Amendment 0002

The purposes of this amendment are to:

1. Provide an amended version of the Statement of Work

2. Publicly provide answers to inquires posed by interested parties.

Question 1 Based on a review of NIST’s site it appears Google Drive is acceptable, was the previous amendment related to the following task a typ? Task 3: The Contractor shall create and maintain a complete web-based online archive, organized in order by date completed, of all graphics products produced for Tasks 1 and 2 above that is accessible at any time by the NIST TPOC.

NIST Answer: Yes the previous amendment was a typo, Google Drive is acceptable to use as the online archive.

Question 2 In regard to the answer on the previous amendment, when you say "It is acceptable to have a folder on the vendor’s site for providing the web-based archive service”, does this folder need to be access protected in any way? Or can it be publicly available to anyone with the url?

NIST Answer: The folder can be password-protected, although it doesn’t need to be. All of the work products, including pre-final versions, are owned by NIST and are therefore automatically in the public domain. The site should be inherently private because there will be no links to it from anywhere.

Question 3 The Statement of Work (SOW) stated one of the requirements as: "Bachelor’s or advanced degree in physical sciences from an accredited university, physics preferred, and ability to read and generally understand the contents of scientific journal articles in advanced physical sciences." We believe the tasks stated here can be accomplished by a competent 2D/3D Graphic Artist/Designer(s), does this effort need bachelor or advanced degree?

NIST Answer: See attached Amendment 0002: Statement of Work for the following changes. While it is not required for the artist to have an advanced degree in the physical sciences, a Contractor employed subject matter expert in the physical sciences who can direct the illustrator is required. This is a requirement per the need for the Contractor to be capable of independently reading and generally understanding the contents of scientific journal articles. That is necessary because NIST needs the illustrator or Contractor to have a subject matter expert with knowledge of advanced physics in order to allow the illustrator to sufficiently complete the required work.
