index of gas at very low pressures. The optics in this procurement will be used to construct an ultra-stable cavity for pressure metrology.

Minimum Requirements

The system shall meet the minimum requirements identified below. All items must be new.

Used or remanufactured equipment will not be considered for award. Experimental, or prototype will not be considered. The use of “gray market” components not authorized for sale in the U.S. by the proposer is not acceptable. All line items shall be shipped in the original manufacturer’s packaging and include all original documentation and software, when applicable.

CLIN 0001: The contractor shall provide the following:

All components shall be made from premium grade Ultra-Low Expansion Glass

1. Shall provide three (3) cells (optical cavity spacers) that meet the specifications in the following drawing:

2. Shall provide three (3) or minimum economically viable not to exceed 5 pedestal quantities that meet the specifications in the following drawing:

3. Shall provide ten (10) Flat Mirror Substrates with coatings that meet the specifications in the following drawing:

a. On Side 2 – anti-reflective 1542 nm only <0.25%

b. On Side 1 - 99.999 % HR at 1542 nm (at least >99.995 %)

c. A substrate diameter of 12.7 mm instead of 14 mm is acceptable.

d. A substrate thickness of 10mm (per the drawing below)

4. Shall provide ten (10) curved mirror substrate with coatings that meet the specifications in the following drawing:

a. On Side 2 - anti-reflective 1542 nm only <0.25%

b. On Side 1 - 99.999 % HR at 1542 nm (at least >99.995 %)

c. A substrate diameter of 12.7 mm instead of 14 mm is acceptable.

d. A substrate thickness of 10mm (per the drawing below)

5. Assembly requirements:

a. Optical contacting of mirrors to cell

b. Optical contacting or other chemical bonding of pedestal to cell

c. The cavity formed by lower mirrors and pedestal must meet UHV specifications

Delivery

Delivery shall be FOB DESTINATION and shall occur NLT 60 weeks ARO.

FOB Destination means: The contractor shall pack and mark the shipment in conformance with carrier requirements, deliver the shipment in good order and condition to the point of delivery specified in the purchase order, be responsible for any loss of and/or damage to the goods occurring before receipt and acceptance of the shipment by the consignee at the delivery point specified in the purchase order; and pay all charges to the specified point of delivery. PLACE OF PERFORMANCE

All work shall be accomplished at the National Institute of Standards and Technology, Gaithersburg campus. Normal duty hours are Monday through Friday, 8:30 a.m. to 5:00 p.m.

with the exception of Federal holidays. Work will be coordinated with the NIST Technical Point of Contact (TPOC) after the delivery.

Inspection and Acceptance

In addition to the inspection and acceptance terms articulated in 52.212-4, the Government reserves the right to perform such performance tests and evaluations as defined below to verify specified system performance. Such tests and evaluations, if performed, shall be conducted within the environment that the system is to be operated. The Contractor has the right to be present during all tests and evaluations at the Contractor’s expense.

Inspection and acceptance shall occur within seven (7) business days after receipt of 633 nm Laser system at NIST.

NIST personnel will verify laser control system meets technical standards post installation. The Government shall have sole discretion to require repair or replacement of damaged and/or nonconforming supplies at no cost to the Government. The Government at any time prior to acceptance shall reject items due to defects and/or nonconformance.

Warranty

The contractor shall warrant the entire system in accordance with the contractor’s standard commercial timeframe. Warranty shall commence after receipt and acceptance of the equipment and shall be in accordance with terms in FAR 52.212-4

Payment Schedule

The Contractor shall be paid, in accordance with Net 30-day payment terms, upon receipt and acceptance of a proper invoice, in accordance with the following schedule:

1. 100% after receipt and acceptance by the TPOC of fully delivered system, and

2. After the system demonstrates full operation to the required technical specifications set forth in this document
