DESCRIPTION OF REQUIREMENTS FOR A ROBOTIC WORK CELL
The Intelligent Systems Division (ISD) of the National Institute of Standards and Technology (NIST) is in need of an industrial collaborative robotic work cell to use for demonstrating and testing different 3D perception systems (3D vision systems) used for robot guidance. The work cell must include a robot arm (with an end-effector, such as a parallel gripper) able to pickup small automotive parts from a bin of parts and to assemble the parts onto other objects. The work cell must include a 3D perception system (3D machine vision system) that can provide the positions and orientations of the parts to the robot and the work cell must allow for the ability to have other 3D perception systems to be used, while maintaining the work cell's functionality.
The ROBOTIC WORK CELL must (at a minimum) include the following elements:
1. A collaborative industrial ROBOT ARM.
1. Control software and hardware for the robot arm (including a pendant with an electronic color display).
1. A 3D VISION SYSTEM that includes:
2. A 3D SENSOR, and
2. Machine VISION SOFTWARE that is compatible with more than one 3D SENSOR and more than one ROBOT ARM.
1. A TOOL (e.g., a parallel gripper) for the ROBOT ARM that can pick up the PARTS of different dimensions from the bin and assemble them onto the ASSEMBLY OBJECT.
The 3D VISION SYSTEM's task is to measure the positions and orientations of the parts in the bin or kit and then provide these measurements to the robot controller.
The ROBOT ARM's task is to pick the PART directly from the bin or kit and then assemble the part into (or onto) the ASSEMBLY OBJECT in less than 10 seconds per part.
The pose of the ASSEMBLY OBJECT could be predetermined (e.g., placed in a fixture or a jig) or could also be determined using the same (or a separate) 3D VISION SYSTEM (preferable).

Technical Capabilities: Evaluation of technical capability shall be based on the information provided in the proposal. NIST will evaluate whether the offeror has demonstrated that its proposed equipment meets or exceeds all minimum requirements. Proposals that do not demonstrate the proposed equipment meets all requirements will not be considered further for award. If an offeror does not indicate whether its proposed equipment meets the minimum requirement, NIST will determine that it does not. NIST will give preference to offerors who demonstrate that their proposed equipment exceeds NIST’s requirements.
Experience:
NIST will evaluate the extent to which the offeror’s proposal demonstrates experience in manufacturing robotic work cell in at least three (3) projects.
Past Performance: The Government will evaluate the Offeror's past performance information and, if appropriate, its proposed subcontractors' past performance to determine its relevance to the current requirement and the extent to which it demonstrates that the offeror has successfully completed relevant contracts in the past three years. In assessing the offeror's past performance, NIST will evaluate the quality and timeliness of delivery of goods and/or services, effective management (including management of subcontractors if appropriate), level of communication between the contracting parties, ability to control cost, and customer satisfaction. The Government will evaluate past performance information by contacting appropriate references, including NIST references, if applicable. The Government may also consider other available information in evaluating the Offeror's past performance. The Government will assign a neutral rating if the offeror has no relevant past performance information.
Price: The Government will evaluate price for reasonableness.
