Amendment I - The purpose of this amendment is to change the due date for quotations and respond to industry questions.
The solicitation is hereby changed and expires on September 9, 2019@ 4:00 PM EST.
1. Question - How mandatory is it that the software is compatible with the USGS LIMS Systems? If not entirely compliant, with this specification, is competition eliminated?
RESPONSE – It will not be a disqualifier.
2. Question - What type of training is required for the 10 people? Would this be general hardware and software training, or applications training? Also, 10 people is a lot to train at one time. We will need to split that up into two sessions of 5 people each. Please define the type of training required and they actual number of people that will be trained.
RESPONSE - Hardware (just the IRMS portion, no training on the EA, TC/EA, ect) and software training. Training for 6 people or less would be fine.
3. Question - Regarding the requirement “Configuration drawings - One electronic copy of as built drawings submitted to the Technical Point of Contact (TPOC) a minimum of 14 days prior to building instrument.”. This presupposes that the drawings do not need to be included in the bid response, correct? Just provided after the award and prior to the build of the instrument? Please confirm.
RESPONSE - Correct, drawings only need to be submitted as part of the delivery package.
4. Question – NIST is requiring “3” carousels for the Elemental Analyzer zero blank autosampler. How many positions do they need? Each carousel holds 40 samples. Are they asking for 120 sample positions?
RESPONSE – NIST is requiring a Costech or equivalent – two autosamplers for solid sample requirements for carousels are:
Zero blank carousel requirements: a 32-position tray and a 50-position tray. Because this autosampler is zero blank, it cannot be used in series.
Non zero blank carousel requirement: three trays which can be used in series with 50 positions each.
