Questions and Answers: Decommissioning Study

Questions Responses

1. Will NIST please provide the SCA Wage

Determination that was referenced as an attachment to the RFP?

Yes, this will be provided.

2. Will NIST please clarify the training requirements for access/work. Will NIST provide general employee and rad worker training required by the license? If not, please provide the appropriate training documents.

The contractor is responsible for radiation safety training for their workers. NIST will provide site-specific requirements and guidance.

3. Do NIST procedures require a specific level of OSHA training for this scope of work?

No.

4. In order to provide an accurate and complete proposal can NIST please room dimensions, CAD drawings, or as-built drawings for buildings/rooms associated with SNM 362 and the accelerator?

NIST can provide the square footage of the facilities. The room drawings can be made available per request to OFPM once the contract is in place.

5. Of the 200 rooms, in how many did licensed activities actually take place and what is the square footage of each?

Licensed activities have taken place in all the rooms referenced. A list with the labs and associated square footage will be provided.

6. Will NIST please provide radiological and other constituents of concern information for the facilities?

Yes, NIST will share the current designation of MARSSIM classification of the labs based on operational experience.

7. What, if any, are there hazardous constituents associated with the facilities?

There are chemicals present in active radiation labs, but controlled like the radioactive materials.

8. Does NIST have existing procedures and/or work plans required for work to be completed for any on-site work, such as sampling procedures to be followed, etc.?

NIST will ask the contractor to provide work plans for how they will sample areas such as the old accelerator facilities.

9. Will NIST make the last study or filing for the NIST licensed facilities covered under this solicitation available to bidders?

Yes.

10. Can past performance projects be extended to be within 5 years?

Yes.

11. Will NIST accept past performance projects that are in process with work scope completed such as scoping surveys, plans, etc.)?

Yes.

12. The scope of work includes a Performance Requirement summary that appears to tie with the 13 identified Work Requirements.

If that is the case, are work requirements 10-13 to be included in the table with desired outputs? If so, will NIST please provide an updated table?

The table has been revised to add deliverables for tasks 11, 12, and 13.

13. Will questions and answers be made available to all bidders?

Yes.

14. Based on the information needed to submit a comprehensive proposal and cost proposal, will NIST please extend the due date to August 5th?

At this time the Government does not expect to extend the due date. Vendors may request extensions closer to the due date.

15. Will NIST extend the question due date to two days after the site walk?

Vendors may submit questions to the Government after the site visit. The Government will review and responded to questions asked.

16. Quotation Preparation Instructions, 12 pt TNR font is required for text. Can a smaller font be used for tables and graphics?

Yes, the smallest font size can be 10 pt.

17. Quotation Preparation Instructions, Factor 2

- Management Approach - Experience, references implementation of quality assurance plan during migration. Please clarify migration work as it related to the Decommissioning Funding Estimate Study.

This factor will be corrected

Management Approach - Experience, references as it related to the Decommissioning Funding Estimate Study.

18. Quotation Preparation Instructions, Volume II, Price Quotation indicates a firm fixed price for each decommissioning study. No pricing schedule is provided with the solicitation documents. Please confirm a single firm-fixed price is requested for the Decommissioning Funding Estimate for SNM-362 License and NIST Accelerator Facilities.

Yes, a single firm-fixed price is requested to be inclusive of labs under the SNM-362 license and the NIST Accelerator Facilities.

19. Statement of Work, Government-Supplied Facilities and Materials, Item #1 lists survey instruments and laboratory assistance available to the contractor, however NIST Radiation Safety Division utilization takes priority over contractor access. Can NIST provide an estimate of average laboratory capacity available to the contractor?

Yes, NIST can provide access to lab equipment for quick checks having enough capacity for alpha/beta and gamma proportional counting and LSC. The use of NIST equipment is not intended to replace contractor laboratory analysis.

20. Statement of Work, Government-Supplied Facilities and Materials, Item #4 lists handling equipment, tools, and materials the contractor is required to provide for performance of tasks. Some consumables or tooling may become contaminated during sampling and cannot be decontaminated and free released.

NIST can assume the disposal responsibility for contaminated equipment, but it should be quoted as an option to have the contractor dispose.
