Site Visit for the Glovebox Move
A SITE VISIT will take place on January 4, 2022 at 1:00 PM EDT. The site visit shall begin promptly at 1:00 PM EDT. The site visit will allow Contractors to view the spaces where the move and building work is to take place. Potential Contractors are strongly encouraged to attend the site visit. In no event shall failure to inspect the site constitute grounds for a claim after contract award. Attendees shall convene at NIST, Building 225, Entrance Area, 100 Bureau Drive, Gaithersburg, Maryland.
Site Visit Security Requirements PLEASE NOTE: Due to the Covid-19 outbreak, the following restrictions apply to the site visit.
- Limit two (2) visitors per contractor.
- All visitors to NIST campus must, either 1) have a NIST issued badge, or 2) be registered by a NIST employee as a visitor. Visitors must be registered in advance of date/time of visit to NIST campus.
- All visitors to NIST campus must follow the safety guidelines located at the link below, including: completing the COVID-19 Screening Questionnaire, wearing an appropriate mask/face covering at all times, and maintaining at least 6 feet (2 meters) of physical separation.

Contractors who are planning to attend the site visit shall e-mail their intention to attend to Tracy Retterer at tracy.bisson@nist.gov, not later than Noon on January 3, 2022 (by December 29, 2021 for non-U.S. Citizen attendees), with the following information:

For non-US Citizens, the following additional information will be required:

Failure to register will result in individuals being denied access to NIST, and subsequently, the site visit.
It is the sole responsibility of each Contractor to register for the site visit.
Contractors must pick up a Visitor's Badge at the Visitor's Registration Center located at the Main Gate (Gate A, off Bureau Drive). Please ensure all individuals bring photo identification or

they will be denied access to the facility.
Under the REAL ID Act of 2005, agencies, including NIST, can only accept a state-issued driver’s license or identification card for access to federal facilities if issued by states that are REAL ID compliant or have an extension.
NIST currently accepts other forms of federally issued identification in lieu of a state-issued driver’s license, such as a valid:
Passport; Passport Card; DOD’s Common Access Card (CAC); Veterans ID; Federal Agency HSPD-12 IDs; Military Dependents ID; Transportation Workers Identification Credential
(TWIC)

Statement of Work (SOW) Bldg 225 to Bldg 216 glovebox move
A B A. Background:
The glovebox is large and will not fit into elevators available in building 225. As such, the glovebox will need to be moved by crane out of the building through a window. It then can be delivered to building 216.
A B. Objective:

Move large glovebox from building 225 to building 216 on NIST campus. Removal of glovebox from third floor of 225 will require crane service, wall and window removal and reinstall (no new materials needed for window and wall so long as they are not damaged during removal/replacement). On moving to 216, the glovebox can be moved in service elevator
A C. Brief Scope of Work:
Estimated date of move: February 22, 2022 – February 25, 2022 Description of equipment:
MBRAUN Glovebox, double-sided Dimensions: 10' x 3'3", 6'8" tall, and base has wheels Weight: 1400 pounds Part Number: MBRAUN Project 15-181 Disassembly if required:
- Glovebox can be taken off base, two pieces are 42" and 39"
- 3" can be removed from top by removing pipes
- On the long dimension: 2' can be removed by detaching large and small antechamber, 1' can be removed by detaching small antechamber on opposite side.
Required Tasks:
Task 1 – Removal from building 225 Crane is required, along with crane operator and professionals inside the building for rigging the glovebox including any disassembly as required. This part of the move is coordinated with workers to take out walls as well as coordinate the removal of a window to take the glovebox out the side of the building
Glovebox removal from building 225, 3rd floor, room B355:
- Door to lab is 4' wide, 6'8" tall
- Hallways are 6' 10" wide and >7' tall

- Door to office is 2' 11", 6'8" tall- (*will require wall removal and reinstall of the same wall)
- Window will need to come out- window is 4'8" wide, (Coordination of project with another contractor to pull out and replace the same window (contract with window installation company))
- Grass/trees are directly outside window, crane can be located in parking lot on opposite side of 2nd floor breezeway, or elsewhere as determined by contractor for clearance needs.
Task 2 – Moving glovebox to 215 Glovebox must be moved to building 215 loading dock for delivery to 216

- There are accessible roadways to AML corridor
- AML corridor has a freight elevator 13'6" x 10' in building 215
- Passways to lab are minimum 5' wide
- Lab door (Bldg 216 G103) is 4'6" wide
Task 3 – Reassembly/Install in Bldg 216 Glovebox will be moved down the hall to building 216 and reassembled as needed

1. Security/Badging
We expect 1-2 days of work, max, so contractors will be signed in as visitors and escorted by NIST employees while on campus.
The contractors must be US CITIZENs. They should have either valid driver license or US passport.
Visitors must be re-registered for each new visit to NIST in the Visitor Registration System.
Temporary visitor passes are issued at the Visitor Center and may not exceed five days in duration.
Note: If the contractor has been on site 10 days within the year, the visitor must be entered in the NIST Associates Information System (NAIS) to obtain a NIST site access card (Yellow or Green as appropriate) to access the site. Contractors must verify their status in advanced of the work and verify that their site access will be valid for the date of the task order.
NIST campus access requirements include COVID-19 Exposure Mitigation.

