High Speed Switch Replacement Project
Pre-proposal Conference
In accordance with solicitation clause L.14, FAR 52.236-27, Alt 1, the pre-proposal site visit was conducted on 03 Apr 19 at 1:00 PM local time.

All in attendance were introduced.
Brenda Hitchcock provided each attendee with a handout giving a basic overview of the NIST Campus, solicitation, and project. Ben Schulz provided information on the Statement of Work.
After preliminary briefing all attendees met at the project location.
Areas highlighted during the briefing and site walk:
Due to NIST mission close coordination for any outage will be required to allow for proper notification to organizations and researchers.
Awardee must comply with OSHA requirements and potential offerors were put on notice that Safety is a priority at NIST
The current system is on external bypass as the existing switch is inoperable leaving the campus unprotected from power disruption(s).
Project will require complete disconnection and removal of existing switch.
System should remain on bypass for commissioning.

Work will require 2, possibly 3, site-wide outages that must be coordinated and scheduled with adequate time to notify facilities.
Pad is to be reworked or replaced to accommodate the new switch keeping the footprint as small as possible. Due to current limitations it is not possible to place pad/switch adjacent to the current location and demo the existing.
There is no secondary feed to the Campus/existing switch. The only feeds are at the site and provided by Xcel Energy. Feeds to existing facilities (excluding NOAA) are separate loops originating at the switch. Xcel has confirmed that the primary and secondary service loops are completely decoupled.
Existing lighting is sufficient and will not be included in the resultant contract. Lighting that is included in the new switch must not cause light pollution for surrounding, off campus, housing area adjacent to the site.
Building Management System Communication -
Line should run along existing road to facility.
The distance is approximately 1,000 feet. The BMS will monitoring, no controls required.
There is no requirement for an audible or visual alarm indicators.
Contract staging area has not been identified yet. Heated restrooms should not be required and are not suggested.
All work should be accomplished from the front of the current fence due to existing conditions at the site of the work.
The government may not have specifications for cable or information relating to the length of the run to the nearest switch gear. The length of feeder from the MVSTS to the non-operation RUPS switchgear is approximately 1200’, 3-500kcmil CU 15kV Type MV-105, #4/0 GND.
Coordination study will be required to be accomplished by the awardee as this is a turn-key requirement. - Yes
Potential offerors were put on notice that the campus is an “open” campus and individuals may walk on to the site without going through security entry points. The nearest entry point was pointed out to those in attendance for their awareness.
The existing switch does not contain FS6.

I did not see a date or agenda for the site visit and pre-proposal conference, if they are available could you please send me a quick email with that information
The site visit information is contained in provision L-14. This provision is located on the bottom of page 116 ending on the top of page 117.
Is there any opportunity for waiving bonding? There is no possibility that NIST will waive the bonding requirements
Could you point me to the bonding requirements?
Clauses covering bonding are I.71 through I.74, 52.228-11, -12, - 14, and -15. All are incorporated by reference. The full text can be found as noted in clause I.125 on page 79
During the pre-construction meeting, it was asked if information about the existing S&C Switch could be provided. An “As Built” drawing would be helpful to determine the locations of the existing conduits into the existing S&C Switch. Will this information be provided in an addendum?
Existing switch drawings will be provided.
It is the understanding NIST is on by pass power at the present time. Therefore it is assumed the existing S&C switchgear is not in operation. With a completion time of 300 calendar days and an approximate delivery date of 270 calendars for new high voltage switch, demo of existing S&C switchgear will require demolish several month before the new high voltage switch arrives on site. Is there a time frame as to how soon work can begin on the removal of the existing switch?
The current switch is currently still being repaired and is expected to be operational before the replacement begins.
There is not a set time frame that the replacement project must work in, but it is desired that the window without a switch be kept to a minimum (though it is understood that this could be up to several months).
Is there a requirement for a coordinate study and arc study required? Yes
Please verify the load types (a single line with feeds, load types, fault currents, disconnects, PT’s, CT’s , generators, solar, wind, energy storage, capacitive banks, etc.). Needed if we are to submit a coordination and arc flash study
A site one-line and additional information can be provided to the successful bidder. There is no power generation, energy storage, capacitive banks, or motors on site at medium voltage
Please verify the number of conduits, size of conduit and conductor size and number of medium voltage cable from the existing primary switch into the existing S&C switchgear. Section 26 05 43-9 paragraph 3.4.H states minimum of 5” conduit size.
Current documentation indicates two conduits (1 spare, 1 in use) for each primary feed, 3-500kcmil CU 15kV Type MV-105, #4/0 GND. Awardee will be required to verify.
Section 26 05 43-8 paragraph 3.1.f states rigid steel conduit is be used and extended 10 feet beyond walks, driveway and roadways. Please identify the size and number of walks, driveways and roadways crossed for the installation of the communication duct bank.
One roadway with adjacent walkway (approx.. 40’) and one parking lot (approx. 50’), totaling approximately 90’
Section 26 05 13 Paragraph 3.1.H- 4 states Arc Proofing taping of medium voltage cable is required for cables not protected by conduit. Are conductors inside the switchgear considered to be protected or do we install arc proofing tape?
Once a conductor leaves a conduit it is considered not protected. Please provide Arc Proofing taping inside the switchgear.
Section 26 05 43 paragraph 3.4.B requires curves and bends to use rigid steel conduit. If conduit is in contact with the earth are we required to tape or used PVC Coated 90 elbows?
PVC Coated 90 elbows.
At the walk thru, it was noted an existing structure for noise control. Is the offeror required to remove this structure? If removed and NIST decides another structure is required for noise control, will the cost be handled by a change order?
This structure is to be removed. If another structure is required, it will be handled by change order or separate contract.
There are existing solar powered fixtures at the existing site. Will this be adequate lighting for the area? Do we include additional lighting? If so, please identify type, and number.
No additional lighting should be required
