The purpose of this amendment is to address questions posed by potential offerors regarding the solicitation. Questions and answers follow below.
Questions and Answers
1) Question: Questions and Answers 22 (Amendment 001) – What level of engagement with NIST staff is expected on a DAILY basis?
Answer: In order to best understand the research, observe technical trends, and identify opportunities for topics for writing, it is expected that the Contractor shall be engaged with NIST staff on a daily basis.
2) Question: How shall the Offeror differentiate between Past Performance and Experience for examples of work completed that meets both the criteria of these two different, yet similar, sections? (Past Performance: “conducted within the last three years of contracts of relevant work of a similar type and scope as the current requirement”, Experience: “examples of experience (either as a prime Contractor or as a significant subcontractor) in performing work on similarly sized and scoped contracts completed or substantially completed within the past 5 years”)
Answer: Please refer to Attachment II – Basis for Award, Evaluation Criteria, and Required Submissions.
3) Question: Travel – What is the maximum number of travel events anticipated? For Offerors not based in Gaithersburg, MD, meetings at NIST or nearby campus are considered travel events.
Indications of travel events in the solicitation include:
a. Question: Q&A (Task 8) – “The Government anticipates that there will be 2-4 regularly scheduled meetings and 2-4 ad-hoc meetings.” This suggests a maximum of 8 for CPS and Smart Grid meetings in addition to SEPA and other relevant meetings
Answer: This would be the anticipated number of meetings. Please note that the contractor may participate in these meetings remotely.
b. Question: SOW IX Travel – “NIST anticipates that such travel events will occur between
3-5 times per year” Is this all-inclusive to account for NIST meetings and SEPA/other relevant meetings?
Answer: This accounts for the non-NIST meetings.
c. Question: SOW Task 6 – “This shall be accomplished by having a meeting with relevant
NIST staff present.” Is this meeting included in item 3.a. above?
Answer: Yes.
4) Question: Task 3 states, “approximately four (4) fact sheets…” What is the maximum number of fact sheets included in this task?
Answer: Approximately four (4)
5) Question: Task 3 – What is the scope of each fact sheet (i.e. how many pages or words)?
Answer: Approximately one-page
6) Question: Task 4 states, “at least twenty (20) announcements or newsletter articles…” What is the maximum number of deliverables included in this task?
Answer: Approximately twenty (20) announcements or newsletter articles.
7) Question: Task 3 – What is the scope of each announcement or newsletter article (i.e. how many pages or words)?
Answer: Approximately 1-2 pages.
8) Question: Task 7 – What is the maximum number of “short reports or correspondence” anticipated?
Answer: No more than ten.
9) Question: Task 7 – What is the scope of each short report or correspondence (i.e. how many pages or words)?
Answer: Approximately 1-2 pages.
10) Question: Task 10 states, “at least three (3) ghost written magazine articles…” What is the maximum number of ghost written deliverables included in this task?
Answer: Approximately three (3).
11) Question: Task 10 – What is the scope of each ghost written deliverable (i.e. how many pages or words)?
Answer: Approximately 3-5 pages.
12) Question: Can the Government provide a total anticipated level-of-effort or total dollar limit for the Base Period and Option Periods?
Answer: Reference Amendment 001.
13) Question: Task 2 – Can the Government provide an estimated volume or frequency of updates for web content?
Answer: The Government anticipates no more than once a month.
14) Question: Task 4 – The Statement of Work calls for “at least twenty (20) announcements or newsletter articles…” Can the Government provide a total number of announcements or newsletters that the Government will not exceed in the base period?
Answer: The Government anticipates twenty (20) announcements
15) Question: Task 8 – Can the Government provide an estimate on the frequency or total number of
CPS and Smart Grid related meetings the Contractor is required to attend per year?
Answer: NIST related travel is identified in an answer to a previous question. The non-NIST travel is discussed in the SOW.