2. Safety Plan - Prior to receiving a notice to proceed, the Contractor shall submit an Activity Hazard Analysis (AHA) to the Government for approval. Must cover removal of window, glovebox, and handling the crane.
3. Site Visit – The contractor should plan to make a site visit to NIST during the month of January for purposes of estimating the moving costs and setting the safety plan (2). Site visit will start at building 225 and will include setting possible location for crane placement and will end at building 216.
A F. Period of Performance:
• Period of performance for this task orders contract is estimated during the week of February 7, 2022 – February 11, 2022.
• The contractor shall use the time between task order award and Notice-to-Proceed to complete all NIST security requirements and prepare for moving activities following NTP.
• Contractor access will start at 7:30 AM to Building 301. Contractor will conclude their work daily at 4:00 PM.

INSTRUCTIONS:
System for Award Management (SAM) Registration
In accordance with FAR 52.204-7, the awardee must be registered in the System for Award Management (www.sam.gov) prior to award. Refusal to register shall forfeit award.
DUE DATE FOR QUOTATIONS
Offerors shall submit their electronic quotations, via email, so that NIST receives them not later than 11:59PM Eastern Time on January 11, 2021. E-mail quotations shall be submitted directly to the Contract Specialist at tracy.bisson@nist.gov
*This solicitation includes a site visit, see page 5-6 for details.*
Please reference the RFQ number in the subject line of email communications. Offerors quotations shall not be deemed received by the Government until the quotation is entered in the e-mail inbox set forth above.
Addendum to FAR 52.212-1, Quotation Preparation Instructions:
Technical Quotation (Vol. I), Past Performance (Vol. II) Price Quotation (Vol. III), Terms and Conditions (Vol. VI)
Incomplete quotations may be considered non-responsive and removed from further consideration.
Quotations shall be clearly and concisely written as well as being neat, indexed (cross-indexed as appropriate) and logically assembled. All pages of each part shall be appropriately numbered and identified with the name of the offeror, the date, and the solicitation number.
Volume I - Technical Quotation:
The offeror shall submit one (1) copy of their entire quotation, electronically, via E-mail to tracy.bisson@nist.gov and forest.crumpler@nist.gov . The technical quotation shall address the following:
Technical Capability: The offeror shall submit a technical description for the services it is proposing, which clearly identifies each requirement listed above. The offeror must demonstrate that its proposed services meets or exceeds each minimum requirement described within the attached Statement of Work document by providing a citation to the relevant section of its technical description or product literature. The offeror must not simply state they will meet or exceed the requirement; evidence must be provided. If applicable, evidence that the offeror is authorized by the original provider to provide the item(s) in the quotation should be included.
Volume II - Past Performance:

The offeror shall provide past performance information regarding relevant contracts over the past five (5) years with Federal, state, or local governments, or commercial customers. If the offeror intends to subcontract with another firm(s) for part of this requirement, that firm’s past performance information shall also be provided. If the offeror has no relevant past performance, it may include a statement to that effect in its quotation. The government reserves the right to consider data obtained from sources other than those described by the offeror in its quotation. It is recommended that 3-5 contracts be referenced.
The description of each contract/order described in this section shall not exceed one half page in length. For each contract/order, the offeror shall provide the following information:
1. Contract number;
2. Description and relevance to solicitation requirements including dollar value;
3. Period of Performance – indicate by month and year the state and completion (or “ongoing”) dates for the contract;
4. Reference Contact – If a non-Government contract, identify the name and address of the client with current telephone number and email address of a point of contact of the client responsible for the contract;
5. Contracting Office – If a Government contract (Federal or state), identify the Procuring Contracting Officer (PCO), administrative Contracting Officer (ACO), and Contracting Officer’s Representative (COR), and their names, current telephone numbers and email addresses.
6. Problems Encountered – include information regarding information regarding any problems encountered on the contracts described above and corrective actions taken to resolve those problems.
Volume III - Price Quotation:
The offeror shall submit one (1) copy of their entire quotation, electronically, via E-mail to tracy.bisson@nist.gov and forest.crumpler@nist.gov. The pricing quotation shall be separate from any other portion of the quotation. The offeror shall propose a firm-fixed-price quotation for each CLIN. Price quotations shall remain valid for a period of 90 days from the date quotations are due.

