Statement of Work: Online Database of Safety Data Sheets 1 Version 2.0 7-27-2021
TITLE: On-line Database of Safety Data Sheets (SDS) Licenses
General Statement of Need
Federal regulations require that a Safety Data Sheet (SDS) be “readily available” for all hazardous materials. The SDS is a primary source of chemical hazard information and is critical for keeping staff aware of chemical hazards and for providng information to emergency responders at chemical incidents.
NIST requires access to an on-line comprehensive and searchable database of SDSs to obtain required SDSs.
Background The National Institute of Standards and Technology (NIST) is an agency of the U.S. Department of Commerce. NIST's mission is to promote U.S. innovation and industrial competitiveness by advancing measurement science, standards, and technology in ways that enhance economic security and improve our quality of life. NIST’s mission is carried out primarily through the operation of facilities in two locations: Gaithersburg, Maryland and Boulder, Colorado. NIST employs about 3,000 scientists, engineers, technicians, and administrative personnel. About 1,800 NIST associates complement the staff.
Objective The objective of this solicitation is to purchase access to a online SDS database for all NIST Employees.
Scope/General Requirements
1. Task 1: Access to a online SDS Database
a. The contractor’s database must include vendor generated SDSs and SDSs authored by the contractor that are searchable by standard chemical names, synonyms, commercial product names, and CAS numbers.
b. The database must have at least 30,000,000 Vendor SDSs and SDSs authored by the contractor. The current SDSs must meet the format and content requirements of current OSHA Hazard Communication Regulations.
c. The SDS database must be accessible to all NIST employees. Access must be controlled though IP address recognition, such that any individual with a NIST e-mail address can access the database without the use of a username or password.

d. Up to three employees allowed access concurrently.
