Prototype of Water Heater with Legionella Control
Background
The Energy and Environment Division develops measurement science, predictive models, and performance metrics to improve the energy efficiency of building components and systems, reduce building related CO2 emissions, enhance the quality of the indoor environment, and improve the building design and construction process through the integration of information, communications, sensing, and automation technologies.
Opportunistic pathogens in premise plumbing systems (OPPPs) are responsible for tens thousands of infections in the US each year and the rate of exposure is increasing. One pathogen of highest interest in the US is legionella pneumophila because it is causes Legionnaires’ Disease, which is often fatal. In 2019, Energy and Environment Division staff devised a concept for a novel water heating system that may be capable of eliminating live legionella in building plumbing systems, which is the primary route of exposure to humans.
The system works by elevating the water in the storage tank to a very hot (>160F) temperature, and then removing thermal energy to lower the temperature to a safe level (~120F) before routing it to the building plumbing network. By elevating the temperature to this atypical temperature, the microorganisms cannot survive and are therefore will be unable to infect people through the plumbing system. The system incorporates a water-to-water heat exchanger to simultaneously reduce the exiting water to a temperature safe for distribution and use the recovered energy to preheat the water entering the system.
This concept was presented at a conference in September 2019 and NIST filed a provisional patent application on this technology shortly thereafter. This purpose of this procurement is to develop and acquire a prototype of such a system and gather some preliminary information on its performance and operation. This procurement will enable NIST to perform research using such a system.
Objective
The National Institute of Standards and Technology (NIST) is seeking a contractor to design, build, and instrument a prototype of the water heating system that is described in the attached (Attachment 1) conference presentation from 2019 by David Yashar titled: “A Novel Water Heating System for Pathogen Control”.
This is a Firm Fixed Price type contract.
Scope of Work
Contract Line Item (CLIN) 0001: The Contractor shall provide all labor, materials, travel, and effort to meet the following minimum requirements: The contractor must perform the tasks described in the following section and deliver a prototype that meets or exceeds the parameters in this section.
PAGE 5 OF 27 1333ND21QNB730030
The prototype will be an experimental apparatus that NIST intends to use for future research, therefore it must be compatible with NIST’s facilities. The prototype must fit completely within a space of 36” diameter and 84” in height and operate on 240V 60 Hz electricity in order to ensure compatibility. The contractor shall build the prototype using a 45-55-gallon electric water heater used as the base unit.
The contractor shall complete the following tasks:
Task 1: The contractor shall develop a conceptual design and drawings of the prototype for approval by NIST. These design plans and drawings must include:
- Dimensions, materials, layout, and location of all major components (tank, heat exchanger layout and configuration, and piping diagram)
- The incoming water line must include a valving arrangement so that it can pass through the heat exchanger in either direction, allowing the heat exchanger to operate in either counter-flow or parallel flow configuration, and also allow for an arrangement where incoming water bypasses the heat exchanger altogether in order to perform baseline system tests which may be needed for comparative studies.
- The system must be able to achieve water temperature in excess of 160F at the hottest point, i.e.
the exit of the tank, and must be able to ensure temperature exiting the overall system is between 125F +/- 5F.
- The pressure rating within the system must be 150 psig or higher. All joints assembled by soldering must be done with lead free solder or any other means that are suitable for contact with potable water. In order to achieve acceptable pressure rating, ferrule compression type fittings or other couplings may be used to assemble the prototype in lieu of soldering. The system must be capable of allowing flow at a rate greater than 3 gallons per minute with a head pressure of 60 psig.
- Must be able to allow insertion of at least 6 thermocouples, as prescribed in the Department of Energy’s consumer water heater test procedure (CFR 430 Appendix E, Subpart B); specifically, the in-tank temperature sensors shall be inserted through one of the existing ports in the top of the water heater (e.g., the anode rod port or temperature/pressure relief valve opening). In addition, the design assembly shall ensure the ability to measure the water temperature between the storage tank and the heat exchanger, both for water entering and leaving the tank.
Task 2: Upon final approval of deliverable from task 1, contractor shall procure all components and assemble the complete system.
Task 3: The contractor shall perform tests to verify the system performance to achieve or exceed the performance target parameters (temperatures and flow rates) and to quantify the energy consumption.
The tests shall be performed according to the Department of Energy’s consumer water heat test procedure. Prior to conducting the performance testing, the Contractor shall notify the NIST technical point of contact at least 2 weeks prior to allow the NIST technical point of contact to https://www.law.cornell.edu/cfr/text/10/appendix-E_to_subpart_B_of_part_430
PAGE 6 OF 27 1333ND21QNB730030
travel to the Contractor’s site and witness the tests. NIST shall be responsible for all travel costs of the NIST technical point of contact.
Task 4: The Contractor shall prepare and provide installation, operation, and maintenance instructions, and a list of all major system components including their technical specifications.
Task 5: The Contractor shall securely package and ship the system to NIST, Gaithersburg, MD.
The Contractor shall insure the shipment for the replacement value.
Delivery shall be FOB DESTINATION. NIST anticipates delivery not later than six months after date of award, however, delivery shall not take place until the contractor coordinates with the designated TPOC and Contracting Officer. Prior to shipment, the Contractor must ensure NIST’s campus is open and accepting deliveries. If the restrictions of access to the campus impacts delivery schedules, a modification shall be executed by the CO to establish an extended delivery timeframe.
FOB Destination means: The contractor shall pack and mark the shipment in conformance with carrier requirements, deliver the shipment in good order and condition to the point of delivery specified in the purchase order, be responsible for any loss of and/or damage to the goods occurring before receipt and acceptance of the shipment by the consignee at the delivery point specified in the purchase order; and pay all charges to the specified point of delivery. The contractor shall deliver all items to:
National Institute of Standards and Technology (NIST) 100 Bureau Drive Building 226, Room B320 Gaithersburg MD 20899-0001
Please note that NIST is a controlled access facility. Any delivery personnel must be a U.S citizen or a U.S. permanent resident.
Task 6: The contractor shall summarize all activities performed as part of this contract in a report describing the system, its design, and the results of the tests performed on the system.
Place of Performance
All work shall be performed at the contractor’s facility.
