Quoters are advised to comprehensively review the complete solicitation package paying special attention to the following sections:

-STATEMENT OF WORK for the intended indefinite delivery/indefinite quantity (IDIQ)contract, begins on

Page 8;

-MOCK TASK ORDER NUMBER 1 statement of work, begins on page 14;

-MOCK TASK ORDER NUMBER 2 statement of work, begins on page 19;

-EVALUATION CRITERIA, begins on page 24;

-Federal Acquisition Regulation Clause 52.212-1INSTRUCTIONS TO OFFERORS—COMMERCIAL

PRODUCTS AND COMMERCIAL SERVICES, begins on page 26; and

-ADDENDUM TO 52.212-1, begins on page 29.

The following questions and responses are hereby provided.

QUESTION #1: The overall RFP is for a year to be a venue for NIST to consider for future meeting while the meeting facility is being renovated correct?

OR

Is this RFP just for the one meeting May 15 – 19, 2023

RESPONSE #1: Request for Quotation (RFQ) number 1333ND22QNB100159 intends to establish one or more indefinite delivery/indefinite quantity contract(s) for conference space, audio-visual services for in person and virtual meetings, catering, administrative, and on-site support for a period of one year with three one-year option periods.

(Reference Page 3 of the RFQ).

Two MOCK TASK ORDERS are included in the solicitation. Quoters must provide a technical quotation and a price quotation for each of the two mock task orders. A firm fixed price quotation must be provided. The mock task orders do not constitute actual orders for which work will commence after award. The mock task orders are for evaluation purposes only.

(Reference Page 32 of the RFQ)

The Contractor shall provide a firm fixed price for each mock task order. While the pricing for the mock task orders will not constitute actual task orders, the proposed prices will be evaluated for reasonableness, and to further determine the quoter’s understanding of the work required. Proposed prices must be entirely compatible with the technical portion of the quotation for each mock task order.

(Reference Page 25 of the RFQ)

MOCK TASK ORDER NUMBER 1

Begins on page 14 of the RFQ

The Contractor shall provide meeting room space and audio-visual equipment for a

HIPAA Security Conference. The purpose of this scientific conference is to address the dynamic and challenging environment faced by all organizations that encounter health records or information.

MOCK TASK ORDER NUMBER 2

Begins on page 19 of the RFQ

The venue shall provide meeting requirements for the CCMPV7 Conference. The meeting space shall be located in the Washington, DC area. The meeting shall be conducted May 16-18, 2023. NIST anticipates between 60-120 attendees.

QUESTION #2: If we do not have space large enough to accommodate 200 in one meeting space should we even consider biding? Our largest meeting room holds 100 people comfortably. If no would Nist still be interested in Sleeping room rates? Or if this just for meeting space?

RESPONSE #2: The statement of work for the IDIQ defines all solicitation requirements. In a multiple award environment, the Government has the discretion to award to a quoter that can meet most of the requirements, but not all, depending on quotations received, and if it is determined to be in the Government’s best interest to do so.

Whether or not to quote is 100% business decision on the part of the Contractor.

QUESTION #3: The rfp asks for the peak sleeping rooms to be Tuesday May 16, Wednesday, May 17 and

Thursday May 18 (40 rooms each night). But it also states that the meeting space is to be from May 16-18. Generally this is incorrect; Generally the sleeping rooms are ahead of the meeting space; for example – a meeting on Tuesday, Wednesday, Thursday would have the sleeping rooms on Monday, Tuesday and Wednesday.

Can you shed any light on this for this meeting?

RESPONSE #3: The requirement is within the statement of work for a mock task order. Please provide a firm fixed price quotation for this mock task order for the requirement as written.

QUESTION #4: We would have loved to bid but our function spaces fall short of the required capacities. However, our hotel has been fully renovated very recently and therefore, may

I ask, if we could bid partially for the lodging component.

RESPONSE #4: Reference the response to Question #2.

QUESTION #5: As it turns out, the event space has already been contracted for that whole week. Are your dates flexible for this program? If they are not flexible, is there another hotel I can check availability for you?

RESPONSE #5: Please review the complete solicitation and the responses herein. Whether or not space is available for dates cited in the mock task order statements of work is not relevant.

QUESTION #6: Please be advised that our SAM.gov re-registration is submitted and pending. We are awaiting confirmation. If for whatever reason we do not receive confirmation from

SAM.gov prior to July 1st – will this affect our ability to be considered?

If you require documented proof of our submission to SAM.gov – I can provide that with the bid.

RESPONSE #6: The solicitation requires that quoters have an active SAM.Gov registration to be considered for award. However, if the Contractor has not had a SAM.Gov registration in the past and provides documentation of its pending submission to SAM.Gov, the quotation will be considered.

Please note that this exception will not apply to quoters whose SAM.Gov registration is “inactive” at the time the quotation is submitted.

QUESTION #7: Is the purpose of this bid to be exclusive in the next 1-3 years with NISTs needs?

RESPONSE #7: Any resultant contract(s) will be utilized solely for events hosted by NIST.
