TITLE: Laser System
I. BACKGROUND INFORMATION
The National Institute of Standards and Technology’s Security Technologies Group (STG) of the Material Measurement Lab develops metrology to support the needs of the emergency response, law enforcement, and corrections communities. The STG requires a laser-diode system that will support the establishment of a method for calibrating the output of electroshock weapon measurement systems. The laser-diode system will be used for electrooptic or photoconductive sampling of a propagating electrical sinusoidal signal. The sampling process will provide a direct measure of the phase of the propagating sinusoidal signal and further the NIST mission.
II. SPECIFICATIONS
The Contractor shall provide a laser system, which may be comprised of more than one laser to meet NIST requirements, which are:
• Wavelength: ≈ 1550 nm
• Pulse repetition rate: single-shot to ≥ 20 MHz
• Pulse duration: user settable, from ≥ 1 s to < 50 ps, depending on pulse repetition rate
• Peak power:
o ≥ 50 mW for pulse durations < 10 ns and at about 20 MHz o ≥ 50 mW for pulse durations ≥ 10 ns
• Jitter (external trigger in to laser pulse out) o ≤ 250 ps rms for pulse durations ≥ 10 ns o ≤ 15 ps rms for pulse durations < 10 ns
• Polarization-maintaining-fiber-coupled output
• Variable amplitude optical pulses
• Temperature controlled laser head for wavelength tuning
• Built-in frequency generator for repetition rate adjustment up to 20 MHz
Warranty
• The Contractor shall include a one (1) year warranty on manufacturing defects.
III. PLACE OF PERFORMANCE
Items shall be produced at Contractor facility; delivered to NIST Gaithersburg.
IV. DELIVERABLES
Description Quantity Due Date
Laser system One (1) 90 days after award
Operations and maintenance manual for the accessories
One (1) 90 days after award
V. ACCEPTANCE CRITERIA AND PAYMENT
Government Acceptance: Acceptance will occur after the Government Technical Point of Contact has confirmed that all minimum requirements in this document have been met.
Payment: Advance payment is not authorized. Partial Payments are not authorized. The contractor may submit and invoice after Government acceptance has occurred.
VI. GENERAL INFORMATION
Acceptance: NIST will provide written notification when a deliverable is accepted.
Safety: The Contractor employee shall be responsible for knowing and complying with all installation safety prevention regulations. Such regulations include, but are not limited to, general safety, fire prevention, and waste disposal.
Security: NIST is a restricted campus. An identification badge is required for access for entry into buildings and also is shown to the armed Security Police when entering the campus.
Regular Business Hours. Regular business hours are Monday through Friday, 8:00 am to 5:00 pm Eastern Time.
Identification Badges: Contractor employees shall comply with NIST identification and access requirements.
Each Contractor employee shall wear a visible identification badge provided by the NIST Security Office.
Vehicle Registration: All Contractor employees must register their vehicles with the NIST Security Office to gain access to the campus. A valid driver’s license, Government-furnished civilian ID, proof of insurance and current registration must be presented to the NIST Security Office, at which time a NIST vehicle pass will be issued. The pass shall be displayed on the vehicle in accordance with NIST Security Office instructions.
