Statement of Work NIST NAIS User Support Services

Background NIST is requesting services to support users of the NIST Associates Information System (NAIS).

Each year, NIST hosts more than 3,000 NIST Associates (NAs), including foreign and domestic guest researchers, research associates, contractors, facility users, and other non-NIST employees.

NAIS supports the process of bringing NAs to the NIST campus or allowing them access to NIST resources. NAIS is an internally developed system that automates the preparation, review, and approval of all NA agreements, extensions, and security forms required to bring associates to NIST. NAIS is an HTML5/JavaScript application front-end within a web-browser with a Java/Oracle database backend.

Objectives NIST seeks a contractor to support NAIS by participating in the operation of the NAIS helpdesk, providing training to NAIS users, and assisting with NAIS testing. The contractor will provide support on a part-time basis. The support is expected to be approximately 10 to 15 percent of a full-time equivalent (FTE). The support personnel provided should be knowledgeable of NIST business rules and experienced with NAIS.

Scope The contractor shall support NAIS by providing customer service to NAIS users. NAIS user roles are described below and are wide-ranging. Each role has a unique task to perform within NAIS and requires support and training specific to those tasks.

Access Requester Role – An access requester is an individual who requests roles for others within his or her assigned division(s).

Initiator Role – An initiator is the Operating Unit (OU) or Division user who prepares NA forms, including Guest Researcher agreements and security forms.

Host Role - A host is a NIST sponsor for a NA.

Group Leader Role – Group Leaders, or individuals who are assigned to this role, are included as part of the management review structure in some OUs.

Administrative Officer (AO) Role – Administrative Officers, or individuals who are assigned to this role, are included as mandatory routing stops for all NA forms and the majority of the NA updates.

Division Chief Role – Division Chiefs have the authority to approve the NA forms.

Senior Management Advisor (SMA) Role – SMAs, or individuals who are assigned to this role, are included as an optional routing stop for all NA forms, including updates.

OU Director Role – OU Directors, or individuals who are assigned to this role, have the authority to approve NA forms.

Foreign National Approver – Responsible for the deemed export (Form B) portion of the NAIS approval process. Screens the visitor for sanctioned persons/organizations and ensures work space (lab, etc.) is compliant.

Reviewer – International and Academic Affairs Office (IAAO), Technology Partnerships Office (TPO), Finance Roles – Selected individuals within IAAO, TPO, and Finance who are assigned to review agreements/records and forms prior to approval by the appropriate Official.

Approver – IAAO, TPO, Finance Roles – Selected individuals in IAAO, TPO, and Finance who approve agreements/records, forms, and selected updated information.

Emergency Services Division (ESD) Approver – Selected individuals within ESD who review and approve requests for associates to be excluded from the NIST security process (security opt-out).

Office of Security Role (OSY) – Selected individuals in the Department of Commerce (DoC) Office of Security who facilitate the background investigation process, coordinate the completion of Electronic Questionnaire for Investigative Processing (eQIP), review and approve the NIST- 1085 Request for Security Assurance, the NIST-351 Request for ID Card/Pass and the NIST- 1284 Access Request forms.

Office of Police (OFP) Role – Selected individuals in the NIST Police Office who issue badges and update badge level access.

Account Management System Role (AMS) – Selected individuals in the NIST Chief Information Officer (CIO) Office who maintain the NIST locator and Account Management Systems.

Tasks The contractor shall support NAIS users through the following tasks:

The contractor shall answer questions about NAIS via phone, e-mail, or in-person. The contractor shall prepare draft documentation, including a NAIS user manual, quick reference guides, and an online tutorial, as needed. New documentation shall be created as necessary to aid NAIS users. The contractor shall maintain and update the internal NAIS website based on government approval.

The contractor shall provide training to all users on how to use NAIS. Training shall be offered on a one-on-one basis to new NAIS users and on an ad-hoc basis. More detailed training shall be developed and provided to users who request such training. Group training, such as Administrative Support Training and as division-specific training, shall also be provided. The contractor shall develop and provide additional training as necessary based on Help Desk and testing needs. Draft training materials will be approved by the government.

The contractor shall suggest system upgrades and fixes based on feedback received from Help Desk support and training. The contractor shall prepare draft test scenarios based on NIST business rules, provide preliminary testing of NAIS upgrades and fixes, interact with NAIS programmers, and recommend acceptance of changes to NAIS owners.
