Statement of Work/Specifications
CNC Vertical Milling Center Machine
1. BACKGROUND
The National Institute of Standards and Technology (NIST), Fabrication Technology Office (FTO) provides a wide range of engineering, fabrication and technical services to support the creation of unique measurement instruments and scientific apparatus needed by researchers in the NIST's Measurement and Standards Laboratories. FTO provides the mission critical engineering and manufacturing expertise and equipment needed to produce specialized parts and subassemblies for the extraordinary variety of one-of-a-kind instruments conceived by NIST scientists and engineers.
FTO’s primary line of service is metal fabrication, mechanical engineering, and electromechanical assembly. This service is used to engineer and fabricate high precision components and assemblies for use in one-of-a-kind measurement instruments conceived by NIST scientists and engineers. FTO depends on its installed base of manufacturing technology to support the many service needs of its customers. This manufacturing technology base includes a full family of automated and conventional milling machines, lathes, grinders, electrical discharge machines, boring mills and other related manufacturing equipment.
FTO requires a Computer Numerically Controlled (CNC) Vertical Milling Center (VMC) to assist us in our fabrication efforts. The VMC uses rotating commercial cutting tools in various configurations to remove metal and other material from raw stock or work pieces from other fabrication processes. The work piece is fastened to a table on the machine and that table is moved and mechanical components of the machine are moved to cut the material in the desired location to yield the finished product with a high degree of accuracy. Tooling is spun about a vertical axis by a spindle.
2. OBJECTIVE:
The objective of this procurement is to acquire a new commercially available Vertical Milling Center machine (VMC) and the associated installation, warranty, and training.
3. SCOPE:
The Contractor shall provide a VMC with the following features/capabilities:

NIST FTO.
The Contractor shall manufacture, deliver, install, and demonstrate the operation of the VMC. The VMC shall be installed at the NIST facility in Gaithersburg, Maryland.

Page 6 of 7 March 15, 2019
Security: NIST is a restricted campus. An identification badge is required for access for entry into buildings and shown to the armed Security Police when entering the campus.
Because of heightened security, Contractors who are planning to deliver, set-up, test and train the NIST staff shall provide the technical point of contract 48 hours prior to coming onto campus with the following information:
1) Company name
2) Names of all individuals
3) Country of Citizenship of all individuals* *For non-US Citizens, the following additional information will be required:
1) Title
2) Employer/Sponsor

Failure to register will result in individuals being denied access to NIST, and subsequently, rescheduling the delivery, set-up, testing and training.
Contractors must pick up a Visitor's Badge at the Visitor's Registration Center located at the Main Gate (Gate A, off Bureau Drive). Please ensure all individuals bring photo identification or they will be denied access to the facility.
Under the REAL ID Act of 2005, agencies, including NIST, can only accept a state-issued driver’s license or identification card for access to federal facilities if issued by states that are REAL ID compliant or have an extension. Only Enhanced Driver’s Licenses (EDL) issued by the states of Michigan, Minnesota, New York, Vermont and Washington will be accepted for access to the NIST campus. These drivers’ licenses are easily identifiable by the American Flag on the face of the license. NIST currently accepts other forms of federally issued identification in lieu of a state-issued driver’s license, such as a valid:
Passport; Passport Card; DOD’s Common Access Card (CAC); Veterans ID; Federal Agency HSPD-12 IDs; Military Dependents ID; Transportation Workers Identification Credential (TWIC)
Identification Badges: Contractor employees shall comply with NIST identification and access requirements. The Contractor employee is responsible for absences due to expired identification and access documents. Each Contractor employee shall wear a visible identification badge provided by the NIST Security Office. The badge must show the full name, title, and if required by NIST, the words “Contractor” in front. The Contractor employee shall turn in the NIST identification badge and vehicle pass to the TPOC, COR, or Contracting Officer (CO) upon termination of their services under this contract.
Page 7 of 7 March 15, 2019
Vehicle Registration: All Contractor employees must register their vehicles with the NIST Security Office to gain access to the campus. A valid driver’s license, Government-furnished civilian ID, proof of insurance and current registration must be presented to the NIST Security Office, at which time a NIST vehicle pass will be issued. The pass shall be displayed on the vehicle’s rearview mirror in accordance with instructions. The Contractor employee shall follow NIST procedures for removal and turn-in of the vehicle pass upon termination of services under this contract.