Volume IV - Terms and Conditions
Provisions
Offerors shall provide a completed copy of all provisions listed below:

Acceptance of Terms and Conditions (Addendum to FAR 52.212-1(b) (11)):
If the contractor objects to any of the terms and conditions contained in this solicitation, the contractor shall state "The terms and conditions in the solicitation are acceptable to be included in the award document with the exception, deletion, or addition of the following:" [Contractor shall list exception(s) and rationale for the exception(s)]. It is the sole responsibility of the contractor to identify in their quotation any exceptions to the terms and conditions of the solicitation. If the contractor does not include such a statement, the submission of a quotation in response to this solicitation will be regarded as the Contractor's acceptance of the Government's terms and conditions for inclusion into the resultant purchase order (PO).
Note: This procurement is not being conducted under the GSA Federal Supply Schedule (FSS) program or another Government-Wide Area Contract (GWAC). If an Offeror submits a quotation based upon an FSS or GWAC contract, the Government will accept the proposed price.
However, the terms and conditions stated herein will be included in any resultant purchase order, not the terms and conditions of the Offeror's FSS or GWAC contract, and the statement required above shall be included in the quotation.

EVALUATION CRITERIA

Evaluation Factors:
The Government intends to award a single purchase order (PO) from this solicitation utilizing simplified acquisitions procedures in accordance with FAR part 13. The Government reserves the right not to award a PO and to make an award without discussions based solely upon initial quotes.
Evaluation Factors
Award shall be made to the offeror whose quotation offers the best value to the Government price and other factors considered. The Government will evaluate quotations based on the following evaluation criteria: 1) Technical Capability 2) Past Performance and 2) Price.
Technical Capability and Past Performance when combined are approximately equal to price.
An Offeror's failure to address any factor may be considered indicative of the Offeror's lack of understanding of the Government's requirements and may result in the offer being determined unacceptable.
Technical Capability: Evaluation of technical capability shall be based on the information provided in the quotation. NIST will evaluate whether the offeror has demonstrated that its proposed services meet or exceeds all minimum tasks. Quotations that do not demonstrate the proposed services meets all required tasks will not be considered further for award. If an offerors technical description and/or product literature does not indicate whether its proposed services meet a certain minimum task, NIST will determine that it does not meet the requirements.
Past Performance: The Government will evaluate the Offeror's past performance information and, if appropriate, its proposed subcontractors' past performance to determine its relevance to the current requirement and the extent to which it demonstrates that the offeror has successfully completed relevant contracts in the past five years. In assessing the offeror's past performance information, NIST will evaluate, as appropriate, successful performance of contract requirements, quality and timeliness of delivery of services, communications between contracting parties, proactive management and customer satisfaction. Evaluation of this factor will be based on information contained in the technical portion of the quotation and information provided by references. The Government will evaluate past performance information by contacting appropriate references, including NIST references, if applicable. The Government may also consider other available information in evaluating the Offeror’s past performance. The Government will assign a neutral rating if the offeror has no relevant past performance information.
Price: The proposed price will be evaluated. The evaluation will determine whether the proposed prices are reasonable in relation to the solicitation requirements. Prices must be entirely compatible with the technical portion of the quotation.

(ii) Cover telecommunications equipment that cannot route or redirect user data traffic or cannot permit visibility into any user data or packets that such equipment transmits or otherwise handles.
(2) Section 889(a)(1)(B) of the John S. McCain National Defense Authorization Act for Fiscal Year 2019 (Pub. (d) Comptroller General Examination of Record. The Contractor shall comply with the provisions of this paragraph (d) if this contract was awarded using other than sealed bid, is in excess of the simplified acquisition threshold, as defined in FAR 2.101, on the date of award of this contract, and does not contain the clause at 52.215-2, Audit and Records-Negotiation.
(1) The Comptroller General of the United States, or an authorized representative of the Comptroller General, shall have access to and right to examine any of the Contractor's directly pertinent records involving transactions related to this contract.
(2) The Contractor shall make available at its offices at all reasonable times the records, materials, and other evidence for examination, audit, or reproduction, until 3 years after final payment under this contract or for any shorter period specified in FAR Subpart 4.7, Contractor Records Retention, of the other clauses of this contract. If this contract is completely or partially terminated, the records relating to the work terminated shall be made available for 3 years after any resulting final termination settlement. Records relating to appeals under the disputes clause or to litigation or the settlement of claims arising under or relating to this contract shall be made available until such appeals, litigation, or claims are finally resolved.
(3) As used in this clause, records include books, documents, accounting procedures and practices, and other data, regardless of type and regardless of form.
