STATEMENT OF REQUIREMENTS (Revised 2/28/22)

TITLE: Gas Chromatograph with Mass Spectrometric and Flame Ionization Detectors and

Liquid Autosampler

BACKGROUND

The Chemical Sciences Division (CSD), in the National Institute of Standards and Technology

(NIST) Material Measurement Laboratory, serves as the Nation's reference laboratory for chemical measurements and standards to enhance U.S. industry's productivity and competitiveness, assure equity in trade, and provide quality assurance for chemical measurements used for assessing and improving public health, safety, and the environment. The Organic Chemical Measurement

Science Group within the Chemical Sciences Division (CSD) of the Material Measurement

Laboratory, at NIST is responsible for chemical measurements leading to the certification of a large number of food, botanical, environmental, and forensic Standard Reference Materials

(SRMs). Currently, the Organic Chemical Measurement Science Group is developing analytical methods and candidate reference materials for important chemical species and contaminants in natural product samples including botanical dietary supplements and Cannabis (hemp and marijuana) materials. One of the tools available to the CSD for the characterization of SRMs and other complex samples is the gas chromatograph/mass spectrometer (GC/MS). Through its use of

15 m to 100 m long fused capillary columns, this instrument enables the separation of complex natural mixtures. In addition, the mass spectrometer enables selective detection of specific target analytes as well as qualitative screening for non-targeted species. This type of instrument has been used for the characterization of specific organic species in a wide variety of SRMs. We currently have five GC/MS instruments in the Organic Chemical Measurement Science Group, suitable for routine to challenging sample analyses. These systems range from 10 to nearly 24 years old with only one system capable of remote access and four systems incapable of remote access due to obsolete operating systems (Windows XP). In addition, a GC/MS equipped with a flame ionization detector (FID) would provide a single instrument capable of identifying impurities in candidate calibrant materials by GC/MS and subsequently quantifying those impurities by GC-

FID. A new GC/MS with FID would significantly upgrade the group’s capabilities for targeted and untargeted analytes in cannabis related samples and many other SRM measurements, as well as enable remote access for method development and data analysis

SPECIFICATIONS

BASE LINE ITEM:

Physical characteristics and instrument specifications:

The system shall meet or exceed the following minimum specifications:

a. The instrument shall be of a bench-top design (≤2 ft 5 in deep and ≤4 ft wide).

b. The instrument shall include a high capacity autosampler supporting ≥ 100 liquid samples at 2 mL each in a single unattended measurement and allow for temperature regulation of the vial tray down to 5 °C. The sample introduction system shall be capable of injecting

0.2 to 5 µL directly into a 0.25 mm (internal diameter) capillary installed in an on-column injector or into a split/splitless injector.

c. The instrument shall include a computer, two monitors, instrument control and operation software to perform full scan, selected ion monitoring, and FID acquisitions. The computer used for instrument control and data acquisition shall be new original equipment manufacturer (OEM) equipment, with a Microsoft Windows 10 operating system and 2 network interface cards, if the GC/MS modules communicate by IP addresses. The system shall include an i9 processor or faster, at least 16 Gb RAM, six or more USB ports, and a 1 Tb SSD. The computer system shall also consist of two (2) 24-inch monitors with a minimum resolution of 1920 x 1080 dpi. The computer system and monitor shall not consist of any refurbished materials. Data reporting (e.g., integrated peak areas) shall be exportable to Microsoft Excel for subsequent processing.

d. The gas chromatograph (GC) oven shall be wired for 120 V, capable of sub-ambient temperatures and temperatures of up to 450 °C with the two injectors (on-column and split/splitless) capable of tracking the temperature of the GC oven.

e. The GC shall include a flame ionization detector (FID) controlled and monitored from the instrument control and data acquisition software. The FID shall have a sensitivity of at least 10-12 grams/second and a linear range of 106.

f. The mass spectrometer (MS) shall be equipped with a turbomolecular vacuum pump, an oil-free roughing pump and shall have GC interfaces and ionization sources capable of electron ionization (EI), positive chemical ionization (PCI), and negative chemical ionization (NCI).

g. The MS shall be equipped with dual filaments and be capable of a scan range from 2 m/z to 1050 m/z at a scan speed of >15,000 atomic mass units per second (amu/s).

h. The MS instrument detection limit (IDL) for octafluoronapthalene (OFN) shall be ≤ 10 fg for EI mode and ≤ 100 fg for PCI mode for the mean response from eight sequential 1 µl injections. For NCI, the OFN IDL shall be ≤ 10 fg. The prospective contractors shall specify the GC and MS conditions and signal-to-noise ratios for these IDLs so that fair comparisons can be made between contractors.

i. The contractor shall provide features that would enhance remote access for instrument control and data acquisition including both software and hardware. Examples of software features would include those allowing complete remote control of instrument operation including tuning and data acquisition. Related hardware features would include a temperature controlled vial tray that would preserve samples in the tray (see b. above) and a camera that would allow the operator to monitor instrument operation remotely.

j. The contractor shall provide one (1) electronic copy in PDF format of the operations and maintenance manual covering proper operation, routine maintenance, and troubleshooting for the instrument and controlling software to the NIST Technical Point of Contact

(TPOC).

Installation:

The Contractor shall install the equipment in Building 227, Room A126, at NIST Gaithersburg, MD. Installation will take place during normal business hours, between 8:30 am and 5:00 pm

Eastern Time, Monday through Friday except Federal Holidays, and will be coordinated with the

NIST Technical Point of Contact (TPOC). Installation is to occur within 30 calendar days after delivery of equipment.

Training:

The Contractor shall provide training at NIST Gaithersburg, MD for up to 5 NIST personnel covering normal operation, troubleshooting, and routine maintenance. Training will be provided during normal business hours, between 8:30am and 5:00pm Eastern Time, Monday through

Friday, except Federal Holidays, and will be coordinated with the NIST TPOC to ensure maximum availability of NIST personnel. Training shall occur within 30 calendar days of installation and acceptance.

Initial Warranty:

The Contractor shall provide a one-year warranty for the system as part of the item cost. The warranty period shall commence upon successful completion of delivery, installation, training and demonstration of all required specifications. All instrument hardware including the gas chromatograph, mass spectrometer and associated roughing and tubo molecular pumps, and liquid autosampler shall be covered. In addition, the data system computer and software shall also be covered by the one-year warranty. The warranty shall cover all parts, labor, and travel necessary for an on-site repair. Only new OEM certified parts shall be used in the repair and maintenance of the instrument. During the warranty period, the Contractor shall perform two preventative maintenance services that include cleaning or replacement of parts as needed and verification that the system is operating within the minimum performance criteria (see Table 1, above). During the warranty period, the Contractor shall provide telephone support during normal business hours. The Contractor shall respond to NIST personnel not later than two hours after receiving a request for service or technical support. Should any software updates become available during the warranty period, those updates will be installed on the NIST instrument at no additional cost to NIST.

For each service request under the warranty period, the Contractor shall provide a written service report detailing the time of arrival at NIST, all services that were performed, documentation showing that the equipment is operating at the required specifications, and time of departure from NIST. The detailed service report (electronic copy) shall be provided to the TPOC upon completion of the service request.

OPTION LINE ITEM: Options 1 – 3. Extension of Warranty:
